Lino Lakes City Council <br />Special Work Session <br />Minutes <br />DATE: July 9, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 8:57 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Ruhland (left at 7:35 p.m.) <br />Lyden and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, Community Development Director <br />Mike Grochala, Human Resources and Communications Manager Meg Sawyer, Chief of Police <br />Curt Boehme, Fire Chief Dan L'Allier, Public Services Director Rick DeGardner, and Public Works <br />Superintendent Justin Williams. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Strategic Plan <br />Facilitator Phil Kern provided an overview of his background and experience. <br />The City Council and department managers discussed the vision and core strategies for <br />the city. They discussed the strategic objectives to support core strategies. They <br />reviewed the present conditions: strengths, challenges, threats, and opportunities. <br />A second strategic planning session is scheduled for August 6tn at 6 p.m. in the <br />Community Room at City Hall. <br />4.
