LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />I►IVill►[oil V <br />DATE: August 25, 2025 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:14 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Community Development Director Mike <br />Grochala, City Planner Katie Larsen, Public Service Director Rick DeGardner, Chief of Police Curt <br />Boehme and Fire Chief Dan L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period. <br />Randy Rennaker, 379 Carl Street, Lino Lakes, spoke about the planning process used for the <br />Master Plan, which is scheduled for approval this evening. He stated that on behalf of the Carl <br />Street residents, he wanted to express their gratitude for making sure Carl Street remains as is <br />under the proposed Master Plan. He stated that was the one thing that they asked when talk of <br />development first made the made the docket three or four years ago. He stated that he also <br />wanted to wish the landowners the best of luck. Stating that they welcome development in the <br />city, and that he hopes that the process goes well for them, and that we see some nice <br />development, commercial and residential in the northwest quadrant. <br />Mayor Rafferty closed the public comment period at 6:33 p.m. <br />SETTING THE AGENDA <br />The agenda was adopted as presented. <br />1.
