1.CALL TO ORDER AND ROLL CALL
ChairSullivan called the Environmental meeting to order at 6:30p.m. on
Wednesday November 26, 2024.

Nobody was present for the public comment period.
4.SETTING THE AGENDA:Addition or Deletion of Agenda Items
Mr. Schwartzmade a motion to approve the November 27, 2024agenda. Ms.
Nelsonseconded. Motion carried 5 – 0.
5.APPROVAL OF MINUTES: October 30, 2024
Ms. Nelson would like record that she rescinds her vote for the Lino Lakes 2.0
Preliminary Plat, Rezoning, CUP, Site and Building Plan Review and Street
Vacation.
Mr. Schwartzmade a motion to approve the October 30, 2024minutes.Ms.
Nelsonseconded. Motion carried 5 – 0.

A.North Oaks Mixed Use Development – Environmental Assessment
Worksheet (EAW)
North Oaks Company, LLC (Developer) is proposing a mixed-use development
project on approximately 120 acres abutting Centerville Road and Ash St in the
southcentral quadrant of the City. The property is guided for low, medium and
high-densityresidential uses in the City’s 2040 Comprehensive Plan. The
Environmental Board reviewed a development concept plan for part of the
property in September of this year for Wilkinson Waters.
Due to the proposed number of residential units and commercial real estate,
preparation of an Environmental Assessment Worksheet (EAW) is required by
Minnesota Rules. The process operates according to rules adopted by the
state’s Environmental Quality Board (EQB). The EAW document is designed to
provide a brief analysis and overview of the potential environmental impacts for a
specific project and to help the City, referred to as the Responsible Government
Unit (RGU), determine whether an Environmental Impact Statement (EIS) is
necessary. The questions contained within the document are established by the
EQB.
The EAW is not meant to approve or disapprove a project butis simply a source
of information to guide other approvals and permitting decisions. Preparation of
the EAW will help inform the design of the project before the submittal of a formal
development application.
Chair Sullivan made a motion to approve the recommendations by staff. Mr.
Schwartz seconded. Motion carried 5 – 0.
B.Peltier Ponds PUD Concept Plan Review
The applicant, Lennar, is proposing a master planned development located on
th
the West side of 20Ave N (CSAH 54) just across from Watermark, East of
Peltier Lake Drive, and North of the Centerville border. The development
contains approximately 125.02 gross acres, 79.21 developable and consists of
mix of residential housing The proposed development is called Peltier Ponds.
Future land use applications may include:

Ms. Buchmeiermade a motion to approvethe recommendations by staff. Mr.
Parsons seconded. Motion carried 5 – 0.
C.Wilkinson Lakes Development Updates
North Oaks and VLAMO are interested in moving forward with a feasibility study
to see what potential BMP could be in the area of the Wilkinson Lakes
Development. The team is currently looking for options on how to reduce
sediment and nutrient loading. The cost of the project would be split three ways,
between the City, VLAMO and North Oaks Co. The City share would be covered
by Surface Water Management Fund.
Chair Sullivan made a motion to approve the recommendations by staff. Ms.
Nelson seconded. Motion carried 5-0.
7.DISCUSSION ITEMS
A.Project Updates – EAB Extension through 2026
The City has signed a contract with Rainbow Tree Care through 2026, continuing
to treat Ash trees. The City is currently treating around 70 to 90 trees annually.
B.Recycling Updates
There were a recorded 247 vehicles that attend Recycling Saturday on

November 17, 2024. There is a plan in place to survey residents who utilize the
Organics program and a survey of residents who utilize RecyclingSaturday to
gain a better understanding of the types of items are being recycled and the
volume of organics collected.
C.ADJOURN
Mr. Schwartz made a motionto adjourn the meeting at 7:31p.m. Motion was
seconded by Ms.Buchmeier.
