PLAN OF GOVERNMENT
The City of Lino Lakes operates under "Plan A" as defined in the State of Minnesota
Statutes. Under this plan the government of the City is run by a council composed
of an elected mayor and four elected councilmen. The council exercises legislative
authority and determines all matters of policy. The council appoints administrative
personnel who are responsible for the proper administration of all affairs relating
to the City.
DESCRIPTION OF FUNDS
GENERAL FUND
The General Fund was established to account for the revenue and expenditures
necessary to provide basic governmental services for the city. The principal sources
of revenue are property taxes, intergovernmental revenue, licenses and permits, and
charges for current services. Expenditures are for general government, general ser-
vices, protective inspection and other functions. A plan of financial operation is
set forth each year in the form of the annual budget adopted by the council.
SPECIAL REVENUE FUNDS
Special Revenue Funds are established to account for the proceeds from special tax
levies and other dedicated revenues to be used for a specified purpose. The
following funds are included in this group:
Parks and Playgrounds Fund
Revenue Sharing Fund
DEBT SERVICE FUND
The Debt Service Funds are used to account for the payment of principal and interest on
general obligation bonds issued by the City. They are retired out of the revenue pro-
vided by ad valorem levies established for that purpose. Revenue and Special
Assessment bonds are not included in this group. They are serviced out of their
respective funds. The funds are used to retire the Municipal Building Bonds of 1970
and the Certificates of Indebtedness which were issued in 1980.

CAPITAL PROJECTS FUND
Capital projects funds are used to account for resources, primarily proceeds from sale
of general obligation bonds and grants, used for the acquisition of capital facilities
of the City other than those financed by special assessment and enterprise funds. The
Certificates of Indebtedness issued in 1980 to acquire public safety and street equip-
ment are accounted for in this fund.
SPECIAL ASSESSMENT FUNDS
Special Assessment Funds are established to account for the disposition of bond
proceeds or other sources obtained to finance improvements which are to be paid
for, wholly or in part, from special assessments levied against benefited
property. The funds also account for assessments levied against individual pro-
perty owners and the use of the assessments collected to retire the related
bonds. Included in this fund type are:
Improvement Bond of 1974
Improvement Bond of 1977
Temporary Improvement Bond of 1979
Improvement Bond of 1980
ENTERPRISE FUND
Enterprise funds are used to account for the financing of services to the general
public where all or most of the costs involved are paid by charges to users of such
services. In 1980 the City re- established, by Council resolution, the Water and Sewer
Fund to account for those operations.
GENERAL LONG -TERM DEBT GROUP OF ACCOUNTS
This group of accounts contains the long -term debt of the City resulting from the
issuance of general obligation bonds and Certificates of Indebtedness. The debts are
obligations of the City as a whole and not of individual funds.
GENERAL FIXED ASSETS GROUP OF ACCOUNTS
This separate group of accounts contains the fixed assets of the-City, other than those
accounted for in the Water and Sewer (Enterprise) Fund.

We have examined the General Purpose Financial Statements shown on pages 5 through 17,
of the City of Lino Lakes, Minnesota, as of and for the year ended December 31, 1980.
Except as disclosed in the following paragraph, our examination was made in accordance
with generally accepted auditing standards and, accordingly, included such tests of the
accounting records and such other auditing procedures as we considered necessary in the
circumstances.
Because the City does not maintain fixed asset records which provide complete
accounting control over quantities and original costs of all equipment, it was imprac-
ticable to audit the accompanying financial statement of the General Fixed Assets group
of accounts and we express no opinion thereon, except with respect to the basis of
valuation of certain assets included therein, which is at variance with generally
accepted accounting principles as more fully explained in Note 1.
In our opinion, except for the balance sheet of the General Fixed Assets group of
accounts referred to above, the General Purpose Financial Statements referred to above
present fairly the financial position of the City of Lino Lakes, Minnesota, at
December 31, 1980, and the results of its operations, changes in fund balances, and
changes in financial position of the Proprietary Fund type for the year then ended, in
conformity with generally accepted accounting principles applied on a basis consistent
with that of the preceding year.
Our examination was made for the purpose of forming an opinion on the General Purpose
Financial Statements taken as a whole. The accompanying additional information shown
on pages 18 through 37 including selected information from the year ended December 31,
1979, is presented for purposes of additional analysis and is not a required part of
the General Purpose Financial Statements. Such information has been subjected to the
auditing procedures applied in our examinations of the General Purpose Financial
Statements for the years ended December 31, 1980 and 1979 and, in our opinion, is
fairly stated in all material respects in relation to the General Purpose Financial
Statements taken as a whole.

