Blue Heron Days - City Administrator Karlson noted that City Economic 43 Development Coordinator Mary Divine has announced that William Combs will no 44 longer be able to serve as parade coordinator for the Blue Heron Days parade. She 45 volunteered to cover the responsibilities since no one else stepped forward. Mr. Karlson 4. Lilac Street Rehabilitation - City Engineer Wedel distributed his staff report. The council has authorized the turn back of Lilac Street from Anoka County to the City. As part of that process, the city received $300,000 for future overlay of the street. After a study of the roadway condition, Mr. Wedel explained that it was determined that a reclamation project would better serve the situation. Since Anoka County is in the process of establishing a large reclamation project, he asked them to include Lilac Street as an alternate in the bidding process. The price bid is favorable but is approximately $12,000 over the $300,000 available in the city budget. Mr. Wedel is asking if the council would like to utilize existing balance in the pavement management funds to facilitate the project. 1 P 2 0 CITY COUNCIL WORK SESSION April 23, 2012 DRAFT 46 said he was somewhat concerned about having city staff undertake those responsibilities 47 but, since then, the Chamber has stepped forward and indicated willingness to share some 48 of the responsibilities. The city's regulations mirror those provided by state statute with the addition of certain terms and conditions for issuance of a local permit. BACKGROUND The City has received an application from Target Corporation requesting a permit to sell • fireworks at their Super Target facility located at 749 Apollo Drive. With the permit application the City has received verification of the required liability insurance. In turn the applicant has been provided with a copy of the City's regulations concerning the sale, possession and use of consumer fireworks (Section 1002 of the Lino Lakes Code of Ordinances) as well as a copy of the State's regulations including information on what can be sold. • The application and plans have been reviewed and approved by the Centennial Fire District. BACKGROUND At the May 7, 2012 Council Work Session, the Police Department Organizational Assessment was presented and discussed. The organizational assessment found the police department delivers public safety services in an efficient and effective manner. With the resignation of the Community Relations Coordinator on March 30, 2012, an opportunity presented itself to reorganize the command structure of the Police Department which would result in budget savings while maintaining the same level of service. The police department is proposing to promote a second Captain in order to oversee duties and tasks formerly performed by the Community Relations Coordinator as well as provide oversight of the investigative function of the department. As a result of promoting a Sergeant to Captain, the Police Department proposes to backfill the vacant Sergeant position by promoting an Officer to the rank of Sergeant. In order to maintain patrol staffing levels, the Police Department would no longer staff an Officer full -time at the community elementary schools. The Police Department is committed to continuing to have a presence in our community elementary schools. Department staff has begun to meet with Centennial School District staff to determine how the Police Department can continue to be a strong community partner with our elementary schools. If approved as recommended, the estimated budgetary savings for 2012 would be $39,616.75 and $65.553.00 for 2013. As part of this proposal the department requests the 2012 Approved Police Department Budget be amended to transfer $ 7,500.00 from the Personnel Salary budget line (101- 420 - 4101 -111) to the Contracted Services budget line (101 -420- 4410 -000). Council Resolution # 12 -43 • • • Lino Lakes Police Department Organizational Assessment Prepared By: John Swenson Public Safety Director / Chief of Police May 1, 2012 • • Lino Lakes Police Department Organizational Assessment Background City Administrator Jeff Karlson was directed by the City Council to complete an organizational assessment in October, 2010. This directive stemmed from a May 2009 strategic planning session conducted by Lynn & Associates. During this strategic planning session, a key strategic goal was to "study, measure and improve core work processes to deliver effective and efficient services and programs." Mr. Karlson completed a comprehensive assessment of all city departments, with one exception. Mr. Karlson only assessed the front office staff and Community Relations Coordinator position within the police department. This stemmed from the hiring of a new Chief of Police in April 2011, and the decision was made to have the new Chief of Police conduct the organizational assessment. The initial time set for the Chief was July 1, 2012 for completion of the organizational assessment. Mr. Karison's organizational assessment came with several recommendations, one of which directly impacted the police department. Mr. Karison's assessment determined that both front office