CITY OF LINO LAKES ADVISORY BOARD MEETING GUIDELINES Advisory boards are fact-finding bodies established to aid the City Council in specific areas. The decisions of any board are considered advisory only and all final decisions rest with the City Council. Board meetings shall operate in accordance with the procedures established by the City Council. The following meeting guidelines are derived from the City Council Rules of Decorum. Members of the Audience – No person in the audience shall engage in disorderly or disruptive conduct such as audible commentary during a meeting, hand clapping, stamping of feet, whistling, using profane language, yelling and similar demonstrations, which conduct disturbs the peace and good order of the meeting. Public Comment– Comments from the public will be accepted on any matter, whether on the agenda or not. Comments will not be accepted during specific agenda items unless a Public Hearing has been noticed. Please remember to be courteous and respectful and abide by the following guidelines: • Sign-in prior to the start of the meeting • Step up to the microphone when recognized by the Presiding Officer (Chair or Vice-Chair) • State your name and address for the record • State the subject to be discussed • Limit comments to 4 minutes • Address comments to the board as a whole, not any specific member • No question may be asked of a board member or staff member without the permission of the Presiding Officer (Chair or Vice-Chair) • Elect a spokesperson for a group of persons who wish to address the board on the same subject Public Hearing – A public hearing is a separate item of business on the agenda. It gives the public an opportunity to comment on the topic identified. Please remember to be courteous and respectful and abide by the guidelines outlined for public comment (although no sign-in required). Typically, a public hearing proceeds as follows: 1. The Presiding Officer (Chair or Vice-Chair) will announce the agenda item and staff will present their report. 2. Board members have the opportunity to ask staff questions about the item. 3. The Presiding Officer (Chair or Vice-Chair) opens the public hearing and will recognize those who want to speak. 4. The Presiding Officer (Chair or Vice-Chair) shall close the public hearing. 5. The Board will then discuss the item. No further public comments are allowed. 6. The Board will make a recommendation and/or decision. After a motion has been made or a public hearing has been closed, no member of the public shall address the board from the audience on the matter under consideration. The Presiding Officer (Chair or Vice-Chair) shall maintain strict order and etiquette at all meetings. Park Board April 1, 2024 pg. 1 DRAFT MINUTES CITY OF LINO LAKES PARK BOARD MINUTES 1. CALL TO ORDER AND ROLL CALL Chair Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on April 1, 2024. 2. PLEDGE OF ALLEGIANCE 3. SWEARING IN OF PARK BOARD MEMBERS Mayor Rafferty was present to swear in Mr. Gooder and Mr. Spitzer. 4. ELECTION OF CHAIR AND VICE CHAIR Mrs. Schmidt made a motion to nominate Mr. Huelman as the Chair of the Park Board. Mrs. Schmidt made a motion to nominate Mr. Gooder as the Vice Chair of the Park Board. Motion carried 7 – 0. 5. APPROVAL OF AGENDA The agenda was approved as presented. 6. OPEN MIKE There was no one present for open mike. 7. APPROVAL OF MARCH 6, 2024 MINUTES Mr. Kusterman moved to approve the March 6, 2024 meeting minutes. Motion seconded by Mr. Gooder. Mrs. Cutts and Mr. Spitzer abstained Motion carried 5 – 0. 8. REVIEW PARK DEDICATION FEE STUDY DATE: April 1, 2024 TIME STARTED: 6:30 p.m. TIME ENDED: 8:31 p.m. MEMBERS PRESENT: Patrick Huelman, Clark Gooder, Kellie Schmidt, William Kusterman, Julie Ann Cutts, Kathy Ballering, Jason Spitzer MEMBERS ABSENT: None STAFF PRESENT: Rick DeGardner, Angela Thorson Park Board April 1, 2024 pg. 2 DRAFT MINUTES Rick DeGardner, Public Services Director stated Michael Grochala, Community Development Director will provide a walk-through of the draft Park Dedication Fee Study in preparation of the meeting with the City Council on May 6. Mr. Huelman will also share a draft of his presentation. Mr. Huelman explained the PowerPoint titled “The State of Lino Lakes Park and Trail System,” which is planned to be presented at the City Council work session meeting on May 6th. Mr. Gooder asked how many playgrounds are 20 years of age or older. Director DeGardner stated that there are nine playground structures that are at least 20 years old. Mr. Huelman stated Lino Lakes has 22 parks with assets and is approaching a little over $5 million. We also have $2 million worth of trails. Mrs. Ballering asked if the City Council would receive the Parks & Trail Assets spreadsheet before the May 6th meeting. Mr. Kusterman would like the City Council to receive the spreadsheets before the May 6th meeting. Mr. Huelman agrees. Director Grochala presented a walk-through of the draft Park Dedication Fee Study. The city of Lino Lakes has a comprehensive park plan that has broken out the city into neighborhood service areas. Due to the cost of parks, the city has moved away from every subdivision having a park, but within a quarter or half a mile, everyone has access to a park. The cost of a new park is $1.1 million, which includes grading, park equipment, etc. The trail cost is $350,000 per paved mile. Almost $20 million in proposed park development and $44.6 million in arterial