Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: April 28, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:27 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Lyden, Stoesz and <br />Ruhland <br />MEMBERS ABSENT: None <br />Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti, <br />Community Development Director Michael Grochala, Human Resources and Communications <br />Manager Meg Sawyer, and Interim Public Safety Director Curt Boehme. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Administration Update <br />The Interim City Administrator provided the following updates. <br />• Staff have been preparing for the City Council Work Session discussion topics. <br />• The annual spring office cleaning was completed. <br />• Draft ordinances for the establishment of the police department and fire <br />department have been sent to the attorney for review and will be brought <br />forward to the Council at a future meeting. <br />• Staff reviewed the Citygate final report which is scheduled for prestation this <br />evening. <br />• With the new BS&A financial software the process for entering and reviewing <br />over -time and comp -time has been streamlined. <br />• Community Development has been managing construction projects and road <br />closures and working with impacted neighborhoods. <br />• The Fire Department responded to four structure fires recently. The response <br />was impressive from the Lino Lakes Department in addition to mutual aid. <br />• The Fire Chief secured radios from the City of Fridley and as a result all new <br />firefighters will be issued a radio. <br />• The Police Department is purchasing ballistic plates for police officer vests. The <br />new vests have a varying warranty period, up to 15 years. These are a daily wear <br />vest. <br />Pagel of 3 <br />
