CALL TO ORDER AND ROLL CALL Chair Sullivan called the Environmental meeting to order at 6:30 p.m. on February 28, 2024. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF AGENDA The agenda was approved as presented. 4. APPROVAL OF MINUTES Ms. Holmes made a motion to approve the January 31, 2024 meeting minutes. Motion was seconded by Mr. Parsons. Mr. Motion carried 6 – 0. 5. OPEN MIKE Chair Sullivan declared open mike at 6:32 p.m. There was no one present for open mike therefore it was closed at 6:32 p.m. 6. ACTION ITEMS DATE: February 28, 2024 TIME STARTED: 6:30 p.m. TIME ENDED: 7:37 p.m. MEMBERS PRESENT: John Sullivan, Cassie Cavegn, Lindsay Buchmeier, Shawn Holmes, Jonathan Parsons, Julia Nelson MEMBERS ABSENT: Alex Schwartz STAFF PRESENT: Andrew Nelson, Rebekah Olinger, Julie Whitney Environmental Board February 28, 2024 Page 2 APPROVED MINUTES A. 440 Park Court (Lino Lakes Tech Center and Storage Facility) Conditional Use Permit and Site Plan Review Mr. Nelson presented the staff report. The applicant, Lariat Companies, Inc., submitted a land use application for conditional use permit and site plan review. The development proposes a 36,000 sf multi-tenant industrial and indoor self-storage building on the south end of the site. The north end of the site is the existing Lino Lakes Storage. The architect, Greg Kinney with Amcon Construction was in attendance with no comments or questions asked. The Board discussed the proposed 440 Park Court Conditional Use Permit and Site Plan Review and requested to add the 7th recommendation that was not in the staff report but was on the slide show concerning perimeter control near the wetland. Motion was made by Ms. Buchmeier and seconded by Ms. Cavegn to approve the Conditional Use Permit and Site Plan Review with the addition to the 7th recommendation. Motion carried 6 – 0. B. 2024 Annual Work Plan and Ongoing Tasks List – 2nd Draft Mr. Nelson presented the staff report. The Environmental Board serves to provide aid and advice to the Council in its efforts to encourage productive and enjoyable harmony between people and their environment; to promote efforts which will prevent or eliminate damage to the environment and stimulate the health and welfare of people; to enrich the understanding of the ecological systems and natural resources important to the city; to advise the city in the use and management of its natural resources in order to preserve and enhance the environmental amenities for present and future residents, and to improve and ensure a lasting quality of life within the City. (City Code Chapter 217.01). Chair Sullivan mentioned that the term ‘biodiversity’ didn’t appear in the work plan. Ms. Holmes stated that the term wasn’t included but that the concept was covered. Chair Sullivan also pointed out a typo on the numbering of the list. Mr. Nelson responded that the typo would be corrected. Motion was made by Ms. Holmes and seconded by Ms. Nelson to approve the 2024 Annual Work Plan and Ongoing Task List. Motion carried 6 – 0. Environmental Board February 28, 2024 Page 3 APPROVED MINUTES 7. UPDATES A. Recycling Updates Ms. Rebekah Olinger, Recycling Intern, presented the recycling updates. 8. ADJOURN Ms. Buchmeier made a motion to adjourn the meeting at 7:37 p.m. Motion was seconded by Ms. Cavegn. Motion carried 6 – 0.