Note 1: Summary of Significant Accounting Policies
a. Basis of accounting - The financial statements were prepared on the
modified accrual basis of accounting. Modifications in such method
from the accrual basis follow:
1. Revenue are recorded as received in cash except
for -
- interest on special assessment levies which is
recorded when due
- revenue susceptible to accrual
- revenue of a material amount that have not
been received at the normal time of receipt
- revenue received before they are earned
2. Expenditures are recorded on the accrual basis
except for -
- disbursements for inventory items which are
considered expenditures at the time of purchase
- interest on long -term debt which is recorded as
an expenditure when due
- disbursements for vacation pay, sick pay and
severance pay which are recorded as expen-
ditures when paid
b. Temporary investments consist of certificates of deposit which are
stated at cost, which approximates market value. Earnings on
investments are allocated to the individual funds based on the
average of month end clerk's balances during the year.
c. Property, plant, and equipment of the Water and Sewer Enterprise
Fund are stated at actual or estimated original cost. Depreciation
is provided on the straight -line method at rates ranging from 2% to
20 %. Depreciation on contributed assets included in the Water and
Sewer Fund is charged against contributed equity.
General fixed assets as of December 31, 1975, were stated at actual
cost or estimated replacement value. Additions since 1975 are
stated at cost. The policy of stating such assets at other than
cost is at variance with generally accepted accounting principles.
Additions and deletions are not accounted for in detailed inventory
records.

Note 1: Summary of Significant Accounting Policies - Continued
Depreciation of general fixed assets is not provided for in the
City's records because depreciation does not constitute a current
budgetary expenditure. The costs of these items are accounted for
as current expenditures of the various funds in the year paid.
' d. Budgetary data - The City Council and the separate boards and com-
missions adopt an annual budget. Supplemental appropriations are
authorized by these same authorities during the budget year. The
11 amounts shown in the financial statements as "Budget" represent the
original budgeted amount.
Note 2: Pension Plan
' Substantially all City employees are covered by a statewide contribu-
tory retirement plan operated by the Public Employees Retirement
Association (PERA). The City records pension expense as the contribu-
tions come due. Contributions for 1980 were $24,779. Contribution
rates are determined on a statewide basis and include provisions for
prior service costs. The assets of the State of Minnesota PERA Fund
were substantially less than the actuarially computed value of vested
1 benefits as of the most recent valuation date. That part of the defi-
ciency attributable to the City is not determinable.
Note 3: Long -Term Debt
General Obligation Bonds - The General Obligation Municipal Building
11 Bond and Certificates of Indebtedness are recorded in the General
Long -Term Debt Group of Accounts. They are backed by the full faith
and credit of the City.
Special Assessment Bonds - These bonds are recorded as a liability in
the Special Assessment Funds. The bonds are payable primarily from
special assessments to be levied and collected for local improvements.
They are backed by the full faith and credit of the City.
Contracts Payable - Contracts included in long -term debt are the
contract obligations extending over several years.

Note 5: Amount to be Provided for Debt Service
Deferred tax levies for future debt service on bonds will be placed annually
as scheduled to provide funds for debt retirement. The total deferred tax
levies to retire General Long -Term Debt are $59,865. In addition,
substantially all amounts to be provided for debt service in the 1980
Improvement Bond Fund will be derived from assessments levied against
the benefited properties of these improvement projects.
Note 6: Water and Sewer Enterprise Fund
Prior to January 1, 1980, the operations of the Water and Sewer Fund
were accounted for for three years in the General Fund and the fixed
assets of the water and sewer operation were reported in the General
Fixed Assets Account Group.
By Council resolution the Water and Sewer Fund was re- established in
1980. On January 1, 1980, the net assets in the General Fund and
General Fixed Assets Account Group relating to the water and sewer
operations were transferred to the Water and Sewer Enterprise Fund.
Note 7: General Purpose Financial Statements "Total Columns (Memorandum Only)"
