The city of Hugo took the lead on the matter with their city engineer producing a report that 64 determines that a shared system could make sense. The group would like to seek grant funding for 65 further study of the matter. 66 67 Council Member O'Donnell moved to approve Resolution No. 13 -22 as presented. Council Member 68 Roeser seconded the motion. Motion carried on a unanimous voice vote. 69 70 3B) Nonexclusive Gas Franchise to CenterPoint Energy 71 i) 2nd Reading of Ordinance No. 06 -12, granting a nonexclusive gas franchise to Center 72 Point Energy; 73 ii) Resolution No. 13 -19, summarizing Ordinance No. 06 -12 for publication purposes 74 75 Administrator Karlson explained that the ordinance, which has previously been approved for first 76 reading, would grant a nonexclusive gas franchise to CenterPoint Energy for 20 years. It includes no 77 franchise fee but allows for that option in the future. He is recommending approval of a second 78 reading and adoption of the ordinance. 79 80 Council Member Roeser moved to waive the full reading of the ordinance. Council Member Rafferty 81 seconded the motion. Motion carried on a unanimous voice vote. 82 83 Council Member O'Donnell moved to approve the 2nd Reading and adoption of Ordinance No. 06 -12 84 as presented. Council Member Roeser seconded the motion. Motion carried: Yeas, 5; Nays none. 85 86 Council Member Roeser moved to approve Resolution No. 13 -19 as presented. Council Member 87 Rafferty seconded the motion. PUBLIC SERVICES DEPARTMENT REPORT There was no report from the Public Services Department. COMMUNITY DEVELOPMENT DEPARTMENT REPORT 100 6A) Resolution No. 13 -20, Approving Efforts to Seek Special Legislation Authorizing 101 Conveyance of Certain Tax - Forfeited Land from Anoka County to the Lino Lakes Economic 102 Development Authority (EDA) — Economic Development Coordinator Divine explained that the 103 resolution would allow staff to seek special legislative action for the conveyance of certain property 104 within the Legacy at Woods area to the Lino Lakes Economic Development Authority. There are 105 parcels that are tax forfeit within the development and state law has regulations regarding its sale. In 106 this case, special legislation would allow all of the proceeds of a sale be returned by the County. The 107 city would then convey certain property to another party for development. 108 109 Council Member Roeser moved to approve Resolution No. 13 -20 as presented. Council Member 110 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. 111 )112 UNFINISHED BUSINESS 113 114 There was no Unfinished Business. 115 116 NEW BUSINESS 117 118 There was no New Business. 119 120 COMMUNITY EVENTS 121 122 SUPER HERO CARNIVAL will be held at Blue Heron Elementary on March 2, 2013 at 11:30 a.m. 123 Participants must be 10 and under. 124 125 The LINO LAKES LIONS CLUB has scheduled its annual Prime Rib Dinner for Saturday, March 2, 126 2013 to be held at St. Joseph's Church. 127 128 CENTENNIAL AREA EDUCATION FOUNDATION invites residents to join "Reach for the Stars" 129 Gala on March 2, 2013. There will be a silent auction at 6:00 p.m. and dinner at 7:30 p.m. Tickets 130 are $55 each of a table of 8 for $400.