employees were performing the same job tasks; therefore, Mr. Karlson recommended that both positions be classified as Records Technicians. Mr. Karlson brought this recommendation to the Council on June 27, 2011, and the job re- classification was approved. On March 30, 2012 the Community Relations Coordinator resigned, which created a situation that required the Chief of Police to complete the organizational assessment of the police department prior to the July 1, 2012 deadline. Front Office Staff The police department has two full time Records Technicians. The primary duties of the Records Technicians include: • customer service at the police department service window • review, code, and scan all police reports and related documents to records management system (RMS) • maintain police department records • respond to all data requests from the public • complete records checks for Public Service Department, permit to purchase firearms applications, respond to other agencies' records inquires • maintain the Court Subpoena calendar for all sworn personnel for both the City and County Attorneys • manage the Harassment /Restraining Order file • serve as the Technical (TAC) with Minnesota Bureau of Criminal Apprehension • • • • assist front office volunteers • general clerical assist The current level of staffing is required due to daily mandatory tasks and timely processing of police reports as required by state and federal mandates. Community Service Officer The police department employs two part time Community Service Officers (CSO). The CSO program is designed to serve as recruitment tool for the Police Officer position. The CSOs are enrolled in either a Criminal Justice or Law Enforcement program and are limited to three years of employment with the police department. During a department restructuring that took place in 2008, the police department employed four part- time CSOs. The CSOs primary duties are: respond to ordinance calls for service delivery of packets to elected officials and City Commission members delivery and pick up of evidence and /or other items from Anoka County Lab, BCA Lab, or other locations as directed • • assist patrol officers as directed to maximize sworn staff availability coordinator and /or assist at various community events cover Front Office staff during vacations and training other duties as assigned. Currently the police department employs two part-time CSOs, which requires the police department to utilize sworn staff to perform some duties that had been performed by CSOs in the past. This is not the preferred method of staff utilization but the difficult economic times of the last several years have required tough staffing decisions. Officer The police department employs eighteen Police Officers. The officer rank is currently assigned as follows. • 2 - Investigators (3 year assignment) • 2 - School Resource Officers (1 assigned in the Middle School & 1 assigned to the 3 elementary schools) • 1- Drug Enforcement Agency (DEA) Task Force Officer • 1— Preventative Policing Officer (PPO) • 12 — Officers assigned to patrol • • • The City of Lino Lakes has one of the lowest crime rates in Anoka County and the police department's primary goal is to further lower our crime rate through a proactive /preventative policing model. The deployment of department staff is reflective of this model and maximizes department staff to further our department mission. The Patrol Division is divided into 4 patrol teams working 12 hour shifts. This shift configuration has afforded the department an opportunity to enhance our staffing model, which has resulted in better patrol coverage for our community, increase safety for officers, and the ability to proactively address crime trends in a preventative manner. Sergeant The police department employs five Sergeants consisting of four Patrol Sergeants and one Administrative /Investigation Sergeant. The Sergeant rank provides first line supervision of department personnel and plays an integral role in the management of the department. Each Sergeant has additional administrative duties assigned to them. This shift configuration enables the police department to have all Sergeants work on the same day at least twice per month, which allows the management team to conduct regular and consistent Supervisor meetings. These meetings have resulted in better communication, enhanced employee engagement, and the creation of the LLPD Action Plan. Administrative /Management Team The Administrative /Management Team of the police department consist of the Chief of Police, Captain, and Community Relations Coordinator (CRC). The CRC position is currently vacant and is budgeted at the .75 full -time equivalent. This position was established in February, 2008 as part of a department reorganization to better position the police department to utilize volunteers to enhance public safety service delivery. This position is a command level position to enable the delegation of tasks and supervision of both sworn and non -sworn police department staff. The police department has one Captain position that serves as the second in command. The Captain oversees department operations, provides