1. CALL TO ORDER
Mr. Grochala called the Economic Development Advisory Committee meeting to order at
8:00 a.m. on October 10, 2024.
2. APPROVAL OF MINUTES
Mr. Cravero made a motion to approve the September 5, 2024 meeting minutes. Motion
was supported by Mr. Kohler. Motion carried 7 - 0.
3. DISCUSSION ITEMS
A. Lino Retail 2.0, Java Companies Amendment to Purchase Agreement, Rezoning,
Preliminary Plat, CUP
In September of 2023, the City entered into a purchase agreement with Java Companies
for the sale of 2.24 acres located at the corner of Lake Drive and 77th Street. Mr. Grochala
explained that Java Companies has proposed an amendment to the purchase agreement
to provide additional time for approvals. Mr. Grochala reviewed the proposed
amendment along with the site plan for the project.
Mr. LaCroix questioned if there was going to be enough parking. Mr. Grochala said P & Z
had the same concerns and he said there is an adequate number of stalls and more than
what is required. Mr. LaCroix also asked about structured parking and Mr. Grochala said it
was too expensive in this area.

The EDAC supported the proposed purchase agreement amendment.
B. 2040 Comprehensive Plan Residential Land Use
During the September EDAC discussion regarding “Wilkinson Waters” the issue of density
and the amount of higher density areas within the City was brought up. Staff proposed to
bring back an overview of the City’s 2040 plan for discussion.
The City is required under state law to have a Comprehensive Plan and to update it every
10 years. The Comprehensive Plan is the foundation for land use related issues and the
establishment of “official controls” such as the subdivision and zoning ordinances.
Mr. Grochala explained the stages of development in the City and reviewed the five sewer
districts. He reviewed the distribution of low, medium and high density areas throughout
the city. He noted that high density areas are typically located along high volume
transportation corridors.
He also explained that Met Council is starting their regional development guide for 2028
and the growth forecast for Lino Lakes is stagnant. Our current 2030 and 2040 household
account and population figures are projected to remain the same. The number the City is
planning for in 2040 now will be the same in 2050, maybe even lower. This has to do with
the market and water supply. He went on to say; however, this does not stop the market
from wanting to be here. He also said that Met Council is proposing to increase the
minimum density for suburban edge communities including Lino Lakes. The City has
raised their opposition to this change.
C. Project Updates
Mr. Grochala updated the committee on current City projects.
