PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Chair Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on
December 6, 2023.
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF AGENDA
The agenda was approved as presented.
4. OPEN MIKE
Pat Mahr, President of Centennial Little League Baseball and Fastpitch. Mr. Mahr gave a
summary of Sunrise fields 1 and 2. In 2023, would like to install covered dugouts at
Sunrise fields 1 and 2. 2024, move the outfield fences from 285 to 210 feet, pour concrete
dugouts, and add a new Sunrise Ball field.
Mike Hoffman, Parks Supervisor, stated he would like to have concrete floors and
covered dugouts, which would be beneficial for safety and keeping the elements off the
players.
Mr. Gooder inquired if the new field would be a baseball or a universal field. Mr. Mahr
answered a universal field.

Mr. Mahr discussed the new ball field they would like to add to Sunrise Park. Mr. Gooder
asked why we don’t drill all the holes for the covered dugouts at fields 3 and 4 at the
same time as fields 1 and 2. Mr. Mahr answered the company that will be building the
dugout covers only has time for fields 1 and 2 in 2024.
Mrs. Schmidt discussed who has first priority of the fields: the Centennial Little League,
other organizations, or residents.
Mr. Gooder asked Mr. Mahr when the 2024 season will start. Mr. Mahr answered April
29 through the week after the Fourth of July; during this time, the fields are used Monday
through Thursday.
Mrs. Schmidt asked Mr. Hoffman, Do you see any issues with this plan? Mr. Hoffman
replied that it's a doable plan, but he's not sure if all of this can happen in 2024.
Mr. Huelman discussed the financial portion of the projects.
Mr. Gooder inquired if Centennial Little League could receive funding from other
organizations. Mr. Mahr discussed other funding areas.
Mrs. Schmidt moved to support the partnership and consideration of the Sunrise Park
field plans. Motion seconded by Mr. Termont. Motion carried 6-0.
Mr. Hoffman questioned if we have approval from the Park Board to drill the holes for
the dugout on Sunrise fields 1 and 2. Mr. Huelman answered yes.
5. CONTINUE PARK BOARD DISSCUSSION
Mr. Huelman discussed the park and trail system and said that the park model doesn’t
match the park funding.
Mr. Hoffman discussed the pricing of a new park. Discussed the age of the hockey rinks,
warming houses, trails, and boardwalks. Aging irrigation systems in the park system.
Mrs. Cutts inquired if the warming houses would be open this year.
Mr. Huelman discussed the letters from the residents regarding the backstop at
Birchwood Acres Park.
Mr. Hoffman discussed keeping the backstop versus removing it.
Mrs. Ballering discussed the removal of the backstop at Birchwood Acres Park.

Angela Thorson, Public Services Administration Assistant, discussed the letter that was
mailed to Birchwood Acres Park.
Mrs. Ballering moved to keep the backstop at Birchwood Acres Park. Motion seconded
by Mrs. Cutts. Motion carried 6-0.
Mrs. Ballering inquired about grants.
Mr. Gooder discussed funding options for the future.
Mr. Gooder would like to have more partnerships with sports organizations.
Mr. Termont discussed sponsorship banners at local parks.
Mrs. Schmidt discussed parking issues at the parks.
Mr. Huelman would like the asset master list spreadsheet updated and presented to the
City Council. Mrs. Schmidt agrees with the plan.
Mr. Gooder inquired what assets are under the Park Board.
Mrs. Schmidt asked Mr. Hoffman what he would do with $500,000. Mr. Hoffman replied
that his first priority is to update the parks. Mrs. Schmidt asked which parks are the top
three: Marshan Park, Highland Meadow Park, and Behm’s Park.
Mrs. Schmidt inquired which park has the most vandalism. Mr. Hoffman replied Country
Lakes Park.

Mr. Gooder moved to adjourn the meeting. Motion seconded by Mrs. Ballering. Meeting
adjourned at 8:32 p.m

5. APPROVAL OF NOVEMBER 1, 2023 AND DECEMBER 6, 2023 MINUTES
Mrs. Schmidt moved to approve the November 1, 2023 meeting minutes. Motion
seconded by Mrs. Ballering. Motion carried 4 – 0.
The approval of the December 6, 2023 minutes is postponed until additional Park Board
members are in attendance.
6. APPROVE 2024 PARK BOARD MEETING SCHEDULE
The 2024 Park Board schedule is approved.

