Recycling Updates ADJOURNMENT CITY OF LINO LAKES ADVISORY BOARD MEETING GUIDELINES Advisory boards are fact-finding bodies established to aid the City Council in specific areas. The decisions of any board are considered advisory only and all final decisions rest with the City Council. Board meetings shall operate in accordance with the procedures established by the City Council. The following meeting guidelines are derived from the City Council Rules of Decorum. Members of the Audience – No person in the audience shall engage in disorderly or disruptive conduct such as audible commentary during a meeting, hand clapping, stamping of feet, whistling, using profane language, yelling and similar demonstrations, which conduct disturbs the peace and good order of the meeting. Public Comment– Comments from the public will be accepted on any matter, whether on the agenda or not. Comments will not be accepted during specific agenda items unless a Public Hearing has been noticed. Please remember to be courteous and respectful and abide by the following guidelines: • Sign-in prior to the start of the meeting • Step up to the microphone when recognized by the Presiding Officer (Chair or Vice-Chair) • State your name and address for the record • State the subject to be discussed • Limit comments to 4 minutes • Address comments to the board as a whole, not any specific member • No question may be asked of a board member or staff member without the permission of the Presiding Officer (Chair or Vice-Chair) • Elect a spokesperson for a group of persons who wish to address the board on the same subject Public Hearing – A public hearing is a separate item of business on the agenda. It gives the public an opportunity to comment on the topic identified. Please remember to be courteous and respectful and abide by the guidelines outlined for public comment (although no sign-in required). Typically, a public hearing proceeds as follows: 1. The Presiding Officer (Chair or Vice-Chair) will announce the agenda item and staff will present their report. 2. Board members have the opportunity to ask staff questions about the item. 3. The Presiding Officer (Chair or Vice-Chair) opens the public hearing and will recognize those who want to speak. 4. The Presiding Officer (Chair or Vice-Chair) shall close the public hearing. 5. The Board will then discuss the item. No further public comments are allowed. 6. The Board will make a recommendation and/or decision. After a motion has been made or a public hearing has been closed, no member of the public shall address the board from the audience on the matter under consideration. CALL TO ORDER AND ROLL CALL Chair Schwartz called the Environmental meeting to order at 6:30 p.m. on April 30, 2025. 2. PLEDGE OF ALLEGIANCE 3. PUBLIC COMMENT (sign in prior to start of meeting per Rules of Decorum) Chair Schwartz opened public comment at 6:30 p.m. Mary Kay Sell, 564 Lonesome Pine Trail, spoke about the pond treatment. Ms. Sell and her neighbors plan to pay for the treatment themselves. Ms. Sell has worked with Lakes Management, Inc. and city staff to try to come to an agreement on treatment. Chair Schwartz closed public comment at 6:33 p.m. 4. SETTING THE AGENDA: Addition or Deletion of Agenda Items Chair Schwartz approved the agenda as provided. 5. APPROVAL OF MINUTES: April 24, 2024 Ms. Buchmeier made a motion to approve the March 26, 2025 minutes. Ms. Stevenson seconded. Motion carried 6 – 0. ACTION ITEMS A. Birchwood Acres Pond Treatment Proposal City staff has received feedback from concerned residents regarding the aesthetic quality of storm pond RLA-010-B located in Birchwood Acres Park. This pond treats stormwater runoff from nearly 70 properties located primarily on Hawthorn Road and Lonesome Pine Trail in the Park Grove development. The main concerns include the vegetation that covers the surface of the pond and odor. The vegetation present on this pond is primarily duckweed, which provides water purification by incorporating nutrients. It is also an important food source for wildlife. The odor is primarily due to decomposition of plants and algae. Residents have expressed interest in treating this pond, citing the aesthetic quality of two ponds on private land nearby that receive treatments with algaecide and herbicide. These are storm pond RLA-013-A, located south of the Red Hawk Trail cul-de-sac, and an unnamed pond located directly north of Birchwood Acres Park ballfield. Residents have petitioned 100% of the adjacent private property of the pond and agreed to share in the cost of treatments privately. There would be no cost to the city for the residents to privately treat the pond. Ms. Nelson had questions about whether this would be an acceptable treatment with Mr. Hoffman’s professional experience. Mr. Hoffman stated that this treatment has worked previously, but Lake Management has stated that no other city owned pond has been treated by them before. Ms. Nelson had questions about the legality of the pond treatment and whether the City would be held liable for any issues. Mr. Hoffman stated that the City attorney would draft a document regarding this treatment and would have to be approved through the City Council. Ms. Larkin asked what would happen if treatment needed to stop and what the impact to the pond would be. Mr. Hoffman stated that there would be no negative impact to the pond. Mr. Schwartz asked how this would impact our MS4 permit, and how often we would be monitoring the water quality. Mr. Hoffman stated that the City would be liable, the City attorney would have to review the contract. Environmental Board April 30, 2025 Page 3 DRAFT MINUTES Ms. Buchmeier asked whether there was a City Code regarding the treatment of the pond. Mr. Hoffman stated there is under the storm water pond section. Mr. Parsons asked whether there might be issues in the future with chemicals in the soil. Mr. Hoffman stated that there would have to be testing and there could be potential impacts to the soil. Mr. Hoffman stated that the size of the treatment would not have much of an impact on the sediment. Mr. Hoffman stated that the compound that is used is meant to make the soil heavier to not go down stream. Mr. Schwartz stated that he liked the idea of revisiting this topic after two years to make sure there haven’t been environmental impacts. Mr. Schwartz also would like to make sure that the insurance for Lakes Management would cover any fines. Ms. Buchmeier had concerns about whether this would then allow all ponds in Lino Lakes to be treated. Ms. Buchmeier was concerned that we do not know how this would affect the environment in the long term for multiple ponds. Mr. Hoffman stated that this circumstance would most likely not be something that comes up often with the costs. Mr. Schwartz asked whether this would be the start of the pilot project. Mr. Hoffman stated this discussion is just for the pond in Birchwood Acres, and that a pilot project would be presented at a later date. Ms. Larkin stated that this should come back in two years to check in and see the impacts of treatment. Mr. Schwartz would like there to be water testing before and after the first treatment but is unsure of how long between testing’s would be the most beneficial. Mr. Hoffman stated that water testing can be costly, and the pond would need testing prior to treatment to get a baseline to better understand what is happening to the water with the treatment through Lakes Management. Ms. Buchmeier had concerns about the precedent this would be setting for the City. Ms. Buchmeier worried that this is being rushed and would not recommend that this go forward. Mr. Schwartz considered tabling this topic and instead moving forward with a pilot program and bring this topic back once a pilot program has been fully discussed. Mr. Schwartz made a motion to table this discussion for a further date and discuss this item again once a pilot program has been put in place. Ms. Nelson seconded. Motion carried 5 – 1. Nelson Rehbein Properties PUD Concept Plan Nelson Rehbein Properties is a proposed residential subdivision on approximately 24.55 acres located north of Nadeau Acres development, west by existing farm fields, north by existing industrial buildings, and easterly along 20th Avenue S. The site is comprised of three (3) land parcels, one (1) single