CITY OF LINO LAKES
ADVISORY BOARD MEETING GUIDELINES
Advisory boards are fact-finding bodies established to aid the City Council in specific areas. The
decisions of any board are considered advisory only and all final decisions rest with the City Council.
Board meetings shall operate in accordance with the procedures established by the City Council.
The following meeting guidelines are derived from the City Council Rules of Decorum.
Members of the Audience – No person in the audience shall engage in disorderly or disruptive
conduct such as audible commentary during a meeting, hand clapping, stamping of feet, whistling,
using profane language, yelling and similar demonstrations, which conduct disturbs the peace and
good order of the meeting.
Public Comment– Comments from the public will be accepted on any matter, whether on the
agenda or not. Comments will not be accepted during specific agenda items unless a Public Hearing
has been noticed. Please remember to be courteous and respectful and abide by the following
guidelines:
• Sign-in prior to the start of the meeting
• Step up to the microphone when recognized by the Presiding Officer (Chair or Vice-Chair)
• State your name and address for the record
• State the subject to be discussed
• Limit comments to 4 minutes
• Address comments to the board as a whole, not any specific member
• No question may be asked of a board member or staff member without the permission of
the Presiding Officer (Chair or Vice-Chair)
• Elect a spokesperson for a group of persons who wish to address the board on the same
subject
Public Hearing – A public hearing is a separate item of business on the agenda. It gives the public an
opportunity to comment on the topic identified. Please remember to be courteous and respectful
and abide by the guidelines outlined for public comment (although no sign-in required). Typically, a
public hearing proceeds as follows:
1. The Presiding Officer (Chair or Vice-Chair) will announce the agenda item and staff will
present their report.
2. Board members have the opportunity to ask staff questions about the item.
3. The Presiding Officer (Chair or Vice-Chair) opens the public hearing and will recognize those
who want to speak.
4. The Presiding Officer (Chair or Vice-Chair) shall close the public hearing.
5. The Board will then discuss the item. No further public comments are allowed.
6. The Board will make a recommendation and/or decision.
After a motion has been made or a public hearing has been closed, no member of the public shall
address the board from the audience on the matter under consideration. The Presiding Officer
(Chair or Vice-Chair) shall maintain strict order and etiquette at all meetings.

1. CALL TO ORDER AND ROLL CALL
Chair Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on June 5,
2024.
2. PLEDGE OF ALLEGIANCE
3. PUBLIC COMMENT
Luke Walter, 7800 Marilyn Drive, discussed the Madinah Lakes advertising video
and Zikar Holdings' lack of experience. Spoke about the Environmental Board's
May 29 presentation.
John Grattan, 202 Elm Street, would like a memorial park. He opposes the
development and moved to Lino Lakes for the small-town feel.
Dr. Abo Rashid Shire, 2150 Watermark Way, is supportive of the Madinah Lakes
development. Asked that the council follow the process.
Brent Shroyer, 580 Marshan Lane, declared how much he enjoys living in Lino
Lakes. Stated he knows there will be a development at some point but asked that
the City do it the right way.
Lori Bardd, Brooklyn Center, discussed how Brooklyn Center is the most diverse
community. Discussed the idea that equal rights should apply to all races. She is
in favor of the development of Madinah Lakes.