direct supervision of all Sergeants, and has taken on significant IT related matters. The Chief of Police is charged with oversight of the entire police department and is the primary contact for community members, elected officials, City staff, and strategic public safety partners. In addition to supervising all police department staff and tasks the Management Team duties include: • Emergency Management • Supervision -Front Office /CSO • ACE Management • Volunteer Coordination • Crime Prevention Court Notification Management Community Relations Supervision - Sergeants • Grant Management • • • Payroll Recordkeeping Overtime Scheduling/Billing Department Data Files IT Coordination Budget Management Purchasing Recommendation The vacant CRC position has provided the police department with an opportunity to conduct an assessment of the department in order to identify any potential cost saving measures to assist with current difficult budgetary times. The CRC position significantly increased the police department's use of volunteers and community engagement. Utilization of volunteers within the police department has enabled sworn staff to maximize their presence in the community. Furthermore, the volunteers serve as a conduit for the police department in our community for public safety communications. The police department believes that staffing a command level position to oversee the duties previously managed by the CRC is vital to maintain current service levels. If the police department were to pursue the hiring of another CRC, it would result in an increase to the police department budget. However, we believe that reorganizing the police department would result in budget savings while maintaining current service levels. It is recommended that the police department create a second Captain position. This position would be filled with one of the current Sergeants, which would create a promotional opportunity for one officer to be promoted to the rank of Sergeant. The police department would not hire a new police officer to back fill; rather the Elementary School Resource Officer position would be eliminated. This would ensure that current staffing levels are maintained by re- allocating the Elementary Officer position into the Patrol Division. The Elementary School Resource Officer is completely funded by the City with no financial assistance from the Centennial School District. The Elementary School Resource Officer is assigned full -time during the school year to the three elementary schools in Lino Lakes and teaches all DARE instruction. Staff is currently meeting with the Centennial School District officials to determine how the police department can continue to have a positive presence in our community's elementary schools. The police department recognizes the importance of a positive police presence in the schools and will ensure that we are engaged in our community's elementary schools. • • The total budget savings recognized in 2012 is estimated to be $39,616.75 and $65,5530 in 2013. However, after inspecting the proposed streets this spring it was determined that the streets identified within the Pheasant Hills subdivision are not in suitable condition to accommodate sealcoating. These streets have been sealcoated in the past and the existing layer of sealcoat is delaminating. Placing a new layer of sealcoat on these streets would be ineffective and not a prudent use of the City's budget. These streets are at the point where only a mill and overlay will provide any benefit. After removing Pheasant Hills from the project scope, there was budget remaining to add different streets to the 2012 project. We have therefore added the Quail Ridge, D. Erickson 2nd Addition, and Rice Lake Estates to this year's project. These streets were previously scheduled to be sealcoated in 2013. This year, approximately 11.7 miles of streets will be sealcoated at an estimated total construction cost of $316,321. This estimate includes the engineering cost to be paid by the hour which will not exceed $12,800. Included in the engineering cost is the plan and specification preparation, bidding, construction inspection, and project close out. The City has allocated a budget for all of the 2012 Pavement Management projects of $467,250, of which $233,910 is available for the sealcoat project. The project is purposely shown to exceed our current budget by $82,411. This was done so that we can maximize the project area completed this year. Based on the actual bid results, we can either reduce the project scope to fit within the City budget or utilize existing funds that are available due to previous years projects coming in under budget. Overlaying is typically a maintenance activity that includes patching of the existing street, followed by the placement of a bituminous wearing course of the entire surface. As part of the design of the improvements for Bradley Street and Leonard Avenue pavement corings were performed on the existing bituminous. It was discovered that there is an inadequate amount of existing pavement to perform a traditional mill and overlay. This project will therefore require the complete reclamation of the existing