CALL TO ORDER AND ROLL CALL Vice Chair Holmes called the Environmental meeting to order at 6:30 p.m. on February 26, 2025. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF AGENDA The agenda was approved as presented. There were no additions or deletions to the presented agenda. 4. OPEN MIC Vice Chair Holmes declared open mike at 6:31 p.m. There was no one present for open mike therefore it was closed at 6:31 p.m. 5. APPROVAL OF MINUTES Ms. Nelson made a motion to approve the January 29, 2025 meeting minutes. Motion was seconded by Ms. Buchmeier. Motion carried 6-0. 6. ACTION ITEMS Environmental Board February 26, 2025 Page 2 A. Otter Crossing South Preliminary Plat & Aldi Concept Plan Review The owner, CLino, LLC, is proposing a commercial development located on the SE cornerof I-35 and Main Street. Parcel 24-31-22-13-0005 is approximately 27.01 acres with the Aldi site proposing 2.84 acres. The property is zoned General Business District (GB) and the proposed grocery store is a permitted use under this zoning. The existing site consists of three parcels totaling 27.01 acres. The site is currently composed of three adjacent parcels, which are zoned General Business. There is one parking lot, wetland areas, and agricultural fields. Ms. Buchmeier had a question about whether this is the last time we see this site or review it and had concerns for the Blandings turtles. Mr. Hoffman let her know this would be the last time we would see this unless there are more recommendations. Ms. Holmes had questions about whether there would be impacts to the wetlands on site. Mr. Hoffman stated there will be no impacts to the wetlands on this current site. Ms. Holmes likes the idea of planting native grasses but worries that the companies won’t maintain the sites and inquired about ordinances the City has in place to make sure they maintain the wetlands and the native plants. Mr. Hoffman stated the City has more current rules in place requiring developers to maintain vegetation. The City willgo out and make sure they are being maintained. The developers have vegetation management companies now as well to follow up. Ms. Buchmeier made motion to approvethe staff recommendations. Mr. Parsons seconded the motioned. Motion passed 6-0. 7. DISCUSSION ITEMS A. Peltier Lake Heron Rookery Volunteer Event Mr. Hoffman stated that the event was well attended,and the number of nests increased from last year. th B. Earth Day Event Volunteers at Wargo April 19 Environmental Board February 26, 2025 Page 3 Mr. Hoffman informed the Board that an Earth Day event will be held on April 19, 2025, from 1:00 p.m. to 4:00 p.m.and encouraged Board members to attend. 8.