Jaylani Hussein, 2511 East Franklin, Minneapolis, stated he is in support of the
Madinah Lakes project. Asked that this development be treated the same as
others.
Suleiman Adan, 2511 Larkin Ave, stated he is not a resident of Lino Lakes.
Discussed how the moratorium has caused division. Urged that the Madinah
Lakes application be evaluated based on its merits rather than the unfavorable
remarks made by the public.
Elizabeth Larkin, 980 Aspen Lane, discussed the nature within the community.
Would like to have a large, well-maintained nature area with pathways, a dog
park, slopes for sliding and snowboarding, and a splash pad. A survey was posted
on the LoveLinoLakes and Lino Lakes Neighbors Facebook pages. 299 votes are in
favor of adding more parks and green areas.
4. APPROVAL OF AGENDA
The agenda was approved as presented.
5. APPROVAL OF APRIL 1, 2024 MINUTES
Mrs. Ballering moved to approve the April 1, 2024 meeting minutes. Motion seconded
by Mr. Gooder. Motion carried 5 – 0.
6. ACTION ITEMS
A. Madinah Lakes PUD Concept Plan Review
Mr. Rick DeGardner, Public Services Director introduced the applicant, Mr. Farraz
Yussuf from Zikar Holdings.
Mr. Farraz presented his report. The proposal seeks to transform 156 acres of
Robinson Sod Farm South of CSAH 14 (Main Street) and east of CR 53 (Sunset
Avenue) into a thriving community. Nearly 25% of the proposed development
includes open water, park areas, and trails. The houses include options for all
families and backgrounds. The developments also include commercial properties.
Mr. Dean Dovolis, Architect for the Madinah Lakes project presented the high-level
aspects of the plan. Explain how they are trying to create an integrated park and
environmental development. Discussed the trail system and the green
infrastructure.
Director DeGardner gave a summary the applicant, Zikar Holdings, is proposing a
master planned development located on the Robinson Sod Farm property south of
Park Board

CSAH 14 (Main Street) and east of CR 53 (Sunset Avenue). The development contains
4 parcels totaling approximately 150 acres and consists of a mix of residential
housing types, commercial development, and a religious building. The proposed
development is called Madinah Lakes.
Neighborhood Service Areas of the 2040 Comprehensive Plan depicts Century Farm
North Park to serve as the neighborhood park for this area. The City acquired
approximately 6.3 acres of park back in 2011 when the Century Farm North
development was platted.
The 2040 Comprehensive Plan identifies a proposed Greenway System extended
across the subject site. The PUD process provides the opportunity for the creation of
a multi-functional greenway corridor that incorporates many attributes into one
comprehensive design, including:
• Interconnected trail system and parks
• Protected open space and natural areas
• Wetlands, including Wetland Management Corridor and buffers
• Major and minor drainage routes and other elements of the local surface
water management system (including stormwater ponds)
• Floodplain management
A greenway/park system was initially established to the south of the development
site with the Century Farm North subdivision. That system was stubbed to the north
from Robinson Drive and to the east from Century Trail.
The developer has attempted to expand this system throughout the project.
Opportunities for enhancement of the greenway system remain. The County Ditch
corridor is the priority component of this greenway system. A connection should be
made from the Century Trail connection across the County ditch.
An Anoka County regional trail is planned to run along Main Street. This needs to be
accommodated as part of the project development, as well as a trail on Sunset
Avenue. Trail connections to the existing internal trail system should be provided.
The developer has incorporated a link from the northwest corner of the site.
Connections will also need to be added mid-block of the north road running parallel
to Main Street, from Century Trail to the trail section shown running along the gas
line easement, and to the eastern perimeter of the site.

a. Park Dedication cash in lieu of land. Dollars will be designated for
development of Century Farms North Park. Credit for the private park and
trail construction to be determined.
b. Trail Connections to incorporate into the design:
c. The future Anoka County Regional Trail along the south side of Main Street
should be depicted.
d. A connection to the future Anoka County regional trail is needed midblock of
the north road running parallel to Main Street.
e. A trail is needed along Sunset Avenue.
f. Extend the existing trail adjacent to 7836 Century Trail across the ditch and
along the power line easement to proposed internal trails.
g. Extend the existing trail adjacent to 71 Robinson Drive northward to connect
with proposed internal trails.
Mr. Huelman talked about how Century Farm Park has been without a park for a
very long time. In response, Mr. DeGardner stated that Century Farm Park had been
waiting ten years for development.
Mrs. Ballering asked how imminent Century Park North is in relation to time. Will
Century Park North serve the Century Farm development and the new development,
if approved? Director DeGardner said that a master plan will begin as soon as the
City receives the necessary funds.
Mrs. Schmidt stated Century Farm has been waiting a long time for this park. She
recommends taking the cash to create the park and the trail connection.
Mrs. Ballering made a motion for cash in lieu of land. Dollars will be designated for
development of Century Farms North Park. Credit for the private park and trail
construction to be determined. Mrs. Schmidt seconded. Motion carried 5 – 0.

