CITY OF LINO LAKES
PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Chair Huelman called the Lino Lakes Park Board meeting to order at 6:36 p.m. on
October 2, 2024.
2. PLEDGE OF ALLEGIANCE
3. PUBLIC COMMENT
There was no one present for public comment.
4. APPROVAL OF AGENDA
The agenda was approved as presented.
5. APPROVAL OF SEPTEMBER 4, 2024 MINUTES
Mr. Gooder moved to approve the September 4, 2024 meeting minutes. Motion
seconded by Mrs. Ballering. Motion carried 6 – 0.
6. ACTION ITEMS
A. Wilkinson Waters PUD Concept Plan Review Follow-Up
Mr. Rick DeGardner, Public Services Director, summarizes that there was a
misunderstanding on what parcels of the proposed Wilkinson Waters development
were included in the current proposal under discussion. The proposed development
contains the four parcels shown in color on the Land Use Plan sheet. This includes the
wetlands parcel that the Park Board was interested in designating an approximately 2-3-
acre upland area for a potential future park area.

Staff is recommending the Park Board modify their recommendation to include
dedicating the area described above for a potential passive park area with the balance
of park dedication fees in cash.
Mr. Kusterman made a motion for dedicating the area to a potential park area,
providing them credit, and the remainder would be in park dedication fees. Mrs. Cutts
seconded. Motion carried 6 – 0.
7. DISCUSSION ITEMS
A. Mr. Sam Bennett email requesting sand volleyball courts
Mr. DeGardner stated Mr. Bennett expressed an interest in sand volleyball courts at
Marshan Park or another park system.
Mrs. Ballering discussed that the email included that the hockey rink could be changed
into volleyball courts. Is this a possibility? Mr. DeGardner replied it depends on what
kind of volleyball experience you would like them to have; compaction is the biggest
thing. Is the drainage and surface area good?
Mrs. Ballering stated we would need an area that is not too close to residents and has
parking availability. Mr. DeGardner replied that Tower Park, Lino Park, Birch Park, and
Sunrise Park could be an area in the future. Mr. Kusterman and Mrs. Cutts agreed with
Birch Park.
Mr. Gooder discussed the budget issues the Park Board is facing.
Mr. Kusterman discussed a partnership with the school district. Mentioned Country Lake
Park as a possibility.
Mr. Gooder suggested Mr. Bennett contact Anoka County for this type of amenity.
B. Discuss 2025 Park Board Goals
Mr. Huelman discussed the previous meeting with the City Council regarding the budget
needed to update the existing parks. Stated the City Council has come back with the
$90,000 Park & Trail improvement fund similar to previous years.
Mr. DeGardner stated that currently there is an undesignated amount of approximately
$162,000 in the Park & Trail fund, which includes the proposed $90,000 from the
general operating fund for 2025.
Mr. Huelman reviewed the existing Lino Lakes Park System and Existing Park Assets
Worksheet.

Mrs. Ballering asked about the additional funds we asked the City Council for. Mr.
Gooder replied the extra funds would be from a surplus. Mrs. Ballering would like to
consider the sand volleyball courts.
Mrs. Schmidt discussed the usage of Lamotte Park. Does it pay to hold onto this space?
Mr. DeGardner stated the city explored selling the land based on how it was plated and
deeded to the city; it's not something that can be done. Mrs. Schmidt asked if there was
an option to do something small there.
Mrs. Cutts would like to consider Shenandoah Park for an upgrade. Also, would like to
invest in Marshan Park.
Mr. DeGardner stated there is potential to expand the County Lakes trails in the future.
Mr. Kusterman asked why the City of Lino Lakes wouldn’t partner with Anoka County for
the sand volleyball courts. Mr. DeGarnder replied it’s a possibility.
Mrs. Schmidt asked if we should take Marshan Park off the table until more funds are
available.
Mr. Gooder discussed selling certain properties to fund more projects.
Mr. Huelman discussed moving away from neighborhood parks and moving towards
large or crossover parks. We have nine parks that are past the useful life period, and we
don’t have the resources to keep up.
Mr. Schmidt stated she is taking Marshan Park off her priorities list in 2025. Should we
invest in Wenzel Park?
Mr. Gooder stated that with the amount of funds for 2025, we will be able to invest in
one park. He is in favor of investing in Shenandoah Park. How can we generate revenue?
Do we get any revenue from sports associations using the open spaces at the parks? Mr.
DeGardner replied that the youth sports associations are not charged for rentals. Mr.
Gooder discussed partnering with the youth associations to update ice rinks and hard
surfaces.
Mr. Schmidt agrees with updating Shenandoah Park.
Mr. Kusterman is concerned about not spending all the funds. Would like to spend all
the funds in 2025.
Mr. Huelman stated to invest the money that serves the most people.
Mr. Kusterman asked what the Park Board should bring to the City Council. Mr. Huelman
replied we bring them a recommendation.

Mrs. Ballering asked if we could recommend a referendum. Mr. Gooder and Mr.
Huelman both stated the referendum has been brought up, and they are not against it.
Mr. Gooder discussed using the extra funds by adding shade to the existing parks. Mrs.
Schmidt would like shade to be added to any new/updated parks moving forward.
Mr. Schmidt agrees with Mr. Kusterman regarding spending all the funds in 2025. Would
like to choose one park to update and decide what to do with the other $72,000.
Mr. Gooder would like to look into updating the City Hall hockey rink and lights and
spend the remaining money on a ½ basketball court.
Mrs. Ballering stated that instead of adding another basketball court, she would like to
look into adding the volleyball court that a resident has requested.

9. ADJOURNMENT
Mr. Kusterman moved to adjourn the meeting. Motion seconded by Mr. Gooder.