family home on the southern portion (Nelson’s parcel), a wooded swale that runs through the middle of the site that is shown as wetlands within the exhibits, along with the rest of the site as agricultural fields. Ms. Larkin would like a better understanding of how this development would reuse stormwater for irrigation. Mr. Hoffman stated this would depend on the site itself, such as soil types. Ms. Larkin wanted to verify that having the ponds in the development would be part of the best practices. Mr. Hoffman stated that it is a good first step that the developer is showing ponds. Mr. Schwartz would like to know whether the ponds would be city owned or owned privately. Mr. Hoffman stated that the ponds shown would be city owned. The ponds located closer to the townhomes would potentially be private depending on where the water flows. Ms. Larkin would like to know with the townhomes would they be under an association and if they were, would they be held to a standard to make sure they are maintaining the landscaping. Mr. Hoffman stated that the developer would be responsible for meeting landscaping requirements and there are city codes that would be able to be enforced if weeds started to become overgrown. Ms. Buchmeier made a motion to approve the recommendations by staff. Mr. Parsons seconded. Motion carried 6 – 0. C. Clearwater Commons Preliminary Plat The applicant, Capital Real Estate, Inc., submitted a land use application for Clearwater Commons preliminary plat and vacation. The preliminary plat is for three (3) commercial lots north of CSAH 14 (Main Street), west of I-35E, east of 21st Avenue North and south of the park and ride. The owner, ALino, LLC, is proposing a 3-lot commercial development located on the NW corner of I-35 and Main Street. The 14-acre site is one existing lot legally described as Outlot A, Alino Addition. Per the December 19, 2024 Preliminary Report of Geotechnical Environmental Board April 30, 2025 Page 5 DRAFT MINUTES Exploration prepared by American Engineering Testing, the site is an existing agricultural 2 property with fairly flat terrain towards the center and higher banks on the northwest and southeast corners. Elevations at the soil borings ranged from 911 feet to 904 feet. Wetlands exist on site. Mr. Parsons had questions about where the proposed road would be located on site regarding the wetlands. Mr. Hoffman showed the board where the road would be located and explained it would be right-in. Ms. Larkin asked what the impact would be to the existing wetlands. Mr. Hoffman stated we are waiting on their wetland mitigation reports. Ms. Larkin would like to see more green space on the site. Mr. Hoffman stated they will have to meet the city landscaping requirements, and since this is a preliminary plat the developer has not submitted their landscaping plans. Ms. Larkin had questions about the screening on site and making sure there is more greenery. Mr. Hoffman stated that the screening would be landscaped with plants. Ms. Nelson made a motion to approve/reject the recommendations by staff. Ms. Buchmeier seconded. Motion carried 6 – 0. D. Java Lino Lakes 2nd Addition Preliminary Plat Java Lino Lakes 2.0 was brought to the Environmental Board on October 30, 2024 for Preliminary Plat. The applicant is now proposing to split the two lots on the north side of the road into three commercial lots. The lot on the south side of the road is to remain the same per the original plans. The 5-acre site includes the redevelopment of six (6) existing lots along the west side of Lake Drive. The lots south of 77th Street are commercially zoned lots that either had or currently have single family dwellings. The developer will be removing the existing dwellings as part of the project. Tree removal within the proposed road right-of-way and utility easements was completed by the City in spring of 2024. Ms. Nelson asked whether there were wetland impacts to this portion of the site. Mr. Hoffman stated there are no impacts to this portion. Ms. Larkin had concerns about the blandings turtle and whether there would be enough space for the turtles to move freely. Mr. Hoffman stated that they are meeting requirements to allow for free movement of the blandings turtles. Respectfully submitted, Marissa Ertel – Community Development Administrative Assistant 1 ENVIRONMENTAL BOARD AGENDA ITEM 6A STAFF ORIGINATOR: Tom Hoffman, Environmental Coordinator MEETING DATE: May 28, 2025 TOPIC: Alternative Urban Areawide Review (AUAR), Mapping NW Main Draft Comment ______________________________________________________________________________ BACKGROUND In September of 2024, the City Council approved a professional services contract with Kimley Horn to prepare a master plan and complete an Alternative Urban Areawide Review (AUAR). The study area includes 980 acres of the northwest portion of Lino Lakes. The process has included multiple community outreach opportunities, involvement of study area stakeholders and review by the City advisory boards and City Council. Three development scenarios originally emerged, one being the existing 2040 Comprehensive Plan. Each scenario maintained essentially the same residential unit count with a mix of land use types but provided for different design alternatives. Through the design process scenarios 2 and 3 merged into Scenario 2.1, which establishes a gateway into the City at the border with Blaine. Scenario 1 and Scenario 2.1 are proposed to be carried through the environmental review process. Resolution No. 25-51 authorized the preparation of the draft AUAR document. The development scenarios will be analyzed for potential environmental impacts. A mitigation plan will be created to address the environmental impacts. Once it is prepared, the draft AUAR will be brought to the Environmental Board and City Council for discussion and revisions. The City Council will authorize the distribution of the draft for public comment. This will begin a 30-day public comment period. The draft AUAR will be available for public comment and the document will be available for download on Tuesday May 27th. The document will be available online at https://www.eqb.state.mn.us/eqb-monitor as well as posted on the City website under public notices. Erickson BACKGROUND Hampton Companies has submitted an application for a Preliminary Plat to allow the construction of 14 single-family homes at 7590 20th Avenue in Lino Lakes. The current 5.15-acre parcel contains an existing home and numerous outbuildings. The site is surrounded by the Watermark PUD development by Lennar to the North, East and South. Our plan is to extend the existing street grid planned for the Watermark development and provide another housing option. The site is comprised of one (1) land parcels, one (1) single family home on the northwest portion (Erickson’s parcel), one (1) shed in the center, and one (1) wooded barn on the southwest corner. The land parcel is currently owned by the Erickson family. Hampton Companies is currently proposing a 14- residential lot subdivision that: 1.Provides 14 single-family homes This staff report is based on the following information: •Civil Plan Set prepared by Landform dated May 12, 2025 •Haugo Geotechnical Services dated May 6, 2025 •Landform Stormwater Surface Water Management plan dated May 12, 2025 ANALYSIS 2 The 2040 Future Land Use Map displays this area as low density mixed residential that allows for 3.0–4.0 units per acre. We are proposing R1 – Single Family Residential Lots for the 60’ single-family to meet the allowed density requirement. Planning and zoning will review density calculations to ensure appliance with R1 zoning requirements. The Erickson Preliminary Plat Concept Plan displays a total of 14 residential lots that consist of the following: • 14 Single-Family Rare, Unique, or Significant Resources An initial habitat assessment has not been conducted, One may be completed if there is alteration to significant resources. Federal Rare Species Considerations Review of the USFWS information for planning and Consultation (IpaC) website identified the following species for review. There are no critical habitats identified at this location. Species Classification Disturbance Monarch Butterfly Candidate No Effect Salamander Mussel Endangered No Effect Tricolored Bat Endangered Not Likely to Adversely Affect Whooping Crane Experimental No Effect A Blanding’s turtle avoidance plan will be submitted as part of the future replacement plan application. Surmountable curb is being proposed throughout the development to allow turtles access to the boulevards without trapping them in the curb line. The developer will be required to make sure there are no impacts associated with the project to federally protected species. Stormwater Management City Engineer to review stormwater management. The current plan shows one proposed stormwater pond. Modeling and calculations will be required with future submittals. The Soil report should be submitted to verify soil types and potential stormwater BMP facilities. Stormwater ponding is proposed on site with water reuse for irrigation. Water quality treatment will be met through the stormwater reuse final calculations. Final calculations will be required with future submittals. 