Mr. Gooder moved to adjourn the meeting. Motion seconded by Mrs. Ballering. Meeting

RE: Wilkinson Waters PUD Concept Plan Review
The applicant, Wilkinson Waters LLC, is proposing a master planned development located on North Oaks
Company Inc. property located south of County Road J/Ash Street/CSAH 32, west of Centerville Road/CSAH
21 and north of Wilkinson Lake Boulevard. The development contains 4 parcels totaling approximately 76
gross acres and consists of mix of residential housing types and commercial development. The proposed
development is called Wilkinson Waters.
The proposed project includes commercial retail space, two (2) – three story 100-unit market rate multi-
family buildings (including clubhouse, large communal green space, and additional amenities), 34 for rent
townhome units, 22 for sale townhome units, and one (1) – 100 unit senior living facility.
Figure 10-2 of the 2024 Comprehensive Plan identifies this area as a Neighborhood Service area,
with Neighborhood Park Area C conceptually located on the north side of Ash Street. With 356
residential units in this development and potentially more to the west in the future, the Park
Board should consider designating a neighborhood park in this area.
A minimum 30-40ft wide pedestrian way/trail connection should be made to Centerville Road, Ash Street,
local public street and public open space. In addition, a multi-functional greenway corridor with trails
should be created.

Lino Lakes Comprehensive Plan Update Chapter 10: Parks, Greenways & Trails 10-11
The plan identifies 11 future neighborhood park search areas (labeled A – N
on Figure 10-1 Parks, Greenways and Trail Systems Map). The following list
describes each area where a new neighborhood park could be developed, if
residential densities create the need.
• Neighborhood Park Area A – serves the south-central part of the city,
in conjunction with Birchwood Acres Park and Neighborhood Park
Area B. The linear trail system linking these parks together and to the
neighborhoods is critical to meeting local park needs. Locating the park
adjacent to the adjoining protected area would enhance its aesthetic
appeal and open space value.
• Neighborhood Park Area B – serves the south-central area of the city, in
conjunction with Birch Park, Brandywood Park, and Neighborhood Park
Areas A and C. Locating the park adjacent to the adjoining protected area
and water body would enhance its aesthetic appeal and open space value.
• Neighborhood Park Area C – serves the south-central area of the city,
in conjunction with Brandywood Park and Neighborhood Park Area B.
Lacking any significant natural area feature, the final location of this park
depends on how it fits into the development plan and ties in with the trail
corridor. Creating a compelling aesthetic character will be a key challenge.
• Neighborhood Park Areas D – serves the southeast area of the city, in
conjunction with Brandywood and NorthPointe Parks and should take
into consideration the potential development of the recreational complex
facility in close proximity. Connecting the park to the linear trail corridor
remains important to its success and amenities should be complementary.
• Neighborhood Park Area E – this site serves an isolated area on the edge
of Centerville. If possible, site E should be integrated into a greenway-
based linear trail coming out of Centerville and connecting to the
potential future recreation complex facility. There is also the potential to
work jointly with Centerville on parks in this area, thus avoiding some
duplication.
• Neighborhood Park Area F – this site serves the central to north eastern
side of Lino Lakes in conjunction with Park G. If possible, site F
should be integrated along a greenway-based trail and depending on
final development plans, could be developed on an existing upland area
around the Northeast Area drainage outlet.
• Neighborhood Park Area G – Watermark Park development; this park
is intended to serve the low density mixed residential area east of 20th
Avenue and north of Main Street. A master plan has been developed for
the future implementation of this proposed park.

Staff received the following email on June 29, 2024. I informed Mr. Yahr that I would forward his
email to the Park Board at an upcoming meeting.
Good morning,
I'm Steve Yahr, President of the Marshan Lake HOA on Aqua Circle, adjacent to Marshan Park.
Recently some of our owners have expressed an interest in a volleyball court and horseshoe pits for
recreation. Given our location adjacent to the park, I'm wondering if the city would consider adding
these two things in addition to the swings and other play equipment already at Marshan Park?
