LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: <br />April 28, 2025 <br />TIME STARTED: <br />6:30 PM <br />TIME ENDED: <br />9:00 PM <br />LOCATION: <br />City Council Chambers <br />MEMBERS PRESENT: <br />Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: <br />None <br />Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti, <br />Human Resources and Communications Manager Meg Sawyer, Community Development <br />Director Michael Grochala, Interim Public Safety Director Curt Boehme, and Interim Fire Chief <br />Dan L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:30 p.m. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />a-11.1A1W4191ITIIkTAIaâ–º11 <br />Mayor Rafferty opened the public comment period at 6:32 p.m. <br />Scott Coggins, 15043 Thrush Street, Andover, representing the citizen group, Anoka County <br />Election Integrity Team (ACEIT), presented a handout for the consideration of the Council. The <br />handout addressed the approval process for the poll pads with Anoka County, city liability for <br />damages to the poll pad under the agreement with Anoka County, and liability for any violation <br />of MN Statute 201.225 Subd. 2 (11) related to the use of poll pads. <br />Chris Harvey, 14845 60th Street N., Oak Park Heights, spoke about the proposed Madinah Lakes <br />project and universal self-interest at a family and community level. <br />Motion to close the public comment period at 6:36 p.m. <br />RESULT: <br />CARRIED [5-0] <br />MOVER: <br />Stoesz <br />SECONDER: <br />Cavegn <br />AYES: <br />Rafferty, Cavegn, Lyden, Ruhland and Stoesz <br />NAYS: <br />None <br />SETTING THE AGENDA <br />The agenda was adopted as presented. <br />Page 1 of 4 <br />