7. DISCUSS CLLL PROPOSAL FOR SUNRISE PARK IMPROVEMENTS
Mr. Rick DeGardner, Public Services Director give a summary that the City recently
received a letter from Centennial Lakes Little League (CLLL) regarding Sunrise Park
improvements. The proposal includes:
Fields #1 and #2 - Convert to little league fields. This includes moving the outfield fences
from 285 feet to 210 feet. Dugouts are currently being installed, with CLLL providing all
materials and labor (except City drill holes for support posts).
Fields #3 and #4 - Install dugouts in 2025 with CLLL providing all materials and labor.
Additional Field - CLLL is proposing to create an additional field in the southwest corner
of Sunrise Park with CLLLL providing the ag-lime for the infield, dugouts and benches,
home plate and bases, backstop and fencing.
The Park Board originally discussed this proposal during the December 6, 2023 meeting.
Staff is in support of improving the existing four ball fields at Sunrise Park. Creating an
additional field warrants further review. Parking and neighborhood impacts merit further
discussion. The 2040 Comprehensive Plan recommends a master plan be prepared prior
to any new development to reconsider how activity areas are organized for a better fit and
orientation and to determine which sports fields should remain on this site or be moved to
improve overall quality. Attached is the Sunrise Park Page in the 2040 Comprehensive
Plan.
Mr. Kusterman inquired if the fields are used for any adult softball leagues. Mr.
DeGardner replied that it’s been several years since the fields have been used for adult
leagues.
Mr. Kusterman discussed the City of Lino Lakes' contribution to youth sports, which is
the grant of field use and maintenance.
Mrs. Schmidt asked if there was room to expand parking at Sunrise Park.
Mr. DeGardner discussed the size and amenities of Sunrise Park and its location.
Mr. Kusterman asked if the residents of Sunrise Park would see a significant increase in
people due to adding another field.
Mrs. Schmidt agrees to work with Centennial Little League. Concerns are parking,
traffic, and bathroom issues.
Mr. DeGardner discussed moving forward with fields 1 through 4. Discussing Sunrise
Park's new field at a later spring meeting.
Mr. Huelman agrees with moving forward with fields 1 through 4.

Mr. DeGardner discussed moving the fences from 285 feet to 210 feet and not adding a
field. This will eliminate any opportunities for any adult programming.
Mr. Kusterman made a motion to move forward with proposed changes to fields 1
through 4. Mrs. Schmidt seconded. Motion carried 4 – 0.
8. CONTINUE PARK BOARD DISCUSSION
Rick DeGardner gave a summary. The Park Board continues to gather information and
discuss several topics related to the development and redevelopment of the parks and
trails system. Please refer to last month’s minutes for additional details.
Mr. Huelman discussed a plan for getting in front of the City Council.
Mr. Kusterman discussed the approach with the City Council.
Mr. Huelman would like a master list of parks, trails, costs, and life expectancy.
Mr. Kusterman discussed including the cost per resident with the City Council.
Mrs. Schmidt discussed a survey to receive feedback from the community.
Mr. Huelman would like to receive feedback from the community.
Mr. Kusterman discussed having the City Council send a survey after the Park Board
presents its plan.
Mrs. Ballering inquired about using publications in our area to receive community
feedback.
Mr. Huelman likes the QR code idea located in the park system.
Mr. Huelman discussed the timing to get in front of the City Council. Mr. DeGardner
replied that budget discussions start in May or June.
Mrs. Ballering would like to get in front of the City Council by May.
Mr. Kusterman discussed starting to update the Excel worksheet before the February Park
Board meeting.

City consider converting the existing ½ court basketball court to pickleball at Pheasant Hills Park. A

Gentleman -
My name is Tony Marciano. I reside at 1580 Merganser Court, Lino Lakes since 2004. I am
enquiring about the basketball court at the Pheasant Hills Park. I walk through the park on a
regular basis and notice the court is very rarely used. As you probably know, pickleball has
taken off and is the fastest growing sport in the country. The 4 courts by the firehouse off
Birch are always extremely busy.
Would the City consider either making that area a dual basketball/pickleball court by adding
lines and a net or simply making it a full pickle ball court? I strongly believe after discussing
with neighbors as well that the court would be used more frequently if it was converted to a
full pickle ball court or at least somehow make it a multipurpose area.
As a former Board Member at PHPA, I did reach out to them first to see if they could help fund
the project. They referred me to address this with the City since it is a City owned park.
Thank you for your consideration on this ask and would appreciate a response on what is
needed to make this a possibility.
