1. CALL TO ORDER
Mr. Grochala called the Economic Development Advisory Committee meeting to order at
8:00 a.m. on January 9, 2025.
2. APPROVAL OF MINUTES
Mr. LaCroix made a motion to approve the August 1, 2024 and October 10, 2024 meeting
minutes. Motion was supported by Mr. Kohler. Motion carried 5 - 0.
3. DISCUSSION ITEMS
A. 2024 Year End Development Summary
Mr. Grochala reviewed the 2024 Development summary for the City. There was a
discussion regarding future development and the water supply situation.
B. Residential Density Discussion
Mr. Grochala explained that housing density continues to be an ongoing discussion with
development activity in the City. The EDAC discussed residential land use requirements
from the Comprehensive Plan at the October 2024 meeting. The City’s 2024 Land Use
Plan includes 7 land use districts that can accommodate residential uses at varying
densities. Mr. Grochala presented examples of residential projects of varying densities.
The committee discussed the difference between gross density and net density and what
the different densities would look like as an end result.

C. Legacy at Woods Edge Property
Mr. Grochala presented the staff report and stated the Legacy at Woods Edge Planned
Unit Development was approved in 2004. As discussed in the City’s Comprehensive Plan,
the site is intended to integrate a mixture of commercial, and high density residential, and
public land uses in an attractive and cohesive design. The City continues to pursue
development of the remaining vacant parcels.
He noted that the previous two prospective purchasers where not able to meet the City’s
requirement to construct commercial prior to or in conjunction with construction of multi-
family development. Mr. Grochala suggested this position may need to be adjusted to
accomplish City goals for the property and requested guidance from the committee. The
committee suggested that staff provide a review of commercial land around the
interchange for discussion at the next meeting.
ADJOURNMENT
Mr. LaCroix made a motion to adjourn the meeting at 9:20 a.m. Motion was supported by
Mr. Vojtech. Motion carried 5-0.

TOPIC: Town Center Commercial Development
BACKGROUND
At the January 9, 2025 EDAC meeting the committee briefly discussed the 6.27 acres of EDA
owned property across from City Hall (Woods Edge property). Staff noted that development
interest on the site has and continues to be for the multi-family component. The prerequisite
that commercial development happens first or in conjunction with multi-family has been a
major impediment to selling the property. Staff requested input from the EDAC regarding
development objectives and any recommendations for pursing development of the site.
The EDAC requested a review of the commercial land availability in the Town Center area) as a
precursor to additional discussion on the Woods Edge property. Centered on the 35W/Lake
Drive interchange the Town Center was identified through planning efforts in the late 90’s as
the main focus of economic development and civic functions for the City.
The City worked with Calthorpe and Associates to develop a master plan for both sides of the
interchange to guide development efforts. A significant amount of development has taken
place of the past 25 years. Nearly $100 million in new tax base has been created since 2000.
Approximately 61 acres of developable land remain within the core Town Center area. Over
half of the area is currently available for development and the balance being used for single
family residential. Using a very conservative floor area ratio of .20, the area could
accommodate over 500,000 square feet of development.
EDAC CONSIDERATION
Discussion only. Staff is seeking input on process strategies to facilitate a vision for the City
property and provide guidance for its potential development.