3 Rate control is being met through the storm water basin for all storm events. Storm water rates are going to be lower than existing conditions with the proposed conditions. Flood Plain The site does not fall within a flood management zone Shoreland District The site does not fall within the Shoreland District. Wetlands There are no known wetlands on site. Wetland delineation may be required if wetland characteristics are found on site. Greenway System, Parks and Trails The 2040 Comprehensive Plan does not show this area as having a park or part of the greenway system. Trails and pedestrian facilities will be looked into with the development of making connections to existing neighborhoods adjacent to the site. There is a neighborhood park located within the neighboring development that will be utilized as a part of this development. The city will collect park dedication fees as a part of the development. The existing trail along 20th avenue will be extended north as part of the development. Alternative Urban Areawide Review (AUAR) Considerations The site is within an I-35E corridor boundary. All future development will be required to meet the AUAR mitigation measures. Staff will use the AUAR checklist to verify compliance with future submittals. Drinking Water Protection The site is not within the Drinking Water Supply Management Area (DWSMA). The project location is within the utility staging area 1B (2025-2030). The project will be served by municipal sewer and water. Tree Preservation and Mitigation Standards The purpose of these standards is to protect valuable trees and stands of vegetation while not interfering with landowners’ reasonable use and development of property. 4 The goal is to minimize unnecessary loss of habitat, biodiversity, and forest resources and to replace removed trees in areas where tree cover is most critical. A tree survey has been provided. Most of the trees on site are oak, pine, maple. Majority of the trees were planted as windbreaks from the adjacent agricultural use. The tree inventory will need to be updated to only include significant trees and trees within the project location. The coniferous trees will need to be included by height. The site falls primarily withing the basic use area. No mitigation is required within this area. Twelve trees are being proposed for removal within the stormwater management area. Storm water ponding is not included within the basic use area. Mitigation will be required at a 1 to 1 ratio. There are currently ninety (90) significant trees identified on site. Thirteen (13) are proposed to be preserved as a part of the development. The developer is proposing planting 14 boulevard trees, one for each proposed lot. An additional 7 rear yard trees are being proposed within block 1. Staff recommends adding additional rear yard trees within block 2 to provide additional plantings and screening from the existing development. Tree Preservation and Mitigation Standards will need to be met with future submittals. Open Areas Landscape Standards The developer will be required to meet open area landscape standards as part of the proposed project. Open area standards are to provide one large tree and two large shrubs per every 2500 square feet of open space. Final calculations for open area plantings will be calculated with final plat submittal to confirm final open space. Currently the proposal does not show open space landscaping. Buffer and Screen Standards There is no official requirements, but city staff are looking at providing additional plantings in the rear yards for screenings from existing properties. Double planted screening is being proposed with shrubs along the back of the property lines for block one as screening from 20th Ave. Screening should be provided on the property lines. Currently showing plantings within the outlot, this will likely cause maintenance issues in the future. Canopy Cover 5 Canopy cover requirements do not apply to single-family residential developments. Foundation Landscaping Foundation landscaping standards do not apply to single family residential development Sod and Ground Cover Standards All areas not otherwise improved in accordance with the approved site plans shall have a minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed may be provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or wetlands. Low maintenance turf should be evaluated throughout development. Ground covers should be drought resistant to reduce the need for irrigation use. Lighting The purpose of the lighting requirements in the Zoning Code is to reduce light pollution, promote energy conservation, and increase nighttime safety, utility, security, and productivity. Lighting is reviewed by the City Planner. Per Section 1007.043(6)(d), no light source shall exceed 1.0-foot candle onto right of way or 0.4-foot candle onto adjacent property. Recycling Curbside solid waste and recycling will be required for new homes within the development. RECOMMENDATION Staff recommends that the Erickson Property Preliminary Plat be forwarded to the Planning and Zoning Board and City Council with the following comments: 1. Stormwater management to be reviewed by City Engineer a. Use of stormwater for irrigation purposes for the site should be evaluated and if feasible required as part of site development. Larger stormwater ponds constructed for fill should be evaluated for water reuse. b. Infiltration is required to be shown where feasible based on soil borings. If infiltration is not feasible follow the Minimum impact design standards (MIDS)) as designed by the MPCA 6 2. EOF should be shown as stabilized rock to prevent erosion of the stormwater pond. 3. Low maintenance turf should be evaluated throughout development. Ground covers should be drought resistant to reduce the need for irrigation use. 4. Provide a tree inventory for the site showing only significant deciduous trees of 6” in dbh or larger. Coniferous trees are measured by height, coniferous trees over 12’ would be considered significant. a. Coniferous trees should be measured by height not DBH. b. Remove off-site trees from the final tree inventory c. Mitigation table provided for trees outside of basic use. 5. On section 4.1, bold or change the color of the tree tags to be visible. 6. Current plans show Twelve (12) trees being removed for storm water ponding. Stormwater ponding is not included under the basic use area and therefore mitigation will be required of those removals. 7. Sheet L7.1 shows coniferous tree planting detail. No coniferous trees are being shown on the planting tables. Remove this detail if not in use. 8. On Block one lot one and block two lot seven, the trees are planted outside of the boulevard. The city is okay but noted there will not be future planting there. 9. Trees that are to be preserved should show tree protection (snow fence or silt fence) around the trees during construction. 10. Provide plantings in the rear of block two for screening from adjacent existing homes. 11. Provide calculations for open space requirements. 1 large tree and 2 large shrubs are required for every 2,500sf of open space. 