CALL TO ORDER AND ROLL CALL Vice Chair Gooder called the Lino Lakes Park Board meeting to order at 6:30 p.m. on January 2, 2025. 2. PLEDGE OF ALLEGIANCE 3. PUBLIC COMMENT There was no one present for public comment. 4. APPROVAL OF AGENDA The agenda was approved as presented. Mr. DeGardner proposed the addition of nominating the Chair and Vice Chair. 5. ELECTION OF CHAIR AND VICE CHAIR Mr. Kusterman made a motion to nominate Mr. Gooder as the Chair of the Park Board. Mrs. Schmidt seconded. Motion carried 4 – 0. Mrs. Schmidt made a motion to nominate Mr. Kusterman as the Vice Chair of the Park Board. Mrs. Ballering seconded. Motion carried 4 – 0. 6. APPROVAL OF OCTOBER 2, 2024 MINUTES Mrs. Ballering moved to approve the October 2, 2024 meeting minutes. Motion seconded by Mr. Kusterman. Motion carried 4 – 0. 7. ACTION ITEMS A. Peltier Ponds PUD Concept Plan DATE: January 2, 2025 TIME STARTED: 6:30 p.m. TIME ENDED: 7:44 p.m. MEMBERS PRESENT: Clark Gooder, Kellie Schmidt, Kathy Ballering, William Kusterman MEMBERS ABSENT: Patrick Huelman, Julie Ann Cutts STAFF PRESENT: Rick DeGardner Park Board January 2, 2025 pg. 2 DRAFT MINUTES Mr. Rick DeGardner, Public Services Director, summarizes the applicant, U.S. Home, LLC (aka Lennar), is proposing a master planned residential development located west of CSAH 54 (20th Ave N) across from Watermark, east of Peltier Lake, and north of the City of Centerville border. The development contains four (4) parcels totaling approximately 125 gross acres and 262 housing units. The proposed development is called Peltier Ponds. Peltier Ponds will consist of single-family homes and townhomes with a similar variety to those built in Watermark. The total number of housing units is 262. An 11-acre public park, trails, sidewalks, open space and stormwater ponds are included throughout the development creating a multi-functional greenway corridor. Public open space (public open space + public park + stormwater ponds + wetlands) is 58.4 acres or 46.7% of the entire development. Private open space is 6.0 acres or 49.6% of the townhome development. Figure 10-2 of the 2024 Comprehensive Plan identifies the need for a future Neighborhood Park Area F centrally located within the service area. The proposed development includes an 11- acre public park and trails. Staff comments are that only land that is reasonably suitable for park use and location shall be credited for parkland dedication. A trail shall be constructed along CSAH 54 (20th Ave N.). Additional trails south of the wetland shall be considered. Trail corridors should be a minimum of 30-40 feet in width above the high water level. Mr. DeGardner stated this development will bring in $917,000 in park dedication fees. The developer would be credited for land and depending on trials could also be credited. Mr. Kusterman asked whether our Comprehensive Plan calls for the creation of a park. Mr. DeGardner replied the Comprehensive Plan is a guideline. Mrs. Ballering discussed not having a park in each neighborhood. This area might be a place to reimagine with a full basketball court and/or volleyball courts. Mr. Gooder stated if he were moving into this development, he would prefer a park. Mr. Kusterman discussed Acorn Park, which is close to the proposed development. Mrs. Schmidt inquired as to whether this area may be turned into a destination park. Likes the idea of acquiring the area for future development. Mr. Gooder is in favor of acquiring the land. Park Board January 2, 2025 pg. 3 DRAFT MINUTES Mrs. Schmidt main concern is that she doesn’t want this area to become another area where all the city does is mow the grass. The city will have to pay for trail maintenance and grass cutting. Park Board members are in support of the concept plan. 7. DISCUSSION ITEMS A. Joint City Council/Advisory Board meeting set for January 15 Mr. DeGardner stated the next Joint City Council/Advisory Board meeting for the Mapping Northwest Main Study is scheduled for Wednesday, January 15th from 6:00 pm to 7:30 pm in the City Council Chambers. All advisory board members are encouraged to attend. B. Discuss 2025 Goals Mr. DeGardner stated the City Council has allocated $180,000 to the Park and Trail funds. Mrs. Schmidt talked about adding mats near the ADA swings for easier access. Mr. Kusterman would like to use the $180,000 to update two playgrounds. Questioned if Pheasant Hills Park, due to age and use, should be a park that is updated. Mr. DeGardner listed the four parks built in the 1990s: Pheasant Hill Park, Marshan Park, Behm’s Park, and Arena Acres Park. Mr. Gooder stated Marshan Park is a bigger plan for the future. How much would it cost to tear down the Marshan Park building? Mrs. Schmidt made a motion to replace the park equipment at Shenandoah and Behm’s Park in 2025. Mrs. Ballering seconded. Motion carried 4 – 0. 8. NEXT SCHEDULED PARK BOARD MEETING - Wednesday, February 5, 2025 9. ADJOURNMENT Mr. Kusterman moved to adjourn the meeting. Motion seconded by Mrs. Schmidt.
