Next Scheduled Park Board Meeting - Wednesday, May 7, 2025 ADJOURNMENT CITY OF LINO LAKES ADVISORY BOARD MEETING GUIDELINES Advisory boards are fact-finding bodies established to aid the City Council in specific areas. The decisions of any board are considered advisory only and all final decisions rest with the City Council. Board meetings shall operate in accordance with the procedures established by the City Council. The following meeting guidelines are derived from the City Council Rules of Decorum. Members of the Audience – No person in the audience shall engage in disorderly or disruptive conduct such as audible commentary during a meeting, hand clapping, stamping of feet, whistling, using profane language, yelling and similar demonstrations, which conduct disturbs the peace and good order of the meeting. Public Comment– Comments from the public will be accepted on any matter, whether on the agenda or not. Comments will not be accepted during specific agenda items unless a Public Hearing has been noticed. Please remember to be courteous and respectful and abide by the following guidelines: • Sign-in prior to the start of the meeting • Step up to the microphone when recognized by the Presiding Officer (Chair or Vice-Chair) • State your name and address for the record • State the subject to be discussed • Limit comments to 4 minutes • Address comments to the board as a whole, not any specific member • No question may be asked of a board member or staff member without the permission of the Presiding Officer (Chair or Vice-Chair) • Elect a spokesperson for a group of persons who wish to address the board on the same subject Public Hearing – A public hearing is a separate item of business on the agenda. It gives the public an opportunity to comment on the topic identified. Please remember to be courteous and respectful and abide by the guidelines outlined for public comment (although no sign-in required). Typically, a public hearing proceeds as follows: 1. The Presiding Officer (Chair or Vice-Chair) will announce the agenda item and staff will present their report. 2. Board members have the opportunity to ask staff questions about the item. 3. The Presiding Officer (Chair or Vice-Chair) opens the public hearing and will recognize those who want to speak. 4. The Presiding Officer (Chair or Vice-Chair) shall close the public hearing. 5. The Board will then discuss the item. No further public comments are allowed. 6. The Board will make a recommendation and/or decision. After a motion has been made or a public hearing has been closed, no member of the public shall address the board from the audience on the matter under consideration. CALL TO ORDER AND ROLL CALL Chair Gooder called the Lino Lakes Park Board meeting to order at 6:30 p.m. on February 5, 2025. A. SWEARING IN OF PARK BOARD MEMBERS Mayor Rafferty was present to swear in Mrs. Bayandalai. 2. PLEDGE OF ALLEGIANCE 3. PUBLIC COMMENT There was no one present for public comment. 4. APPROVAL OF AGENDA The agenda was approved as presented. 5. APPROVAL OF JANUARY 2, 2025 MINUTES Mr. Kusterman moved to approve the January 2, 2025 meeting minutes. Motion seconded by Mr. Gooder. Mr. Huelman abstained. Motion carried 2 – 0. 6. ACTION ITEMS A. Review Burque Estates PUD Concept Plan Mr. Rick DeGardner, Public Services Director, summarizes the applicant, Lino Lakes Partners, LLC, is proposing to build a residential development proposing 58 single family lots. The development contains approximately 59 acres gross acres of land, 15 acres developable consisting of residential housing. The proposed development is called DATE: February 5, 2025 TIME STARTED: 6:30 p.m. TIME ENDED: 7:07 p.m. MEMBERS PRESENT: Clark Gooder, William Kusterman, Patrick Huelman, Uyanga Bayandalai MEMBERS ABSENT: Kathy Ballering, Kelly Schmidt, Julie Ann Cutts STAFF PRESENT: Rick DeGardner, Angela Thorson Park Board February 5, 2025 pg. 2 DRAFT MINUTES Burque Estates. The planned unit development (PUD) is located on the easterly boundary of 35E, the westerly boundary of Centerville Road, and lies south of the Northpointe Development. Figure 10-1 of the 2040 Comprehensive Plan shows the trail/greenway system extending from the existing trail along Chestnut Street in a southwesterly direction to 20th Avenue. Staff is proposing extending the paved trail along the east side of Chestnut Street from the Northpointe Development, then cross Chestnut Street and continuing the trail along the wetland buffer. Mr. Huelman is in favor of extending the trail to North Pointe. Mr. DeGardner stated if the goal is to reach Tower Park in the future, an extra section along 20th Ave on the east side would be required to reach Birch Street. Mr. Kusterman made a motion to approve the proposal to put a trail through the Burque States. Mr. Huelman seconded. Motion carried 4 – 0. 