WORK SESSION
MINUTES

MEMBERS ABSENT: Councilmember Ruhland
Staff Members Present: City Administrator Sarah Cotton; Public Safety Director John Swenson;
City Clerk Jolleen Chaika.
1. Annual Appointments to Advisory Boards/Committees
Councilemmber Lyden stated concerns he has regarding the final votes for appointments to
the Boards and Commissions. He said that after the final interviews (held at a Special Work
Session on January 29, 2024), he believed Council came to a consensus on appointments and
that the final vote for one of the positions changed with three members of the Council.
Councilmember Cavegn added that it appears that the individual that Council had discussed
not reappointing ended up being recommended.
Mayor Rafferty agreed that there had been consensus during the work session but that the
final message was for each member to do his homework and to get a final decision on all
appointments to the City Clerk.
Councilmember Lyden stated that he is concerned there were violations of the Open Meeting
Law. Mayor Rafferty stated he did not engage in any Open Meeting Law violations.
Councilmember Lyden would like to see this matter brought back to Council for consideration
at the March 11, 2024 Regular Meeting.
2. Review Regular Agenda
Mayor Rafferty reviewed the meeting agenda. Staff provided an overview of the staff reports
for each agenda item.
The work session concluded at 6:21 PM.
These minutes were considered and approved at the regular Council Meeting on March 11, 2024.
