HomeMy WebLinkAbout20250625 Environmental Board Minutes Environmental Board June 25, 2025 Page 1 CITY OF LINO LAKES ENVIRONMENTAL BOARD MEETING DATE: June 25, 2025 TIME STARTED: 6:30 p.m. TIME ENDED: 7:44 p.m. MEMBERS PRESENT: Shawn Holmes, Julia Nelson, Elizabeth Larkin Lindsay Buchmeier, Jonathan Parsons MEMBERS ABSENT:Alex Schwartz, Mary Jo Stevenson STAFF PRESENT: Tom Hoffman, Marissa Ertel 1. CALL TO ORDER AND ROLL CALL Vice Chair Holmes called the Environmental meeting to order at 6:30 p.m. on June 25, 2025. 2. PLEDGE OF ALLEGIANCE 3. PUBLIC COMMENT (sign in prior to start of meeting per Rules of Decorum) Vice Chair Holmes declared open mike at 6:31 p.m. There was no one present for open mike therefore it was closed at 6:31 p.m. 4. SETTING THE AGENDA: Addition or Deletion of Agenda Items Ms. Holmes made a motion to approve the June 25, 2025 agenda. Motion carried 5 – 0. 5. APPROVAL OF MINUTES: April 24, 2024 Ms. Buchmeier made a motion to approve the May 28, 2025 minutes. Ms. Nelson seconded. Motion carried 5 – 0. 6. ACTION ITEMS A. I35E AUAR 2025 Update Environmental Board June 25, 2025 Page 2 The I-35E Corridor Alternative Urban Areawide Review (AUAR) is an environmental review document that analyzed potential impacts of development within a study area of 4,660 acres. The final document was originally adopted by the Lino Lakes City Council on October 24, 2005. The AUAR serves as a substitute environmental review. As long as a development project is consistent with the assumptions of the analyses in the AUAR, no additional environmental review is required. A key component of the AUAR is the mitigation plan that addresses cumulative impacts of development as the corridor develops. Alison Harwood, WSB, presented the I35E AUAR presentation and was available for questions. Ms. Nelson had questions regarding the fluidity of AUAR documents. Ms. Nelson wanted to know whether the AUAR would be changed if a developer wanted to come in and build something outside of the existing AUAR. Ms. Harwood told the Board that the developer would either complete their own environmental study or the AUAR would need to be amended, with both having to go before City Council. Ms. Buchmeier wanted to know when the AUAR would no longer be reviewed. Ms. Harwood stated it would be once the area of the development is completed. Ms. Buchmeier made a motion to adopt the I35E AUAR. Ms. Holmes seconded. Motion carried 5 –0. B.Peltier Ponds Preliminary Plat The applicant, Lennar, is proposing a master planned development located on the West side of 20th Ave N (CSAH 54) just across from Watermark, East of Peltier Lake Drive, and North of the Centerville border. The development contains approximately 125.02 gross acres, 64.32 developable and consists of mix of residential housing. The proposed development is called Peltier Ponds. Ms. Holmes had questions about two of the outlots on site and whether they would would be residential lots. Mr. Hoffman stated that they would most likely remain outlots. Mr. Parsons had questions about who would be responsible for the mowed park path. Mr. Hoffman stated that staff recommend that an HOA be responsible for that area. Ms. Larkin had questions about the timeline for the parks. Mr. Hoffman stated there would be three to five phases. Mr. Hoffman stated that the parks would most likely be completed around the same time the houses are completed. Environmental Board June 25, 2025 Page 3 Mr. Parsons asked who is currently responsible for the road that is along the lake. Mr. Hoffman stated that the road is owned by the City, but the space between the road and the lake is owned by the water supply company. Ms. Nelson had questions about whether the development will be required to reuse storm water. Mr. Hoffman stated that the City is requiring all developers to reuse water for irrigation purposes. Ms. Nelson had questions about when the lake would be considered “pristine”. Mr. Hoffman stated that with development it would be more likely the water quality would go up. Ms. Larkin had questions about the blockage of sediment that would potentially go into Peltier Lake. Mr. Hoffman stated there would be mitigation outreach and that stormwater would be treated before being discharged. Ms. Larkin wanted to know if the City provides materials to the developer to give to new residents. Mr. Hoffman stated that the City does send out packets to new homeowners that include this information. Ms. Holmes had concerns about the lots that are along Peltier Lake. Ms. Holmes wanted to recommend that the developer would wait to develop the lots closer to the lake. Mr. Hoffman reminded the board that the since there will be no road in that area and would provide a buffer. Ms. Holmes made a motion to approve the recommendations by staff. Ms. Buchmeier seconded. Motion carried 5 – 0. 7. DISCUSSION ITEMS A. Recycling Updates 8. ADJOURN Ms. Holmes made a motion to adjourn the meeting at 7:44 p.m. Motion was seconded by Ms. Nelson. Motion carried 5 – 0.
