Director Tracy Thoma, Human Resources and Communications Manager Meg Sawyer,
Community Development Director Mike Grochala, City Engineer Diane Hankee, City Planner
Katie Larsen and Chief of Police Curt Boehme.
1. Call to Order and Roll Call
Mayor Rafferty called the meeting to order at 5:37 p.m.
2. Setting the Agenda: Addition or Deletion of Agenda Items
The City Clerk requested to add a review of the upcoming meeting calendar to the
agenda, after Item D. 2026 Final Proposed Budget.
The agenda was adopted as amended.
3. Lino Lakes Dealership and Offices (7920 Lake Drive) —Motor Vehicle Sales Lot
Conditional Use Permit
The City Planner presented an overview of the proposed multi -tenant office building
with auto sales offices to be located at 7920 Lake Drive. She reviewed the concerns with
the project expressed by the City Council at the last meeting, including concerns with
traffic.
The City Planner introduced the applicant Tyler Heubsch, to present his application in
greater detail and answer any questions of the City Council.
The City Planner presented projected traffic patterns from the proposed development.
The City Council discussed the proposed building uses, ownership structure,
maintenance, and traffic patterns as it related to the proposed development with the
applicant.
The Community Development Director summarized that the city has standards for all
developments, that because of the auto use, a condition use permit is required. That
conditions can be placed as part of the conditional use permit. That this item is being

reviewed by the Planning & Zoning Board as well and will return to the City Council for
formal approval on December 8tn
The City Council requested that this item be brought back to a City Council Work Session
for further review, prior to the December 8th regular meeting.
4. 2026 Final Proposed Budget
The Finance Director reviewed the proposed 2026 Final Budget. The Truth -in -Taxation
Hearing is scheduled for December 8tn
Mayor Rafferty requested that time be scheduled for the December 15t Work Session
agenda to provide a final review before presenting the budget at the hearing on
December 81h
Future Meeting Schedule
The City Clerk requested that a closed meeting be scheduled for December 1st at 5:30
p.m. under Minnesota Statues, Section 13D.05, subdivision 3(b) Attorney -Client Privilege
to discuss the Zikar Holding LLC vs. City of Lino Lakes lawsuit.
The City Clerk requested to schedule the January 5, 2026 Work Session to begin at 5:30
p.m. to provide additional time for the review of the 2026 Board and Committee
appointments.
Mayor Rafferty requested to cancel the December 22"d City Council Work Session and
Regular Meeting.
Council Consensus
It was the consensus of the City Council to approve the meeting schedule requests as
presented.
6. Review Regular Agenda
The City Council reviewed the regular agenda.
7. Adjournment
Mayor Rafferty adjourned the meeting at 6:26 p.m.