12. Shrubs located in the rear lots of block 1 should be planted within the property boundaries for screening. Open space requirements will require the planting of shrubs within the outlot as well. 13. Seed mixes should be updated to MNDOT seed mix design numbers for final plans. Please provide more site-specific mixes for each location 14. Add inlet protection to catch basins on corner of Osakis and Norway lane 15. Add inlet protection to storm manholes adjacent to project site. 7 16. Provide redundant perimeter control along east boundary of project site adjacent to existing storm sewer. 17. The project will disturb more than an acre of soil and will be required to obtain an NPDES permit. Proof of permit should be required before construction. a. A SWPPP shall be required in additional submittals as required by the MPCA meeting sections 5.2-5.26 b. Final erosion and sediment control will be reviewed with future submittals 18. The project site falls within the I-35E AUAR study area. The proposed development will be required to meet all requirements of the AUAR including mitigation measures. 19. Tree removal should be completed in the fall or winter to minimize impacts to migrating or nesting bat populations 20. However, sediment control practices shall be installed beforethe next precipitation event even if the activity is not complete.Control Stormwater Flowing onto and Through the ProjectThe normal wetted perimeter of any temporary or permanent drainage ditch or swale that drains water from any portion of theconstruction site, or diverts water around the site, shall be stabilized within 200 lineal feet from the property edge, or from the point ofdischarge into any surface water.Stabilization of the last 200 lineal feet shall be completed within 24 hours after connecting to a surface water.Stabilization of the remaining portions of any temporary or permanent ditches or swales shall be complete within 14 days afterconnecting to a surface water and construction in that portion of the ditch has temporarily or permanently ceased.Temporary or permanent ditches or swales that are being used as a sediment containment system (with properly designed rock ditchchecks, bio rolls, silt dikes etc.) do not need to be stabilized. These areas shall be stabilized within 24 hours after no longer beingused as a sediment containment system.Stabilize SoilsAll exposed soil areas, including stockpiles, must be stabilized.Stabilization must be started immediately to limit soil erosion when the construction activity in that portion of the site has temporarilyor permanently ceased and will not resume for 14 calendar days. Stabilization must be complete within 14 days of cessation ofconstruction activity.Temporary soil stockpiles shall have silt fence or other effective sediment controls, and cannot be placed in surface waters, includingstorm water conveyances such as curb and gutter systems, or conduits and ditches unless there is a bypass in place for the stormwater.Temporary stockpiles without significant silt, clay or organic components (e.g. clean aggregate stockpiles, demolition concretestockpiles, sand stockpiles) and the constructed base components of roads, parking lots and similar surfaces, are exempt from thisrequirement.Perimeter sediment control measures must be in place prior to the placement of any stockpiles.Any erosion control netting shall be "wildlife friendly" and of a natural type that can decompose and shall have non-welded moveablejoints.Any sediment control device made of soil must be stabilized within 24 hours.Protect SlopesOperator shall avoid work on slopes with a grade of 3:1 or greater when practicable. Grading on slopes with a grade of 3:1 or steeperwill require techniques such as phasing and stabilization practices designed for steep slopes(e.g. slope draining and terracing).Protect Storm Drain InletsAll storm drain inlets shall be protected by appropriate BMPs during construction until all sources with potential for discharging to theinlet have been stabilized. The current 5.15-acre parcel contains an existing home and numerous outbuildings. The site is surrounded by the Watermark PUD development by Lennar to the North, East and South. Our plan is to extend the existing street grid planned for the Watermark development and provide another housing option. We are excited about the improvements proposed for this site. Zoning Map Amendment (Rezone) In order to facilitate the development of this site, and to match the designation found in the 2040 Comprehensive Plan for Lino Lakes, this parcel will need to be rezoned. The parcel is currently zoned as “R- Rural” and we are requesting it be zoned to “R-2 – Two-family Residential”. The R-2 zone will allow us to develop this site in the density range found in the comprehensive plan and the existing I-35E AUAR over the area. The rezone to R-2 also more closely matches the PUD zoning and lot standards found in the surrounding Watermark development adjacent to our site. Preliminary Plat We are also requesting approval of a preliminary plat for a 14-lot subdivision with 14 new single-family homes and 1 outlot for stormwater management purposes. This plat would be an extension of the Watermark development that currently surrounds it, but with a different housing look and design. This plat would not be premature as it is easily served by existing utilities and surrounded by similar density and development. The site plan shows compliance with the R-2 zoning lot standards, and meets the other applicable landscaping, subdivision design and screening requirements. Below are some findings and important information about the plat: 1. 14 new single family home lots that comply with the lot and bulk standards found in the proposed R-2 zone that would be developed at a density of 3.15 units/acre. We are close to the minimum density due to stormwater management requirements. i. Gross Area: 5.15 Acres – ROW to 20th Avenue: 0.7 Acres = Net Area: 4.45 Acres ii. 14 units / Net Area: 4.45 Acres = 3.15 units/acre (3.146) 2. New dedicated ROW in addition to the existing easement for CSAH 45 (20th Avenue) to allow future road improvements and the extension of the existing trail on the west side. Additionally, this plat will remove a driveway onto the CSAH 45 (20th Avenue). 3. Stormwater improvements with plans for rainwater reuse irrigation. 4. Additional landscaping that takes advantage of the required number of trees from the Tree Preservation ordinance, and screening requirements between the rear of homes and the stormwater facilities to reduce noise and light impacts from CSAH 45 (20th Avenue). 5. A Homeowners Association (HOA) is anticipated to be created for maintenance purposes of development wide facilities. Uniformed traffic access to and from CSAH 54 (20th Avenue) for the development is found in the extension of Osakis Street into the existing Watermark development. The 10th Edition ITE Manual stated that for Single-Family Detached Housing (210) use there is an average ADT of 9.43 trips per dwelling unit. Erickson Property, Lino Lakes, MN May 12, 2025 HAC25003 2 The plat shows 14 single-family homes, meaning an ADT of 132.02 for the entire development. However, it is our experience with homes of this size that the expected ADT overestimates total trips, and we would expect it to be closer to 115 ADT for the entire development. There is no additional increase expected for this development as a single-family home use tends to stay consistent on traffic demand and no additional density is planned or possible on this site within the next ten years. Additionally, this project will comply with the same findings of the Watermark Traffic Noise assessment that was conducted in March of 2016 to fulfill the requirements of the I-35E AUAR. This includes meeting the standards for noise levels found in the study for homes that are along CSAH 54 (20th Avenue). The project would need to meet the commercial noise standards (NAC-2) during nighttime hours as allowed by Minnesota Rule 7030.0050. This exemption will be met by following the three following items for all homes built along CSAH 45 (20th Ave) to meet the NAC-2 standards, instead of the residential standards (NAC-1), for nighttime hours: 1. The building is constructed in such a way that the exterior to interior sound level attenuation is at least 30 dB(A); 2. the building has year-round climate control; and 3. The building has no areas or accommodations that are intended for outdoor activities. Finally, the home pads shown on the plan would meet the garage design standards found in the R-2 zone. We understand that garage design and placement is a key issue for development in Lino Lakes and want to ensure early that our lots are buildable given the design requirements. While the specific design will take place following the completion of the plat process, site plan design choices took into account all standards required for minimum garage size, shape, and location found in the R-2 zoning standards. We understand the project will consist of constructing 18 homes along with the associated underground utilities and street(s). 