A. Jansen Addition Preliminary Plat
Mr. Nelson, Environmental Coordinator,presented the staff report.

The applicant, Boulder Contracting, submitted a land use application for preliminary plat
for Jansen Addition. The proposal is to subdivide the existing parcel located at 523 Lois
Lane into three single family lots for the purpose of constructing two new single-family
homes.
The Board discussed the proposed Jansen Addition.
Mr. Nelson noted that recommendation number 8 should be removed 8 ecause the area
along the north property line has low elevation change and heavy herefore
the silt fence to capture runoff would not be necessary there. the sente on page
three of the staff report under Stormwater Pollution Prevent' sh be remo , which
reiterates recommendation 8.
There was also an error on the Tree Preservation ao Miti ab e i th aff report,
so Mr. Nelson will update the staff report to match th corre le that as presented at
this meeting.
The Board accepted the seven recom endations.
Motion made by Mr. Schwartz and conded b s. Buchmeier. Motion carried 4—0.
7. DISCUSSION ITEMS
A. 2023 Forestry Revie
Mr. Nelson, E nme 1 Co at or,presented the staff report.
Forestry in 2023�wa inly focus on Emerald Ash Borer response and clearance
pruniri,g along streets. ap lied for the Tree City program that included information
about the City's forestry for 2023. A summary of that data was included in the
*eport. ard discuss ow many trees were planted, sold at the Tree Sale, removed,
, and jected.
Staff aVoresented a few goals for 2024, which included continuation of treating
Emerash Borer trees, pruning for clearance, expand management in natural areas and
wetland banks, increased chlorosis treatment, continue tree inventory updates, and
applying for Tree City and Growth Award.
B. Drive for 75, Water Conservation Initiative

In 2022, Lino Lakes residents used approximately 80 gallons of water per person per day.
The average in Minnesota is 52 gallons per person per day. In an effort to conserve
freshwater resources, the City has initiated the Drive for 75 outreach campaign.
The Board discussed strategies to encourage the community to conserve water.
Chair Sullivan suggested the possibility of putting a table up with educational materials at
Blue Heron Days as well as submitting an article in the Quad newspaper.
Mr. Nelson mentioned the water usage calculator on the City we e that ents can
use to estimate their indoor and outdoor water usage.
Ms. Cavegn suggested changing how the meter reading the water eads s ce it
can be misleading to residents regarding the units of uch water th tually
using. For example, under"Cons" says 20 and tha n be r td re 'de regarding
just how much water they are using every quarter. " cons' be mis ding, however
"20,000 gallons consumed" is clearer.
Chair Sullivan also suggested bringing water bil tional workshops so that
residents could better understand w ' means.
Ms. Cavegn also suggested educati 1 outreach signage for residential yards with native
plantings, and mentioned th wns egumes program that offers grant funds for
native plantings.

Mr. Nelso tinned that staff w d look into updates for the water conservation
section the webpage.
Ms. Buchm sked if regents who receive their water bills electronically get the
smart irrigatio ntroller ads that the City sent out with utility bills in the mail; she will
check and let the Board know at the next meeting.

by Ms. avegn. Motion carried 4—0.
