Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti,
Community Development Director Michael Grochala, City Engineer Diane Hankee, Human
Resources and Communications Manager Meg Sawyer, Interim Public Safety Director Curt
Boehme, Interim Fire Chief Dan L'Allier, and Public Works Superintendent Justin Williams.
1. Call to Order and Roll Call
Mayor Rafferty called the meeting to order at 6:00 p.m.
2. Setting the Agenda: Addition or Deletion of Agenda Items
The agenda was adopted as presented.
3. Administration Update
The Interim City Administrator provided the following updates.
• City staff have been preparing for the Police and Fire Department ordinance
amendments and appointments scheduled for formal action this evening.
• The Police and Fire Department Strategic Implementation Plans with Financial
Reports will be presented at the May 14th Special Work Session. The
presentations are expected to take approximately four hours.
• The Finance Director job announcement has been posted. The new
Administrator, scheduled to beginning mid -June, has been apprised of the
Finance Director hiring process.
• The Building Inspector position is posted.
• The City received 81 applications for the Community Development Department
Office Specialist position.
• The City received 20 applications for the Community Development Department
Specialist position and the screening process begins this week for that position.
• The annual employee appreciation event has been scheduled for June 121h at 2
p.m. at Fire Station #2. To allow all employees to attend, the city offices will be
closed for this event.
• IT security awareness training has been scheduled for staff and the City Council.

• May 15th is Law Enforcement Memorial Day. This year is the 20-year anniversary
of Lino Lakes Police Officer Shawn Silvera's death. Shawn was killed -in -the -line of
duty on September 6, 2005. This year is also the 15-year anniversary of Lino
Lakes Police Officer Sam Bergeron's father, Maplewood Sgt. Joe Bergeron's
death, he was killed in the line of duty May 1, 2010.
• The Oath of Office for the Chief of Police has been customized, and the Oath of
Office for the Fire Chief is more traditional and will be presented at the regular
meeting this evening.
The City Council discussed the process and plan for updating the logos, badges, motto, etc.,
with the change from a Public Safety Department to a Police Department and Fire
Department.
4. Review Regular Agenda
The City Council reviewed the regular agenda.
The City Clerk reported that two written statements have been received that will be
submitted during the public comment period this evening. These will be read in full in
keeping with past practice. It is requested that the Council review the Rules of Decorum
as it relates to written comments, at a future Work Session.
Mayor Rafferty requested that when adopting the Consent Agenda items that the
motion be made to include the range of the items (i.e. Item 1A through 1G).
The City Council reviewed the police and fire department personnel items. It was noted
that a detailed implementation report would be presented to the City Council at the
May 141h Special Work Session.
Councilmember Stoesz asked if the police department was going to keep the officer job
posting active, now that the position had been filled.
The Interim Public Safety Director stated that they had received notice that an officer is
taking a job with another community and as a result they are keeping the Lino Lakes job
posting open to fill this vacancy.
The Public Works Superintendent reviewed the request to replace the generator for Lift
Station 53.
The Community Development Director reviewed the Natures Refuge North
development project and the amendments to the plan since the last City Council Work
Session discussion. He noted that the Planning and Zoning Board held the Public Hearing
for this project.

The City Engineer reviewed the requested Change Order No. 1 for the 2025 Street
Rehabilitation Project. She reported that Change Order No. 1 in the amount of
$22,068.85 is needed to repair gate valves on Beaver Trail, the northwest corner of
Fawn Lane and Birch Street intersection, and southeast corner of the Fawn Lane and
Birch Street intersection. The watermain work on this project is funded through the
Water Operating Fund. The 2025 Street Rehabilitation Project contract with GMH
Asphalt with Change Order No. 1 would be increased to $1,219,099.95. The roadwork
portion of the project is anticipated to be under the contract amount.
The City Engineer reviewed the Andail Street Culvert Project. This evening the Council is
being asked to approve the preparation of plans and specs.
The Community Development Director reviewed the Joint Powers Agreement with
Anoka County for the 1-35e/County Road J Interchange Improvements. The City is
responsible for the lighting, and it is proposed that the city contracts with the other
agencies for installation and maintenance.
The Community Development Director reported that the consultant will be giving a
presentation on the Lino Lakes Main Street AUAR this evening. This is an informational
presentation, and no formal action is required at this time.
The Community Development Director requested to move Item 6E before Item 6D on
the regular agenda.
5. Adjournment
Mayor Rafferty adjourned the meeting at 6:24 p.m.
These minutes were approved at the regular Council Meeting on May 27, 2025.