1.2 Purpose The purpose of this geotechnical exploration was to characterize subsurface soil and groundwater conditions and provide recommendations for foundation design and construction. 1.3 Site Description The project site is located at 7590 20th Avenue in Lino Lakes, Minnesota. The project site is an approximate 6-acre residential property that contained several structures including a house, garage and barn. Areas not occupied by the structures were landscaped or lawn covered. The site topography was relatively flat with the elevations at the soil boring locations ranging from about 903 to 910 feet above mean sea level (MSL). 1.4 Scope of Services Our services were performed as requested and authorized by Hampton Companies. Our services were performed under the terms of our General Conditions and were limited to the following tasks:  Completing five (5) standard penetration test soil borings and extending to nominal depths of 20 feet.  Sealing the boring in accordance with Minnesota Department of Health requirements.  Visually/manually classifying samples recovered from the soil boring.  Performing laboratory tests on selected samples.  Preparing soil boring logs describing the materials encountered and the results of groundwater level measurements.  Preparing an engineering report describing soil and groundwater conditions and providing recommendations for foundation design and construction. 1.5 Documents Provided We were provided a concept plan prepared by Landform and dated March 21, 2025. The plan showed the proposed house lots and street along with site information and design criteria information. 2 We were provided two soil boring exhibits prepared by Landform and dated April 4, 2025 which showed a layout of the proposed development with the proposed soil boring locations. Other than these provided documents, specific architectural, structural or civil documents were not provided at the time of this assessment. 1.6 Locations and Elevations The soil boring locations were selected and staked in the field by Hampton Companies and/or Landform. The approximate locations of the soil borings are shown on Figure 1, “Soil Boring Location Sketch,” in the Appendix. The sketch was prepared by HGTS using the provided soil boring exhibit as a base. Ground surface elevations at the soil boring locations were provided by Landform. 2.0 FIELD PROCEDURES The standard penetration test borings were advanced on April 16, 2025 by HGTS with a rotary drilling rig, using continuous flight augers to advance the boreholes. Representative samples were obtained from the borings, using the split-barrel sampling procedures in general accordance with ASTM Specification D-1586. In the split-barrel sampling procedure, a 2-inch O.D. split-barrel spoon is driven into the ground with a 140-pound hammer falling 30 inches. The number of blows required to drive the sampling spoon the last 12 inches of an 18-inch penetration is recorded as the standard penetration resistance value, or "N" value. The results of the standard penetration tests are indicated on the boring logs. The samples were sealed in containers and provided to HGTS for testing and soil classification. A field log of each boring was prepared by HGTS. The logs contain visual classifications of the soil materials encountered during drilling, as well as the driller's interpretation of the subsurface conditions between samples and water observation notes. The final boring logs included with this report represent an interpretation of the field logs and include modifications based on visual/manual method observation of the samples. The soil boring logs, general terminology for soil description and identification, and classification of soils for engineering purposes are also included in the appendix. The soil boring logs identify and describe the materials encountered, the relative density or consistency based on the Standard Penetration resistance (N-value, “blows per foot”) and groundwater observations. The strata changes were inferred from the changes in the samples and auger cuttings. The depths shown as changes between strata are only approximate. The changes are likely transitions; variations can occur beyond the location of the borings. 3 3.0 RESULTS 3.1 Soil Conditions At the surface, the soil borings encountered about 1 to 4 ½ feet of topsoil or topsoil/Fill that consisted of sandy lean clay that was black in color and contained traces of grass and roots. Piece(s) of concrete were noted in the topsoil/Fill at boring SB-3. Below the topsoil, borings SB-101, SB-102 and SB-105 encountered existing Fill that extended to depths ranging from about 4 ½ to 7 feet below the ground surface. The Fill consisted of sandy lean clay and silty clayey sand that was black, greyish brown, dark brown and brown in color. Some pieces of wood were noted in the Fill at boring SB-101. Penetration resistance values (N-Values), shown as blows per foot (bpf) on the boring logs, within the Fill ranged from 2 to 8 bpf. These values indicate the Fill had a soft to medium consistency. Below the topsoil and Fill, the soil borings encountered native glacial till soils that extended to the termination depths of the borings. The glacial till soils consisted of; sandy lean clay, lean clay, silty sand and poorly graded sand with silt that was brown or grey in color. N-Values within the lean clay and sandy lean clay soils ranged from 4 to 13 bpf indicating a rather soft to stiff consistency. N-Values within the silty sand and poorly graded sand with silt soils ranged from 5 to 11 bpf indicating a loose to medium dense relative density. 3.2 Groundwater Groundwater was encountered in borings SB-103 and SB-105 while drilling and sampling at about 8 and 7 feet below the ground surface corresponding to elevations of about 897 and 903, respectively. Groundwater was not encountered in borings SB-101, SB-102 or SB-104. The observed water levels are summarized in Table 1. Table 1. Given the cohesive nature of the soils encountered in the borings it is possible there was insufficient time for groundwater to seep into the borings and rise to its hydrostatic level. Groundwater monitoring wells or piezometers would be 4 required to more accurately determine water levels. Seasonal and annual fluctuations in the groundwater levels should be expected. 3.3 Laboratory Testing Laboratory moisture content tests were performed on selected samples recovered from the soil borings. Laboratory soil moisture contents ranged from about 11 to 20 percent indicating that the soils were likely above their assumed optimum moisture content based on the standard Proctor test. Laboratory tests results are summarized in Table 2 and are shown on the boring logs adjacent to the samples tested. Table 2. Soils classified as CL will generally be Type B soils under Department of Labor Occupational Safety and Health Administration (OSHA) guidelines, while soils classified as SM and SP-SM will generally be Type C soils under OSHA guidelines. An OSHA-approved qualified person should review the soil classification in the field. Excavations must comply with the requirements of OSHA 29 CFR, Part 1926, Subpart P, “Excavations and Trenches.” This document states excavation safety is the responsibility of the contractor. The project specifications should reference these OSHA requirements. 4.0 DISCUSSION AND RECOMMENDATIONS 4.1 Proposed Construction We understand that the project will consist of preparing lots and house pads for 18 homes along with the associated street(s) and underground utilities. We were not provided specific architectural, structural or civil construction plans but we assume the homes will include one or two stories above grade and be slab on grade structures but could include walkout, lookout or full basements. We anticipate below grade construction consisting of cast-in-place concrete foundation walls supported on concrete spread footings. The above grade construction is assumed to consist of wood framing, a pitched roof and asphalt shingles. 