MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Lyden, Stoesz and
Ruhland (arrived at 5:34 p.m.)
MEMBERS ABSENT: None
Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti,
Community Development Director Michael Grochala, HR and Communications Manager Meg
Sawyer, Interim Public Safety Director Curt Boehme, and Deputy Director/Fire Dan L'Allier.
1. Call to Order and Roll Call
Mayor Rafferty called the meeting to order at 5:30 p.m.
2. Setting the Agenda: Addition or Deletion of Agenda Items
The agenda was adopted as presented.
3. Training Program
City Attorney Kristin Nierengarten of Squires, Waldspurger & Mace, P.A., presented a
training session titled "City Council Training: Council's Role, Responsibilities &
Governance". The presentation included an overview of the city's structure as a Home
Rule Charter City, best practices for handling complaints, and roles and responsibilities.
4. Adjournment
Mayor Rafferty adjourned the meeting at 6:09 p.m.
These minutes were approved at the regular Council Meeting on February 10, 2025.
