Lino Lakes City Council <br />Local Board of Appeal and Equalization Meeting <br />Minutes <br />DATE: May 5, 2025 <br />TIME STARTED: 5:30 P.M. <br />TIME ENDED: 6:35 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Lyden, Stoesz and <br />Ruhland (arrived at 5:51 p.m.) <br />MEMBERS ABSENT: None <br />Staff Members Present: Interim City Administrator Dave Pecchia and City Clerk Roberta Colotti. <br />Anoka County Assessor's Office Staff Present: County Assessor Alex Guggenberger County and <br />Residential Appraiser Shawn Halligan . <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 5:30 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Anoka County Assessors Report <br />Anoka County Assessor Alex Guggenberger reviewed the percentage of each type of <br />property, the assessment and taxation timeline, sample property valuation notice, 2025 <br />assessment information, 12-month study/sales map, median sale price vs. estimate <br />market value comparison chart, and market value change. <br />4. Local Boar of Appeal and Equalization Hearing <br />Bob Gallagher, 6911 Black Duck Drive, Lino Lakes, PID #21-31-22-42-0012 and #21-31- <br />22-31-0008 appeared before the Board. He requested that his property valuation be <br />reduced based on his property having three bedrooms vs. the four to five bedrooms of <br />comparable properties, the age of the interior finishings, and having an unfinished <br />basement whereas comparable properties have finished and/or walkout basements. <br />Motion to reduce the property valuation for 6911 Black Duck Drive, PID #21-31-22-42- <br />0012 and #21-31-22-31-0008 to $975,000. <br />RESULT: <br />CARRIED [5-0] <br />MOVER: <br />Lyden <br />SECONDER: <br />Cavegn <br />AYES: <br />Rafferty, Cavegn, Lyden, Ruhland and Stoesz <br />NAYS: <br />None <br />Page 1 of 2 <br />