5 Based on the assumed construction we estimate wall loadings will range from about 2 to 3 kips (2,000 to 3,000 pounds) per lineal foot and column loads, if any, will be on the order of 75 kips (75,000 pounds). We anticipate the homes will be constructed at or near existing site grades so that cuts or fill for permanent grade changes will generally be on the order of 5 feet or less. We have attempted to describe our understanding of the project. If the proposed loads exceed these values or if the design or location of the proposed development changes, we should be informed. Additional analyses and revised recommendations may be necessary. 4.2 Discussion Structures existed on the project site that we anticipate will be removed/demolished to make way for the proposed development. We recommend that all remnants of the structures including footings, floor slabs, foundation walls, exterior flatwork and underground utilities be removed from within the proposed building and oversize areas. The vegetation and topsoil are not suitable for foundation, roadway or utility support and will need to be removed from below the building pads, pavements, utilities and oversize areas and replaced with suitable competed engineered fill, as needed, to attain design grades. The origin of the Fill encountered in borings SB-101, SB-102 and SB-105 is unknown and we are not aware of any documentation regarding its placement or compaction. The concern with undocumented Fill is the potential for unsuitable materials to be buried within it that can settle unfavorably due to the structural loads associated with the new buildings. Some pieces of wood were noted in the Fill at boring SB-1. Additionally, portions of the Fill were black in color which can be indicative of organic material within the Fill. Organic soils or soil containing organic matter can be compressible and are not suitable for foundation support. For these reasons we do not recommend supporting the new foundations on the Fill and recommend it be removed and replaced with suitable compacted engineered fill. It is our opinion that the underlying native glacial till soils are generally suitable for foundation support. Some softer clays were encountered at boring SB-5 that extended to about 7 feet below the ground surface. Soft clays will need to be removed and replaced with suitable compacted engineered fill or excavated dried and recompacted. Groundwater was encountered in borings SB-103 and SB-105 while drilling and sampling at about 8 and 7 feet below the ground surface corresponding to elevations of about 897 and 903, respectively. Depending on final site and building grades, there is the potential that groundwater could be encountered during soil corrections and/or foundation construction and dewatering could be required. The following sections provide recommendations for foundation design and construction. 6 4.3 Site Grading Recommendations Excavation We recommend that all vegetation, topsoil, Fill and any soft or otherwise unsuitable soils, if encountered, be removed from below the proposed building, roadway, utility and oversize areas. Likewise, we recommend that all remnants of the structures including footings, floor slabs, foundation walls, exterior flatwork and underground utilities be removed from within the proposed building, roadway, utility and oversize areas. Table 3 summarizes the anticipated excavation depths at the soil boring locations. Excavation depths may vary and could be deeper. Table 3. NE = Not Encountered Oversizing In areas where the excavations for soil corrections extend below the proposed footing elevations, the excavations require oversizing. We recommend the perimeter of the excavation be extended a foot outside the proposed footprint for every foot below footing grade (1H:1V oversizing). The purpose of the oversizing is to provide lateral support of the foundation. Fill Material Additional fill required to attain design grades can consist of any mineral soil provided it is free of debris, organic soil and any soft or otherwise unsuitable materials. Except we recommend that fill or backfill placed in wet excavations or within 2 feet of the groundwater table, if encountered, consist of “clean coarse sand” with less than 5 percent passing the number 200 sieve and at least 50 percent retained on the number 40 sieve. The on-site native glacial till soils appear to be suitable for reuse as structural fill or backfill provided it is free of debris, organic soils or other unsuitable materials. Laboratory soil moisture contents ranged from about 11 to 20 percent indicating that the soils were likely above their assumed optimum moisture content based on the standard Proctor test. Soils that will be excavated and reused as fill and backfill will likely require some moisture conditioning (drying) to achieve the recommended compaction levels. Topsoil organic soils or other soils that are black in color are not suitable for reuse as structural fill or backfill. Backfilling We recommend that backfill placed to attain site grades be compacted to a minimum of 95 percent of its standard Proctor density (ASTM D 698). Granular fill classified as SP or SP-SM should be placed within 65 percent to 105 percent of its optimum moisture content as determined by the standard Proctor. Other fill soils should be placed within 3 7 percentage points above and 1 percentage point below its optimum moisture content as determined by the standard Proctor. All fill should be placed in thin lifts and be compacted with a large self-propelled vibratory compactor operating in vibratory mode. In areas where fill depths will exceed 10 feet, if any, we recommend that compaction levels be increased to a minimum of 100 percent of standard Proctor density. Even with the increased compaction levels a construction delay may be required to allow for post settlement of the fill mass. Fill and backfill placed on slopes, if any, must be “benched” into the underlying suitable soils to reduce the potential for slip places to develop between the fill and underlying soil. We recommend “benching” or excavating into the slope at 5 feet vertical intervals to key the fill into the slope. We recommend each bench be a minimum of 10 feet wide. Foundations We recommend the perimeter footings bear a minimum of 42 inches below the exterior grade for frost protection. Interior footings may be placed immediately below the slab provided construction does not occur during below freezing weather conditions. Foundation elements in unheated areas (i.e., deck or porch footings) should bear at least 5 feet below exterior grade for frost protection. We anticipate the foundations and floor slabs will bear on compacted engineered fill or native glacial till soils. With the building pads prepared as recommended, it is our opinion the footings can be designed for a net allowable bearing pressure up to 2,000 pounds per square foot (psf). We anticipate total and differential settlement of the foundations will be less than 1 inch and ½ inch, respectively, across a 30-foot span. 4.4 Dewatering Groundwater was encountered in borings SB-103 and SB-105 while drilling and sampling at about 8 and 7 feet below the ground surface corresponding to elevations of about 897 and 903, respectively. Depending on final site and building grades, there is the potential that groundwater could be encountered during soil corrections and/or foundation construction and dewatering could be required. In the event dewatering is required, we recommend the groundwater level be temporarily lowered to a minimum of 2 feet below the lowest anticipated excavation elevation to allow for construction. In sand soils, we do not recommend attempting to dewater from within the excavation. Upward seepage will loosen and disturb the excavation, resulting in a “quick condition.” Rather, we recommend groundwater to be drawn down below the anticipated excavation bottom. If dewatering is required, it may be appropriate for a dewatering contractor to review the soil boring logs, develop a dewatering plan and evaluate the impact of dewatering on adjacent structures. 