bituminous in place and 3 -1/2 inches of new bituminous will be paved on top of it. An estimated total construction cost for this project is $233,340. This estimate includes the engineering cost to be paid by the hour which will not exceed $11,600. Wedel, City Engineer MEETING DATE: May 14, 2012 TOPIC : Consider Resolution 12 -42 Authorizing Amendment to Joint Powers Agreement with Anoka County VOTE REQUIRED: 3/5 Vote Required BACKGROUND On October 5, 2009, the City Council approved a joint powers agreement (JPA) with Anoka County for the reconstruction of the I -35E /CSAH 14 interchange. On September 12, 2011, the City Council approved an amendment to the JPA that included a payment to the City of $300,000 in consideration for the turnback of Lilac Street. The City has since received that payment. Lilac Street is currently included in the City's 2012 overlay project. As part of the design of Lilac • Street, we completed several pavement corings of the existing pavement and determined that the pavement is only 3- inches thick and is paved directly on top of the existing sand subgrade without any class 5 beneath it. The existing pavement is not in great shape and we believe performing an overlay will only extend the life of the street another 10 -15 years. Staff is recommending that the City reclaim the existing pavement, creating a new class 5 base with the reclaimed material, and pave 4- inches of new pavement on top of the reclaimed material. This will provide a structurally stronger street section that will have an estimated life expectancy of 30- 40 years. Anoka County is completing a massive pavement reclamation project at multiple locations within the County this year and they graciously included Lilac Street as an alternate to their bids at the City's request. The bid opening occurred on April 4th and the low bidder included an alternate price of $312,278.56 for Lilac Street. The bid price received by the County is very favorable and it is therefore in the City's best interest to have the County complete this project on behalf of the City. The County is requesting the refund of the original $300,000 that was provided to the City for Lilac Street and that the City fund any costs in excess of $300,000. The additional cost above the $300,000 is proposed to be covered from the City's pavement management fund. Due to past pavement management projects coming in under budget, there is a sufficient balance to cover the additional costs. • P34 P35 Resolution 12 -42 authorizes the execution of the second amendment to the JPA for the return of the $300,000 payment from the County for the pavement reclamation and repaving of Lilac Street and agreement by the City to pay any costs that exceed this refund. I am an employee with Centennial School District. I'm not sure if you are aware that a decision will be made on Monday, May l4th to determine whether or not the Elementary School Resource Officer position (SRO) will be eliminated. I've worked with Centennial School District for the past four years and have seen the importance of what the SRO at Rice Lake Elementary has done for the staff and children and it is clear to me that this position is a necessity, not a luxury. Officer Young directs traffic before and after school and we have not had one accident on Birch Street this year. When he is not here, traffic control is out of control. Officer Young has shown us the importance of building rapport with children so that they will respect officers and see them as someone who is there to help and guide them in a positive way. He personalizes his job and It is clear that each child that he interacts with he sees as his own. He spends much of his time getting to know the children from Kindergarten on up to 5th grade so that when he enters the 5th grade classroom to teach the DARE program they see him as someone they know and trust who is leading them down the right path, away from drugs, violence, smoking, and addiction. I understand that the Chief's goal is to keep the DARE program but eliminate the SRO position. This would keep the DARE program by having a random police officer come in off of the streets into the classroom. As a Sign Languag.e interpreter in a 5th grade classroom who has just completed interpreting every 5t grade students' DARE essays, I have felt the necessity of having an Officer in the buildings on a regular basis to build relationships with the children. The majority of the students did not just talk about Why not to do drugs or drink alcohol, they personalized it with how Officer Young impacted their lives by making it real with his personal stories and experience. As a staff of Centennial and as a parent of elementary and high school aged children, I am requesting that you intervene in this decision with the best interest of children in mind. The elementary age is a valuable window of opportunity to influence these impressionable young minds and equip them with truth about police officers and to let them see them as allies, not enemies. To Resist Drugs and Violence By Anna Lundeen Did you know that smoking is the number one cause of lung cancer? In fact, smoking is the leading preventable cause of