trails. Mr. Kusterman asked why did the City of Lino Lakes start developing neighborhood parks? Director Grochala stated we are investing less money by reducing the number of neighborhood parks. Director Grochala stated the commercial/industrial park dedication fee is $2,600 per acre. Mr. Grochala recommends giving the city council a large number but having a plan on how to get there in X number of years. Mr. Kusterman stated that the Park Dedication Fee Study is an important part of the discussion. He would like the Park Dedication Fee study to be finalized before Mr. Huleman presents his presentation to the City Council. Mr. Huelman discussed the overlap between his presentation and Director Grochala’s Park Dedication Fee Study. He also discussed catching up and maintaining the parks and trails. Park Board April 1, 2024 pg. 3 DRAFT MINUTES Director DeGardner asked if Sunrise Park modifications should be shown in the presentation. Do we think Sunrise Park should be enhanced? Do we want to consider adding another ball field at Sunrise Park? Mrs. Ballering would like to include which parks they may need to remove if the funds are not received. Mrs. Schmidt stated that she finds the 2-5 years old play structures in Lino Lakes don’t have enough equipment and are too hot from 1:00 to 4:00pm. Mrs. Cutts values the neighborhood parks. Director DeGardner stated back in January that the City of Lino Lakes submitted a bonding bill for an inclusive park at Tower Park. Mr. Spitzer asked about dog parks in Lino Lakes. Mrs. Schmidt asked how many parks still need to be developed per a master plan. Mr. Gooder stated he would like the City Council to budget $180,000 each year plus any surplus. 9. Meeting adjourned at 8:31 p.m. Respectfully submitted, Angela Thorson, Public Services Administrative Assistant 1 PARK BOARD STAFF REPORT AGENDA ITEM 6A STAFF ORIGINATOR: Rick DeGardner, Public Services Director MEETING DATE: June 5, 2024 TOPIC: Madinah Lakes PUD Concept Plan Review ______________________________________________________________________________ BACKGROUND The applicant, Zikar Holdings, is proposing a master planned development located on the Robinson Sod Farm property south of CSAH 14 (Main Street) and east of CR 53 (Sunset Avenue). The development contains 4 parcels totaling approximately 150 acres and consists of a mix of residential housing types, commercial development, and a religious building. The proposed development is called Madinah Lakes (Attachment A). Figure 10-2, Neighborhood Service Areas (Attachment B) of the 2040 Comprehensive Plan depicts Century Farm North Park to serve as the neighborhood park for this area (Attachment C). The City acquired approximately 6.3 acres of park back in 2011 when the Century Farm North development was platted. The 2040 Comprehensive Plan identifies a proposed Greenway System extended across the subject site (Attachment D). The PUD process provides the opportunity for the creation of a multi-functional greenway corridor that incorporates many attributes into one comprehensive design, including: • Interconnected trail system and parks • Protected open space and natural areas • Wetlands, including Wetland Management Corridor and buffers • Major and minor drainage routes and other elements of the local surface water management system (including stormwater ponds) • Floodplain management A greenway/park system was initially established to the south of the development site with the Century Farm North subdivision. That system was stubbed to the north from Robinson Drive and to the east from Century Trail. The developer has attempted to expand this system throughout the project. Opportunities for enhancement of the greenway system remain. The County Ditch corridor is the priority component of this greenway system. A connection should be made from the Century Trail connection across the County ditch. 2 An Anoka County regional trail is planned to run along Main Street. This needs to be accommodated as part of the project development, as well as a trail on Sunset Avenue. Trail connections to the existing internal trail system should be provided. The developer has incorporated a link from the northwest corner of the site. Connections will also need to be added mid-block of the north road running parallel to Main Street, from Century Trail to the trail section shown running along the gas line easement, and to the eastern perimeter of the site. RECOMMENDATIONS 1. Park Dedication cash in lieu of land. Dollars will be designated for development of Century Farms North Park. Credit for the private park and trail construction to be determined. 2. Trail Connections to incorporate into the design: a. The future Anoka County Regional Trail along the south side of Main Street should be depicted. b. A connection to the future Anoka County regional trail is needed midblock of the north road running parallel to Main Street. c. A trail is needed along Sunset Avenue. d. Extend the existing trail adjacent to 7836 Century Trail across the ditch and along the power line easement to proposed internal trails. e. Extend the existing trail adjacent to 71 Robinson Drive northward to connect with proposed internal trails. The Park Board’s recommendation will be forwarded to the Planning and Zoning Board as well as the City Council. The developer will be in attendance to review the concept plan and answer any questions the Park Board may have related to parks and trails.