8 4.5 Interior Slabs The anticipated floor subgrade will consist of compacted clayey engineered fill or clayey native glacial till soils. It is our opinion a modulus of subgrade reaction, k, of 50 pounds per square inch per inch of deflection (psi) may be used to design the floor. If floor coverings or coatings less permeable than the concrete slab will be used, we recommend that a vapor retarder or vapor barrier be placed immediately beneath the slab. Some contractors prefer to bury the vapor barrier or vapor retarder beneath a layer of sand to reduce curling and shrinkage, but this practice often traps water between the slab and vapor retarder or barrier. Regardless of where the vapor retarder or vapor barrier is placed, we recommend consulting the floor covering manufacturer regarding the appropriate type, use and installation of the vapor retarder or vapor barrier to preserve the warranty. We recommend following all state and local building codes with regards to a radon mitigation plan beneath interior slabs. 4.6 Below Grade Walls We recommend general waterproofing of the below grade walls. We recommend either placing drainage composite against the backs of the exterior walls or backfilling adjacent to the walls with sand having less than 50 percent of the particles by weight passing the #40 sieve and less than 5 percent of the particles by weight passing the #200 sieve. The sand backfill should be placed within 2 feet horizontally of the wall. We recommend the balance of the backfill for the walls consist of sand however the sand may contain up to 20 percent of the particles by weight passing the #200 sieve. We recommend installing drain tile behind the below grade walls, adjacent to the wall footing and below the slab elevation. Preferably the drain tile should consist of perforated pipe embedded in gravel. A geotextile filter fabric should encase the pipe and gravel. The drain tile should be routed to a storm sewer, sump pump or other suitable disposal site. Foundation walls or below grade (basement) walls will have lateral loads from the surrounding soil transmitted to them. Active earth pressures can be used to design the below grade walls if the walls are allowed to rotate slightly. If wall rotation cannot be tolerated, then below grade wall design should be based on at-rest earth pressures. It is our opinion that the estimated soil parameters presented in Table 4 can be used for below grade wall design. These estimated parameters are based on the assumptions that the walls are drained, there are no surcharge loads within a horizontal distance equal to the height of the wall and the backfill is level. 9 Table 4. We recommend a sliding coefficient of 0.35. This value does not include a factor of safety. 4.7 Retaining Walls We are not aware of any retaining walls proposed for this project and were not provided any information regarding any proposed retaining walls. Retaining wall designers/installers should be aware that soil borings for any retaining walls were not completed as part of this evaluation. Because of that, additional geotechnical explorations (soil borings) could be required to determine and evaluate the suitability and/or stability of site soil conditions to support their design(s). Retaining wall designers and/or installers will be solely responsible to conduct additional geotechnical evaluation(s) as needed. In addition, HGTS does not practice in retaining wall design. Retaining wall designers will be solely responsible for retaining wall design and construction. 4.8 Exterior Slabs Exterior slabs will likely be underlain by clayey soils which are considered to be moderately to highly frost susceptible. If these soils become saturated and freeze, frost heave may occur. This heave can be a nuisance in front of doors and at other critical grade areas. One way to help reduce the potential for heaving is to remove the frost-susceptible soils below the slabs down to bottom of footing grades and replace them with non-frost-susceptible backfill consisting of sand having less than 5 percent of the particles by weight passing the number 200 sieve. If this approach is used and the excavation bottoms terminate in non-free draining granular soil, we recommend a drain tile be installed along the bottom outer edges of the excavation to collect and remove any water that may accumulate within the sand. The bottom of the excavation should be graded away from the building. If the banks of the excavations to remove the frost-susceptible soils are not sloped, abrupt transitions between the frost-susceptible and non-frost-susceptible backfill will exist along which unfavorable amounts of differential heaving may occur. Such transitions could exist between exterior slabs and sidewalks, between exterior slabs and pavements and along the slabs themselves if the excavations are confined to only the building entrances. To address 10 this issue, we recommend sloping the excavations to remove frost-susceptible soils at a minimum 3:1 (horizontal:vertical) gradient. An alternative method of reducing frost heave is to place a minimum of 2 inches of extruded polystyrene foam insulation beneath the slabs and extending it about 4 feet beyond the slabs. The insulation will reduce frost penetration into the underlying soil and reduce heave. Six to twelve inches of granular soil is typically placed over the insulation to protect it during construction. Another alternative for reducing frost heave is to support the slabs on frost depth footings. A void space of at least 4 inches should be provided between the slab and the underlying soil to allow the soil to heave without affecting the slabs. 4.9 Site Grading and Drainage We recommend the site be graded to provide positive run-off away from the proposed homes. We recommend landscaped areas be sloped a minimum of 6 inches within 10 feet of the building and slabs be sloped a minimum of 2 inches. In addition, we recommend downspouts with long splash blocks or extensions. We recommend the lowest floor grades be constructed to meet City of Lino Lakes requirements with respect to groundwater separation distances. In the absence of city requirements, we recommend maintaining at least a 4-foot separation between the lowest floor slab and the observed groundwater levels and at least a 2-foot separation between the lowest floor slab and the 100-year flood level of nearby wetlands, storm water ponds or other surface water features. 4.10 Utilities We anticipate that new utilities will be installed as part of this project. We further anticipate that new utilities will bear at depths ranging from about 7 to 10 feet below the ground surface. At these depths, we anticipate that the pipes will bear on compacted engineered fill or native glacial till soils, which in our opinion are suitable for pipe support. We recommend removing all vegetation, topsoil, Fill and any soft or otherwise unsuitable soils, if any, beneath utilities prior to placement. We recommend bedding material be thoroughly compacted around the pipes. We recommend trench backfill above the pipes be compacted to a minimum of 95 percent beneath slabs and pavements, the exception being within 3 feet of the proposed pavement subgrade, where 100 percent of standard Proctor density is required. In landscaped areas, we recommend a minimum compaction of 90 percent. Groundwater was encountered in two of the soil borings at about 7 to 8 feet below the ground surface. We anticipate that groundwater could be encountered during utility construction and dewatering could be required. See Section 4.4 for dewatering considerations. 