CALL TO ORDER Mr. Grochala called the Economic Development Advisory Committee meeting to order at 8:02 a.m. on September 5, 2024. 2. APPROVAL OF MINUTES Meeting minutes were not approved and will be placed on the approval of minutes for the October 3, 2024 meeting. 3. DISCUSSION ITEMS A. Roers Companies, Land Purchase Mr. Grochala informed the EDAC that Roer’s Companies made an offer to purchase 6.27 acres of EDA owned property in the Legacy at Woods Edge Development. He explained that Roers Companies is a national real estate development firm based in the Twin Cities. Their focus is on multi-family residential developments and generally collaborate with partners on commercial components. The Woods Edge project would include a market rate multi-family building with opportunities for commercial development on a portion of the property. This use is generally consistent with the land use plan and zoning for the site. The EDA had counter offered including a requirement that the commercial component be built prior to or in conjunction with the residential component. While Roers was agreeable to the price, they could not commit to the commercial stipulation. It is not likely that they will move forward. Commented [MG1]: Did I skip this at the meeting? Economic Development Advisory Committee September 5, 2024 Page 2 DRAFT MINUTES Mr. Grochala noted that this is the 2nd recent offer on the property that has expired as a result of the commercial stipulation. Additional, discussion and planning may be required to set goals and expectations for the site. B. North Oaks Companies, Wilkinson Waters Planned Unit Development Concept Plan The applicant, Wilkinson Waters LLC, is proposing a master planned development located on North Oaks Company Inc. property located south of County Road J/Ash Street/CSAH 32, west of Centerville Road/CSAH 21 and north of Wilkinson Lake Boulevard. The development contains 4 parcels totaling approximately 76 gross acres and consists of mix of residential housing types and commercial development. The proposed development is called Wilkinson Waters. Representatives Lauren Grouws & Mark Houge from the development company were in attendance and answered questions from the committee. Mr. Houge requested information from the City for monument information so they can reserve a space for it. Mr. Houge also asked for feedback as to what types of business’ the committee would like to see there? Comments from the committee were as follows: • Based on the developer’s prior projects to the south, which include high architectural standards and emphasis on environmental preservation and restoration, this appears to be an ideal partnership for the City. • High Architectural and landscaping standards should be established particularly along Centerville Road and the gateway area. • Landscaping at the gateway. • Public recreational opportunities should be provided, passive or active. • Supports commercial development along the entryway • No issue with the inclusion of studio apartments provided number is capped. • No need to require a specific affordability component to development. • Restoration of natural areas should be incorporated into project. • Water service agreement with White Bear Township should be long term until Lino Lakes is able to provide service to the area. B. Project Updates Mr. Grochala updated the committee on current City projects. 4. ADJOURNMENT Mr. Grochala ended the meeting at 9:18 a.m. Respectfully submitted, Julie Whitney, Community Development Administrative Assistant 1 ECONOMIC DEVELOPMENT ADVISORY COMMITTEE AGENDA ITEM 3A STAFF ORIGINATOR: Michael Grochala, Community Development Director EDAC MEETING DATE: October 3, 2024 TOPIC: Lino Retail 2.0, Java Companies Amendment to Purchase Agreement Rezoning, Preliminary Plat, CUP BACKGROUND In September of 2023, the City entered into a purchase agreement with Java Companies for the sale of 2.24 acres located at the corner of Lake Drive and 77th Street. The sale was contingent on Java Companies purchasing the house, located immediately south of 77th Street, and dedicating right-of-way for the relocation of 77th Street. Java has assembled the parcels, including two existing residential parcels south of the proposed realigned road, and is now pursuing development approvals including: 1) Rezoning of the property south of existing 77th Street from NB, Neighborhood Business to GB, General Business. The rezoning is proposed to allow for auto repair related uses (only allowed south of the new road by agreement) and drive through on a multi-tenant building. Property to the north is zoned GB and existing bank to the south is GB. 2) Preliminary Plat Approval for a 3-lot commercial subdivision. This is generally a rearrangement of the existing lots and provides dedicated right-of-way for the new Marketplace Drive extension and along Lake Drive. 3) Conditional Use Permit for a rapid oil change business (Auto Repair). 4) Site and Building Plan approvals for each of the buildings. Java has also requested an amendment to the purchase agreement to provide 4 additional 60- day extensions. Staff is proposing this be limited to 3 extension (180 days). Java is currently in its last extension which will expire prior to preliminary plan approval by the City Council. This is currently scheduled for November at the earliest. Staff will provide an overview of the project plans at the meeting. Staff proposed to bring back an overview of the City’s 2040 plan for discussion. The City is required under state law to have a Comprehensive Plan and to update it every 10 years. The Comprehensive Plan is the foundation for land use related issues and the establishment of “official controls” such as the subdivision and zoning ordinances. The Comprehensive Plan includes multiple elements: • Land Use • Housing • Economic Development • Transportation • Surface Water Management • Sanitary Sewer • Water Supply • Parks • Community Facilities As part of the 7 County Metropolitan Area the City is required to be in conformance with regional plans including Sewer, Transportation, and Parks. State law also requires that the City accommodate it’s share of the areas affordable housing needs. The Metropolitan Council, by state law, is mandated with preparing regional plans and requirements for conformance. This includes setting the minimum residential density for meeting sanitary sewer efficiencies and meeting affordable housing requirements. While the City has great latitude in establishing goals and policies reflective of the local communities wants and interests, it also must fit within a larger framework. There is an interdependency between the operations and lifestyles of the community and the regional systems put in place to support that. 2 Land use plays a prominent role in the preparation of a comprehensive plan. All other elements are based on the land use proposed. There are many factors that influence land use. We look at population, household, and employment forecasts to identify how much land we need to plan for. Geography, location and transportation systems and infrastructure play a role as do property owner and public expectations. These all need to be fit within the broader regional framework and requirements. When planning for residential purposes there are two main metropolitan area requirements that the City’s plan must conform with: 1) Designated as an Emerging Surburban Edge community the City’s sewered residential development must meet an average density of 3.0-5.0 units an acre. Designations vary based on location and community characteristics. Density requirements significantly increase as you move toward the central core. 2) The City must provide enough land at 8 units/acre to accommodate its future affordable housing need. In the 2040 Comprehensive Plan the need was identified as 515 units through 2030 or approximately 30% of expected new households. This equates to approximately 64 acres at 8/units per acre. There is no requirement that housing at this density is affordable. Historically, Lino Lakes has developed at a fairly low density, based on both demand and physical constraints. The City is and will predominately remain a low density area with the majority of residential uses being single family. The City’s full build future land use estimates 45.3% of the land area within the City as low density residential (1.5 to 3.0 units per acre). The next closest land use is street right-of-way at nearly 13% and Parks and Open Space following at 11.0%. Proposed land uses allowing 6 or more units per acre totals approximately 3.9% of total land area combined. To meet our overall density requirements of 3 units per acre with the predominate land use being single family requires other areas at higher densities. Additionally, community members may require or want different housing choices depending on lifestyle, age or income. Providing a wide range of housing types also supports economic development. Housing drives consumer demand. Industrial and commercial development is dependent on the availability of a local work force. From a tax base standpoint, a variety of housing products diversifies our tax base and makes us less susceptible to market value fluctuations in any one type. The City has tried to balance these factors by creating a land use plan that meets the overall objectives of the community as well as regional requirements.
