Lino Lakes City Council Work Session Minutes DATE: April 28, 2025 TIME STARTED: 6:00 P.M. TIME ENDED: 6:27 P.M. LOCATION: Community Room MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Lyden, Stoesz and Ruhland MEMBERS ABSENT: None Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti, Community Development Director Michael Grochala, Human Resources and Communications Manager Meg Sawyer, and Interim Public Safety Director Curt Boehme. 1. Call to Order and Roll Call Mayor Rafferty called the meeting to order at 6:00 p.m. 2. Setting the Agenda: Addition or Deletion of Agenda Items The agenda was adopted as presented. 3. Administration Update The Interim City Administrator provided the following updates. • Staff have been preparing for the City Council Work Session discussion topics. • The annual spring office cleaning was completed. • Draft ordinances for the establishment of the police department and fire department have been sent to the attorney for review and will be brought forward to the Council at a future meeting. • Staff reviewed the Citygate final report which is scheduled for prestation this evening. • With the new BS&A financial software the process for entering and reviewing over -time and comp -time has been streamlined. • Community Development has been managing construction projects and road closures and working with impacted neighborhoods. • The Fire Department responded to four structure fires recently. The response was impressive from the Lino Lakes Department in addition to mutual aid. • The Fire Chief secured radios from the City of Fridley and as a result all new firefighters will be issued a radio. • The Police Department is purchasing ballistic plates for police officer vests. The new vests have a varying warranty period, up to 15 years. These are a daily wear vest. Pagel of 3