11 4.11 Bituminous Pavements Recommendations General The City of Lino Lakes may have standard plates that dictate pavement design and if so, we recommend that the pavements be designed and constructed in accordance with the City of Lino Lakes standard plates. The following paragraphs provide general pavement recommendations in the absence of city standard plates. Traffic We were not provided any information regarding traffic volumes, such as Average Annual Daily Traffic (AADT) or vehicle distribution. We anticipate the streets will be used predominantly by automobiles, light trucks, school busses, garbage trucks and delivery vans (FEDEX, UPS etc.). Based on the anticipated number of homes in the development and assumed traffic types we estimate the roadways will be subjected to Equivalent Single Axle Loads (ESAL’s) less than 50,000 over a 20-year design life. This does not account for any future growth. Subgrade Preparation We recommend removing all vegetation, topsoil and any soft or otherwise unsuitable materials from beneath the pavement subgrade. Prior to placing the aggregate base, we recommend compacting and/or test rolling the subgrade soils to identify soft, weak, loose, or unstable areas that may require additional subcuts. Backfill to attain pavement subgrade elevations can consist of any mineral soil provided it is free of organic material or other deleterious materials. We recommend placing and compacting fill and/or backfill as described in Section 4.3 except in paved areas where the upper 3 feet of fill and backfill should be compacted to a minimum of 100 percent of its standard Proctor maximum dry density. R-Value R-Value testing was beyond the scope of this project. Below the topsoil the soils encountered in the borings consisted predominantly of clayey soils corresponding to the ASTM Classification of CL. It is our opinion an assumed R-Value of 12 can be used for pavement design. Pavement Section Based on an estimated R-value of 12 and a maximum of 50,000 ESAL’s we recommend pavement section consisting of a minimum of 3 ½ inches of bituminous (1 ½ inches of wear course and 2 inches of base course) underlain by a minimum of 8 inches of aggregate base. If a heavy-duty section is required, we minimum of 4 inches of bituminous (1 ½ inches of wear course and 2 inches of base course) underlain by a minimum of 9 inches of aggregate base. 4.12 Materials and Compaction We recommend specifying aggregate base meeting MN/DOT Class 5 aggregate base. We recommend the aggregate base be compacted to 100 percent of its maximum standard Proctor. We recommend that the bituminous wear and base courses meet the requirements of MN/DOT specification 2360. We recommend the bituminous pavements be compacted to at least 92 percent of the maximum theoretical density. 12 We recommend specifying concrete that has a minimum 28-day compressive strength of 4,500 psi, and a modulus of rupture of at least 600 psi. We recommend Type I cement meeting the requirements of ASTM C150. We recommend specifying 5 to 7 percent entrained air for exposed concrete to provide resistance to freeze-thaw deterioration. We also recommend using a water/cement ratio of 0.45 or less for concrete exposed to deicers. 5.0 CONSTRUCTION CONSIDERATIONS 5.1 Excavation The soils encountered in the borings consisted of lean clay, sandy lean clay, silty sand and poorly graded sand with silt corresponding to the ASTM Classifications of CL, SM and SP- SM. Soils classified as CL will generally be Type B soils under Department of Labor Occupational Safety and Health Administration (OSHA) guidelines, while soils classified as SM and SP-SM will generally be Type C soils under OSHA guidelines. Temporary excavations in Type B soils should be constructed at a minimum of 1 foot horizontal to every 1 foot vertical within excavations. Temporary excavations in Type C soils should be constructed at a minimum of 1 ½ foot horizontal to every 1 foot vertical within excavations. Slopes constructed in this manner may still exhibit surface sloughing. If site constraints do not allow the construction of slopes with these dimensions, then temporary shoring may be required. 5.2 Observations A geotechnical engineer or a qualified engineering technician should observe the excavation subgrade to evaluate if the subgrade soils are similar to those encountered in the borings and adequate to support the proposed construction. 5.3 Backfill and Fills The on-site soils appear to be above their assumed optimum soil moisture content. If these soils will be used or reused as structural fill or backfill, some drying of the soils could be required to meet the recommend compaction levels. We recommend moisture conditioning all soils that will be used as fill or backfill in accordance with Section 4.3 above. We recommend that fill and backfill be placed in lifts not exceeding 4 to 12 inches, depending on the size of the compactor and materials used. 5.4 Testing We recommend density tests of backfill and fills placed for the proposed foundations. Samples of the proposed materials should be submitted to our laboratory prior to placement for evaluation of their suitability and to determine their optimum moisture content and maximum dry density (Standard Proctor). 13 5.5 Winter Construction If site grading and construction is anticipated to proceed during cold weather, all snow and ice should be removed from cut and fill areas prior to additional grading and placement of fill. No fill should be placed on frozen soil and no frozen soil should be used as fill or backfill. Concrete delivered to the site should meet the temperature requirements of ASTM and/or ACI. Concrete should not be placed on frozen soil. Concrete should be protected from freezing until the necessary strength is obtained. Frost should not be permitted to penetrate below the footings. 6.0 PROCEDURES 6.1 Soil Classification The drill crew chief visually and manually classified the soils encountered in the borings in general accordance with ASTM D 2488, “Description and Identification of Soils (Visual- Manual Procedure).” Soil terminology notes are included in the Appendix. The samples were returned to our laboratory for review of the field classification by a soils engineer. Samples will be retained for a period of 30 days. 6.2 Groundwater Observations Immediately after taking the final samples in the bottom of the boring, the hole was checked for the presence of groundwater. Immediately after removing the augers from the borehole the hole was once again checked and the depth to water and cave-in depths were noted. 7.0 GENERAL 7.1 Subsurface Variations The analyses and recommendations presented in this report are based on data obtained from a limited number of soil borings. Variations can occur away from the boring, the nature of which may not become apparent until additional exploration work is completed, or construction is conducted. A reevaluation of the recommendations in this report should be made after performing on-site observations during construction to note the characteristics of any variations. The variations may result in additional foundation costs and it is suggested that a contingency be provided for this purpose. It is recommended that we be retained to perform the observation and testing program during construction to evaluate whether the design is as expected, if any design changes have affected the validity of our recommendations, and if our recommendations have been correctly interpreted and implemented in the designs, specifications and construction methods. This will allow correlation of the soil conditions encountered during construction to the soil borings and will provide continuity of professional responsibility. 14 7.2 Review of Design This report is based on the design of the proposed structures as related to us for preparation of this report. It is recommended that we be retained to review the geotechnical aspects of the design and specifications. With the review, we will evaluate whether any changes have affected the validity of the recommendations and whether our recommendations have been correctly interpreted and implemented in the design and specifications. 7.3 Groundwater Fluctuations We made water level measurements in the borings at the times and under the conditions stated on the boring log. The data was interpreted in the text of this report. The period of observation was relatively short and fluctuations in the groundwater level may occur due to rainfall, flooding, irrigation, spring thaw, drainage, and other seasonal and annual factors not evident at the time the observations were made. Design drawings and specifications and construction planning should recognize the possibility of fluctuations. 7.4 Use of Report This report is for the exclusive use of Hampton Companies and their design team to use to design the proposed structures and prepare construction documents. In the absence of our written approval, we make no representation and assume no responsibility to other parties regarding this report. The data, analysis and recommendations may not be appropriate for other structures or purposes.