7. DISCUSSION ITEMS Mr. Huelman inquired what the Park Board 2025 balance looks like after the identified park goals that were discussed at the previous Park Board meeting held on January 2, 2025. Mr. DeGardner said that Shenandoah Park and Behm's Park were the two parks designated for updates by the Park Board's directive from the January 2, 2025 Park Board meeting. With the existing park and trail fund there isn’t much to discuss Mr. DeGardner talked about park shelter costs. Mr. Gooder asked if there was anything the Park Board could fund with $20,000. Mr. Huelman stated another asset he would like added is a basketball court at Tower Park. Wants to keep investing in Tower Park. Mr. Kusterman questioned if the Park Board could change its mind regarding which projects they agreed on for 2025 if they received additional funds from the City Council. Mr. DeGardner replied it depends on timing and the specific projects. Until the City Council approves the expenditures of those projects, they can be stopped. 8. The development contains four parcels totaling approximately 76 gross acres and consists of mix of 340-unit residential housing-types and commercial development. The proposed development is called Wilkinson Waters (see attached). The Park Board previously discussed this development during their September 4, 2024 and October 2, 2024 meetings (minutes attached). Staff recommends 100% cash dedication in lieu of land. The developer will be credited to construct a minimum 8.5 ft wide public trail (depicted in green) from Wilkinson Way to the public open space property and extending the trail to Ash Street. This creates a multi-functional greenway corridor. Future passive amenities including a pavilion and benches could be considered for the public open space property. Wilkinson Waters PUD Concept Plan Review Mr. Rick DeGardner, Public Services Director give a summary that the applicant, Wilkinson Waters LLC, is proposing a master planned development located on North Oaks Company Inc. property located south of County Road J/Ash Street/CSAH 32, west of Centerville Road/CSAH 21 and north of Wilkinson Lake Boulevard. The development contains 4 parcels totaling approximately 76 gross acres and consists of mix of residential housing types and commercial development. The proposed development is called Wilkinson Waters. The proposed project includes commercial retail space, two (2) – three-story 100-unit market rate multi-family buildings (including clubhouse, large communal green space, and additional amenities), 34 for-rent townhome units, 22 for sale townhome units, and one (1) – 100 unit senior living facility. Figure 10-2 of the 2024 Comprehensive Plan identifies this area as a Neighborhood Service area, with Neighborhood Park Area C conceptually located on the north side of Ash Street. With 356 residential units in this development and potentially more to the west in the future, the Park Board should consider designating a neighborhood park in this area. A minimum 30-40ft wide pedestrian way/trail connection should be made to Centerville Road, Ash Street, local public street, and public open space. In addition, a multi- functional greenway corridor with trails should be created. Lauren Grouws VP of Development for Wilkinson Waters LLC is present at the meeting. Mrs. Ballering asked if there was any objection from the community to this development. Mr. DeGardner stated the purpose of this meeting was to discuss the park and trail issues. Mrs. Ballering asked if we have the resources to put in any new park system. Stated that the City Council hasn’t given the Park Board the funds to maintain the parks. Mr. DeGardner stated this development will generate park dedication fees for the City. Mrs. Schmidt asked what the closest park to this development is. Mr. DeGardner replied Birch Park and Tower Park. Mr. Kusterman also mentioned Brandywood Park. Mr. Huelman asked Mrs. Grouws about the demographic of the housing. She answered higher-end apartments. Mr. DeGardner asked if she anticipates a lot of families with young children. She replied maybe a lot of