Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: September 22, 2025 <br />TIME STARTED: 5:30 P.M. <br />TIME ENDED: 6:25 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty (arrived 6:10 p.m.), Councilmembers Ruhland, Lyden, <br />Cavegn and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Interim Finance Director Kelly Horn, <br />Finance Director Tracy Thoma, Community Development Director Mike Grochala, City Engineer <br />Diane Hankee, Public Services Director Rick DeGardner, Fire Chief Dan L'Allier and Chief of <br />Police Curt Boehme. <br />1. Call to Order and Roll Call <br />Acting Mayor Stoesz called the meeting to order at 5:30 p.m. <br />Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />Sunset Avenue Reconstruction Project — Presentation <br />The Community Development Director introduced staff from Anoka County and WSB <br />that were present to discuss the Sunset Avenue Reconstruction Project. <br />Anoka County and WSB staff provided an overview of the traffic study. They presented a <br />presentation on the traffic flow and proposed design elements. They announced that <br />there would be an open house for the public on September 30th from 5-7 p.m. at City <br />Hall. <br />The City Council provided feedback on the proposed design including the roadway, <br />trails, and medians, as they related to safety, access and aesthetics. <br />4. Schedule Budget Work Session <br />The City Clerk stated that the 2026 Preliminary Budget & Levy are scheduled for formal <br />action this evening. She asked if the Council would like to schedule a Special Work <br />Session to discuss the 2026 Final Budget & Levy prior to the December 8th meeting at <br />which formal action to adopt the budget is scheduled. General business may be <br />discussed at the proposed Special Work Session as well. <br />Page 1 of 2 <br />