death in this country. Smoking puts anyone's heath at risk. Marijuana is another harmful substance. Users have more colds and breathing problems. Alcohol slows down your brain and body. It can even lead to coma or death. There are many negative effects of tobacco, marijuana, and alcohol. It is foolish to introduce these substances into your body. Cigarettes contain nicotine — a powerful, addictive substance. Most people that start smoking have a hard time stopping. The poisons in cigarettes can affect your appearance, such as causing wrinkles and yellow teeth. Also, smoking affects the heath of the people around the smoker. Approximately 3,000 non - smokers die of lung cancer each year from breathing other people's smoke. Like cigarettes, marijuana affects your brain and body. It is linked to short term memory Toss, and it slows down your coordination and reflexes. Marijuana also affects your ability to judge distance, speed, and reaction time. This could cause real problems in performing your daily activities safely and effectively. Lastly, alcohol has poor health effects. It goes directly into your bloodstream and can increases your risk of getting a disease. It can also damage every organ in your body. Alcohol use is a proven indicator of car crashes, injury, and violence. In summary, any kind of drug is horrible for you. I now know to stay clear of tobacco, marijuana, and alcohol. All of these types of drugs are illegal for people under the age of 18. Teen bodies are still growing; therefore, these drugs adversely effect them in sports and school. In a situation of peer pressure, I will be strong. I will trust myself to do what I know is right for my health. I, Anna, will take the dare to say "no." D.A.R.E. By: Grace Mork Would you risk you're life to try drugs, tobacco, and alcohol? It might seem tempting and friends may encourage you to try, but if you knew that 400,000 people die each year from these substances, would you take the risk? I have decided I will not. I learned in D.A.R.E. that the risk is too high. Besides all the information about the harm that drugs, alcohol and tobacco can cause, Officer Young had a humorous teaching style so it was easy to learn! Before D.A.R.E., I didn't realize how dangerous drugs, alcohol and tobacco can be. There are minor side effects like yellow teeth, bad breath, shortness of breath, and more colds all from smoking. However, smoking can also cause major damage like cancer in many parts of your body including your brain, mouth, lungs, heart, stomach and liver. Alcohol and drugs can cause similar damage to your brain, liver and esophagus. Those are all important organs, and I would like to stay healthy. If the physical damage isn't enough to convince you to say no, think about the fact that alcohol, tobacco and drug use often leads to addiction. People addicted to drugs will do unbelievable things to get more. I learned in D.A.R.E. that violence is common in the lives of addicts. I have seen this on the TV show Intervention. The lifestyle that addicts end up in is disgusting and hurtful to the families. I would be heart- broken if someone I loved chose drugs over me! Something that puzzles me is why would anyone do drugs? Maybe to make them look cool, to fit in or to stop the peer pressure from friends to try smoking, drinking or drugs. Friends will pressure you because it might be fun, but they aren't thinking of your safety. In D.A.R.E, I learned how to say no or get out of peer pressure by walking away. If I get into a peer pressure situation I know I have options. I won't risk my life just to be popular. I think that D.A.R.E. is one of the most effective programs for preventing kids from trying drugs, alcohol and smoking. D.A.R.E. did not preach that we shouldn't use drugs. DARE gave us the information that friends will not about all of the effects of these substances. Because I have committed to never trying drugs, alcohol and smoking, I know I am going to live a healthy life, and I will be safe from addiction and violence. During the program I learned about tobacco, marijuana, alcohol and what they do to you. I learned how to avoid them and stay alive. Tobacco comes with many, many consequences like if you play sports and smoke you could suffer from shortness of breath and dizziness. Smoking is the number one cause of lung cancer and there are 200 known poisons in tobacco. If you smoke, you could get addicted and not be able to stop. Over 400,000 people die each year from tobacco - related causes. I do not want to be one of those people. Marijuana has even more tar than tobacco and it is also illegal in the United States. Marijuana users have an increased risk of cancer. They also have more colds and upper respiratory problems. Marijuana gives you breathing problems and affects your brain and body. It can cause short -term memory loss and the inability to concentrate. Marijuana is also addictive. Alcohol slows down the brain and body. Examples are: loss of coordination, slowed reflexes, lack of self - control, slurred speech, and memory lapses. Too much alcohol can lead to coma and death. It damages every single organ in your body. I am smart enough not to get