empty nesters but could also be families. Mrs. Schmidt discussed a prior development that proposed the HOA would create and maintain their park. Mr. DeGardner asked Mrs. Grouws what her perspective is on the identified 2.7 acres of upland and using that as a public park. She replied that needs to be discussed with the City. Mr. Huelman stated he would like cash park dedication fees. In the future, would like to think about recreational opportunities and trails for the 2.7 acres. Mr. Kusterman made a motion for cash in lieu of land. Mr. Gooder seconded. Motion carried 6 – 0 Park Board October 2, 2024 pg. 1 CITY OF LINO LAKES PARK BOARD MINUTES 1. ACTION ITEMS A. Wilkinson Waters PUD Concept Plan Review Follow-Up Mr. Rick DeGardner, Public Services Director, summarizes that there was a misunderstanding on what parcels of the proposed Wilkinson Waters development were included in the current proposal under discussion. The proposed development contains the four parcels shown in color on the Land Use Plan sheet. This includes the wetlands parcel that the Park Board was interested in designating an approximately 2-3- acre upland area for a potential future park area. Staff is recommending the Park Board modify their recommendation to include dedicating the area described above for a potential passive park area with the balance of park dedication fees in cash. Mr. Kusterman made a motion for dedicating the area to a potential park area, providing them credit, and the remainder would be in park dedication fees. Mrs. Cutts seconded. Motion carried 6 – 0. The proposed plan includes 93 villa homes on an approximately 59.30-acre site. The original concept plan for this development was reviewed by the Park Board on November 1, 2023 (minutes attached). The proposed Preliminary Plat accomplishes the following: • Approximately 8.5 acres of open space adjacent to the Arena Acres neighborhood. o We revised the original concept plan to pull back lots from Arena Acres to the center of the development, increasing the buffer width from Arena Acres from 50 feet to 160-400 feet, and reduced the number of lots from 108 to 93 homes. • Approximately 34 acres of open space (58% of the site) and preserves natural features. o We provided 4 more acres of open space from the original concept plan. Providing this additional open space reduced the number of trees removed by 1,400. The site plan also takes care to avoid as many wetland impacts as possible. Linear trails are proposed to provide connectivity to the existing Nature’s Refuge trail to the south and a future trail connection when the property to the north is developed. Estimated Park Dedication is 93 lots x $3,500 = $325,500, less credit for trail construction costs. Incidentally, the City collected $115,760 from Nature’s Refuge after crediting the developer $77,000 for trail construction costs. The Park Board could recommend designating the remaining cash dedication balances from Natures Refuge and Natures Refuge North to explore providing trails and leisure opportunities at Lino Lakes Elementary School. A collaborative arrangement with the Forest Lake School District of sharing resources could provide tremendous benefits for the students and general public. REVIEW NATURES REFUGE NORTH CONCEPT PLAN Mr. Rick DeGardner, Public Services Director gave a summary an applicant has submitted a land use application for a concept plan for a Planned Unit Development for Natures Refuge North. This project would be an expansion of the Natures Refuge project that is currently under construction on Main Street (CSAH 14), just west of Lino Lakes Elementary School (725 Main Street). The proposed plan includes 108 single-family residential lots on the approximately 59.3 acres site. The Planned Unit Development request is to allow for a variety of housing unit types and lot sizes. Approximately 30 acres of open space will be provided under the proposed design. The 2040 Lino Lakes Comprehensive Plan (adopted Nov, 2020) identifies a future neighborhood Park Area M in this general area. (Refer to Figure 10-1 Parks, Greenways, and Trail System). This park area is described as follows: “This site serves the northwestern section of Lino Lakes in conjunction with Arena Acres Park and school sites. A master plan should be prepared to avoid over duplication of amenities available at Arena Acres and school sites.” Neighborhood Parks are typically five acres or more, eight to ten acres preferred, with three