Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: August 11, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:25 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Ruhland, Lyden, Cavegn and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, <br />Community Development Director Mike Grochala, City Planner Katie Larsen, City Engineer <br />Diane Hankee, Chief of Police Curt Boehme and Fire Chief Dan L'Allier. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The City Clerk requested to add review of the new agenda management software to the <br />agenda. <br />Mayor Rafferty requested to add a review of the order of business to the agenda. <br />The Agenda was adopted as amended to include the two additions as requested. <br />3. Agenda Management Software <br />The City Clerk provided a demonstration of the new agenda management software <br />through CivicPlus. The City Council agenda is being posted to CivicPlus, and the board <br />and committee agendas will be posted using CivicPlus soon. Historic records are stored <br />in Laserfiche and available on the website. The final structure for filing historic records <br />may change in the future. <br />4. Review Order of Business <br />The Mayor requested that the Order of Business for the Regular Meeting be reviewed <br />for possible amendment. It was noted that the order is set by ordinance and that an <br />ordinance amendment would be required to permanently amend the order, while a <br />temporary suspension is possible. <br />Council Consensus <br />It was the consensus of the City Council to schedule the review of the Order of Business <br />for a future Work Session. <br />Page 1 of 2 <br />
