LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: November 10, 2025 <br />TIME STARTED: 6:38PM <br />TIME ENDED: 6:56 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Finance <br />Director Tracy Thoma, Human Resources and Communications Manager Meg Sawyer, <br />Community Development Director Mike Grochala, Chief of Police Curt Boehme and Fire Chief <br />Dan L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:38 PM. <br />SETTING THE AGENDA <br />The agenda was approved as presented. <br />SPECIAL PRESENTATIONS <br />None <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period. <br />Teresa O'Connell, 1000 Main, Lino Lakes, questioned if future water rates would be a blend of <br />costs. She asked about retention ponds and the proposed public works building. She asked that <br />the ponds be cleared of any toxic waste when the project is built. She noted that the city website <br />used to have a list of wells and that it has been absent for a couple of months. <br />Mayor Rafferty stated that staff would follow up with her regarding the future water rates, water <br />quality and question about the current wells in the community. <br />Motion to close the public comment period at 6:42 p.m. <br />RESULT: <br />CARRIED [5-0] <br />MOVER: <br />Cavegn <br />SECONDER: <br />Ruhland <br />AYES: <br />Rafferty, Cavegn, Lyden, Ruhland and Stoesz <br />NAYS: <br />None <br />Page 1 of 4 <br />
