CALL TO ORDER AND ROLL CALL Chair Gooder called the Lino Lakes Park Board meeting to order at 6:30 p.m. on April 2, 2025. 2. PLEDGE OF ALLEGIANCE 3. PUBLIC COMMENT There was no one present for public comment. 4. APPROVAL OF AGENDA The agenda was approved as presented. 5. APPROVAL OF FEBRUARY 5, 2025 MINUTES Mr. Kusterman moved to approve the February 5, 2025 meeting minutes. Motion seconded by Mr. Huelman. Motion carried 4 – 0. 6. ACTION ITEMS A. Review Wilkinson Waters Preliminary Plat Mr. Rick DeGardner, Public Services Director, summarizes the applicant, Wilkinson Waters LLC, is proposing a master planned development located on North Oaks Company Inc. property south of County Road J/Ash Street/CSAH 32, west of Centerville Road/CSAH 21 and north of Wilkinson Lake Boulevard. The development contains four parcels totaling approximately 76 gross acres and consists of mix of 340-unit residential housing-types and commercial development. The proposed development is called Wilkinson Waters. The developer will be credited to construct a minimum 8.5 ft wide public trail (depicted in green) from Wilkinson Way to the public open space property and extending the trail to Ash Street. This creates a multi-functional greenway corridor. Future passive amenities including a pavilion and benches could be considered for the public open space property. Mr. Huelman questioned if there was a plan for a trail to the north. Mr. DeGardner replied there would be a trail on the south side of Ash Street and the west side of Centerville Road. The trail would be within the county right-of-way. Lauren Grouws, VP of Development for Wilkinson Waters LLC, is present at the meeting. She discussed that they proposed a trail through the wetland area and owned the land further west. Mr. Kusterman asked about North Oaks park and the trail system. Mrs. Grouws replied that they are private, and no connections are proposed to their trail access. Mr. Huelman made a motion for 100% cash dedication in lieu of land with the credit to construct a public trail. Mrs. Ballering seconded. Motion carried 6 – 0. B. Review Natures Refuge North Preliminary Plat Mr. DeGardner summarizes M/I Homes of Minneapolis/St. Paul, LLC (M/I Homes) is submitting an application for a Preliminary Plat for land north of Natures Refuge. The proposed plan includes 93 villa homes on an approximately 59.30-acre site. The original concept plan for this development was reviewed by the Park Board on November 1, 2023. The proposed Preliminary Plat accomplishes the following: Approximately 8.5 acres of open space adjacent to the Arena Acres neighborhood. We revised the original concept plan to pull back lots from Arena Acres to the center of the development, increasing the buffer width from Arena Acres from 50 feet to 160-400 feet, and reduced the number of lots from 108 to 93 homes. Approximately 34 acres of open space (58% of the site) and preserves natural features. We provided 4 more acres of open space from the original concept plan. Providing this additional open space reduced the number of trees removed by 1,400. The site plan also takes care to avoid as many wetland impacts as possible. Linear trails are proposed to provide connectivity to the existing Nature’s Refuge trail to the south and a future trail connection when the property to the north is developed. Estimated Park Dedication is 93 lots x $3,500 = $325,500, less credit for trail construction costs. Incidentally, the City collected $115,760 from Nature’s Refuge after Park Board April 2, 2025 pg. 3 DRAFT MINUTES crediting the developer $77,000 for trail construction costs. The Park Board could recommend designating the remaining cash dedication balances from Natures Refuge and Natures Refuge North to explore providing trails and leisure opportunities at Lino Lakes Elementary School. A collaborative arrangement with the Forest Lake School District of sharing resources could provide tremendous benefits for the students and the general public. Jason Biederwolf from MI Homes is present at the meeting. Mr. Huelman asked if residents would have access to Arena Acres Park. Mr. Gooder inquired how far Nature’s Refuge is from Lino Lakes Elementary. Mr. Biederwolf replied the initial Nature’s Refuge phase is adjacent to the school. Mr. Huelman asked if there was a trail connection to Nature’s Refuge. Mr. DeGardner replied yes and described the trail system. Mr. Huelman likes the idea of working with the school district. He wants to invest in Arena Acres Park if that doesn't work out. Mr. Gooder inquired as to how the conversation with the school system begins. Mr. DeGardner explained the process. Mr. Kusterman made a motion to recommend cash dedication less credit for trail construction costs. Mr. Huelman seconded the motion. Motion carried 6 – 0 7. DISCUSSION ITEMS A. Behm’s Park and Shenandoah Park Playground Equipment Update Mr. DeGardner summarizes the City Council approved a contract with Northland Recreation Inc. for the Behm's Park and Shenandoah Park Playground Projects via Resolution 25-35 during the March 24, 2025 city council meeting. The projects consist of design services, supply and delivery of the equipment, and the provision of a certified playground installer to assist the Parks Department. Public Services Department staff will undertake the removal process and perform the necessary site work. Behm’s Park is tentatively scheduled for installation the week of May 19, with Shenandoah Park this Fall. Funding is from the Park and Trail Improvement Fund. B. Park and Trail Fund Report Mr. DeGardner provided the updated balance sheet for the Park and Trail Improvement Fund. Park Board April 2, 2025 pg. 4 DRAFT MINUTES Mr. Gooder inquired as to the park board's remaining balance in the park and trail fund. Mr. DeGardner replied the undesignated fund balance is $162,000. The price rise for wood fiber in Shenandoah Park and Behm's Park might require an extra $10,000. Mr. Kusterman inquired as to whether the park board should use the undesignated funds to update a different park. Mrs. Cutts questioned Mr. DeGardner about the expense of a shelter for Lino Park. Mr. DeGardner replied that a basic concrete shelter would cost between $150,000 and $180,000. Mrs. Ballering would like to spend the additional undesignated funds this year or have a plan to spend the money. Mr. Huelman agrees with Mrs. Ballering. He would like to see the funds used for replacement. A new shelter in Lino Park is something he would like to see. Mrs. Ballering would like to have a planning session to discuss where the funds should be spent. Mr. Huelman agrees with a planning session. Mr. Gooder discussed different types of shelters. He agrees with a planning session. Mrs. Cutts talked about the warming house at Sunrise Park that needs to be updated. Mr. DeGardner stated if the Park Board is interested in exploring the Lino Park shelter possibilities, he will work with city staff on some concept plans as well as cost estimates. Mr. Huelman is in favor of exploring the Lino Park shelter and would also like to review other park amenities that need to be updated. C. Future Packet Distribution Mr. DeGardner summarizes with the new Civic agenda software system, the Public Safety Department will no longer be delivering packets to advisory board members. Angie Thorson will continue to send out an email to all Park Board members (usually on Thursday or Friday of the previous week) with the link to access the electronic version of the Park Board packet. For Park Board members interested in obtaining a hard copy, the packet will be available at the City Hall Community Development/Public Services window by 12 noon the previous Friday. City Hall hours are Monday-Friday 8:00am – 4:30pm. For those that don’t pick them up, we will put them on the dais on meeting night. 8.
