LOCATION: Community Room MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Lyden, Stoesz and Ruhland (arrived at 5:51 p.m.) MEMBERS ABSENT: None Staff Members Present: Interim City Administrator Dave Pecchia and City Clerk Roberta Colotti. Anoka County Assessor's Office Staff Present: County Assessor Alex Guggenberger County and Residential Appraiser Shawn Halligan . 1. Call to Order and Roll Call Mayor Rafferty called the meeting to order at 5:30 p.m. 2. Setting the Agenda: Addition or Deletion of Agenda Items The agenda was adopted as presented. 3. Anoka County Assessors Report Anoka County Assessor Alex Guggenberger reviewed the percentage of each type of property, the assessment and taxation timeline, sample property valuation notice, 2025 assessment information, 12-month study/sales map, median sale price vs. estimate market value comparison chart, and market value change. 4. Local Boar of Appeal and Equalization Hearing Bob Gallagher, 6911 Black Duck Drive, Lino Lakes, PID #21-31-22-42-0012 and #21-31- 22-31-0008 appeared before the Board. He requested that his property valuation be reduced based on his property having three bedrooms vs. the four to five bedrooms of comparable properties, the age of the interior finishings, and having an unfinished basement whereas comparable properties have finished and/or walkout basements. Motion to reduce the property valuation for 6911 Black Duck Drive, PID #21-31-22-42- 0012 and #21-31-22-31-0008 to $975,000. RESULT: CARRIED [5-0] MOVER: Lyden SECONDER: Cavegn AYES: Rafferty, Cavegn, Lyden, Ruhland and Stoesz NAYS: None Page 1 of 2 Karen Edson, 1943 Red Oal< Lane, Lino Lakes, PID #26-31-22-11-0036 appeared before the Board. She requested a review of her property valuation in comparison to neighboring properties as it appeared higher than neighboring properties. The property valuation review request for 1943 Red Oak Lake, PID #26-31-22-11-0036 was referred to the Anoka County Assessor by the Board. Patricia Burrows, 47 Elm Street, Lino Lakes, PID #18-31-22-33-0056 appeared before the Board. She asked for a review of her property valuation and the pace of the property valuation increase for her property over the past 10 years as it appeared high. The property valuation review request for 47 Elm Street, Lino Lakes, PID #18-31-22-33- 0056 was referred to the Anoka County Assessor by the Board. The County Assessor read into the minutes the two property requests that were received within 10 days of tonight's hearing. • Kenneth Osowski, 1048 Pheasant Run South, Lino Lakes, PID #28-31-22-43-0021 • Ronald & Lisa Schut, 6993 Black Duck Drive, Lino Lakes, PID #21-31-22-31-0035 Motion to accept the requests into the record by 1048 Pheasant Run South, Lino Lakes, PID #28-31-22-43-0021 and 6993 Black Duck Drive, Lino Lakes, PID #21-31-22- 31-0035 as presented by the Assessor.