acres the desired minimum size. Service area is ¼ to ½ mile uninterrupted by major roads and other physical barriers. Trails establishing a linear greenway should be incorporated into plans that include connectivity to the north, east, south, and west of the project site. Estimated Park Dedication - Assuming 100% cash dedication, park dedication amounts to $356,400 (Based on 108 units). Any park land dedication or trail construction would need to be credited. Natures Refuge collected $115,760 after crediting the developer $77,000 Park Board November 1, 2023 pg. 2 for trail constructions costs. There are two options for the Park Board to consider: 1. Recommend 100% cash dedication. Designate remaining balance of cash dedication from Natures Refuge and cash dedication from Natures Refuge North (after trails credit) for improvements to Arena Acres Park and Lino Lakes Elementary School. 2. Recommend dedicating land for a neighborhood park. Designate remaining cash dedication from Natures Refuge and remaining cash dedication from Natures Refuge North (after park land and trails credit) for limited park development. Estimate credit of $38,500 per acre and $75,000 for trails – similar for Natures Refuge. Any future development in the area could be designated for additional park development. Assuming a 3-acre park and similar length of trails as Natures Refuge, there would be approximately $510,372 remaining. A 5-acre park would provide around $433,372 for development. Mr. Termont inquired how we could start a discussion with the school district. Mr. DeGardner explained the process. Mr. Kusterman discussed the condition of Arena Acres Park, if $500,000 is sufficient for a park, and the kinds of trails that could be built. Mr. Kusterman inquired as to whether kids other than students could use Lino Lakes Elementary Park during school hours. Mr. Huelman stated that we have limited funds already and don’t think we should add another park. Would like to improve the parks we now have with the money. Mr. Gooder discussed how the neighborhood is excluded and there is no trail system to the other areas of the community. Mr. Termont discussed the Natures Refuge North Concept Plan and the 2040 Comprehensive Plan. Mrs. Schmidt asked if there was any green space in the development. Mrs. Schmidt agrees with Mr. Huelman that we have limited funds and don’t think another park should be developed. Recommends option 1: making improvements to the amenities in the area. Mr. Gooder stated he would recommend option 1, making improvements to the amenities in the area. Mr. Termont asked if we were considering closing parks in the future. Mr. Termont is also in favor of option 1, making improvements to the amenities in the area. Do we have a strategy for approaching the school districts? Mr. DeGardner stated that he had no strategy but to make the first phone call. Mr. Gooder moved to approve option 1 and recommend 100% cash dedication. Updating the existing park, working with Lino Lakes Elementary School, and funding a little upkeep. Motion seconded by Mrs. Schmidt. Mr. Huelman stated let’s make certain we can service the Natures Refuge North residents. Motion carried 5 – 0. DATE: April 2, 2025 TO: Park Board FROM: Rick DeGardner, Public Services Director RE: Behm’s Park and Shenandoah Park Playground Equipment Update The City Council approved a contract with Northland Recreation Inc. for the Behm's Park and Shenandoah Park Playground Projects via Resolution 25-35 during the March 24, 2025 city council meeting. The projects consist of design services, supply and delivery of the equipment, and the provision of a certified playground installer to assist the Parks Department. Public Services Department staff will undertake the removals process and perform the necessary site work. Behm’s Park is tentatively scheduled for installation the week of May 19, with Shenandoah Park this Fall. Funding is from the Park and Trail Improvement Fund. Angie Thorson will continue to send out an email to all Park Board members (usually Thursday or Friday of the previous week) with the link to access the electronic version of the Park Board packet. For Park Board members interested in obtaining a hard copy, the packet will be available at the City Hall Community Development/Public Services window by 12 noon the previous Friday. City Hall hours are Monday-Friday 8:00am – 4:30pm. For those that don’t pick them up, we will put them on the dais on meeting night.