any of them near me. D.A.R.E. taught me that nobody can force you to make bad decisions. The program gave me confidence in knowing how to decline drugs. D.A.R.E. taught me that a friend is someone who is trustworthy and honest and someone who likes you for who you are. A true friend doesn't tell lies and threaten you or make you smoke. b.A.R.E. taught me that just because your friend makes bad decisions it doesn't mean you have to. D.A.R.E. gave me ways to say no to people who try to pressure me into making bad decisions. You can do this by saying no, using humor, walking away, or changing the subject. We all need to make our own decisions, not let someone control us. Officer Young has taught me all about drugs so that I know what to do when someone tries to pressure me to take them. I know how bad drugs are and all their known side effects. Thanks to D.A.R.E. I know how to stay away from them. I know what to do if I get pressured into taking them. Once a week, Officer Young came to our classroom to teach the DARE program. He taught me many things to help me in the future. I have learned many things in the D.A.R.E. program about tobacco, drugs and alcohol. Some of the facts I learned in D.A.R.E about tobacco are that more than 400,000 people die of smoking cigarettes each year and that it can put your family and friends at risk. That about 3,000 nonsmokers dies of lung cancer each year from breathing second hand smoke. Cigarettes contain nicotine — a very additive substance but also have 200 known poisons in cigarette smoke. Smoking is a very common cause of lung cancer, - also a leading cause of cancer of the mouth, throat, bladder, and the kidney. Smokers also have more colds and upper respiratory problems. It also may alter your appearance by drying out your skin, making your teeth yellow and gives you bad breath. Marijuana is another form of tobacco but is also an illegal drug. Much like tobacco, marijuana causes breathing problems and users have more colds and upper respiratory problems. But it also affects your brain and body for example, you can have short -term memory loss, a hard time concentrating, it can slow your coordination and reflexes and it can affect your ability to judge distance, speed and reflection time — these are important in sports or even riding a bike. It is also very addictive and there is more tar in marijuana smoke than in tobacco smoke. There is an increased risk of cancer with marijuana users and that marijuana smoke contains 50% - 70% more of some cancer causing chemicals than tobacco smoke. Alcohol is illegal for anyone under the age of 21 years old. Mixing alcohol with medicine is very dangerous. Alcohol can slow down your brain and body such as a loss of coordination, poor judgment, slowed reflexes, memory lapses, loss of self - control and slurred speech. Too much alcohol can slow down the body and lead to coma and death. Alcohol can damage every organ in your body. Drinking alcohol and driving is also very dangerous and could cause you to get in an accident and hurt yourself or others. All these facts I've told you already are all TRUE facts!!!! During my time in the D.A.R.E. program I have learned many things. I have learned about the effects of tobacco, drugs and alcohol and all the damage they can cause. I have also learned about the effects of peer pressure and how to avoid being put in a risky position. The best thing to do is just say NO to anyone offering you cigarettes, alcohol or drugs. I think it is important to stay drug and alcohol free because first it is very expense and it can cause many problems such as losing your good friends, your home and you could even get arrested. It can also change the way we act and treat other people. It is also very harmful to our bodies that could cause lifelong illnesses and diseases. It can cause us to make very bad decisions such as driving drunk or under the influence of drugs where we could end up hurting or killing ourselves and someone else. These bad choices can end up ruining our lives where we would have to deal with the consequences of our bad decisions for the rest of our lives. Marijuana could kill you if made wrong. Drugs and alcohol could cause many problems with your family and friends and just aren't worth what it is you could lose. I am so happy I know how to take charge when somebody offers me drugs, a cigarette, or marijuana. If anyone asked me if I wanted a cigarette I would say, "Those things are nasty. Why would you even take one ?" If anyone offered me alcohol I would say, "My parents would take away my Wii if I did drink some." The definition of D.A.R.E. is Drug Abuse Resistance Education and the decision - making model is Define Assess Respond Evaluate. From D.A.R.E, I have learned to make good decisions and how to say no to smoking, tobacco, drugs and alcohol. I have learned it can be very hard to say no to these things because of peer pressure and other kids encouraging you to do it, and that if you don't agree you might get picked on or teased. I have learned that there are going to be many times in my life where I get asked to try these things, but I can't let peer pressure and other kids persuade me to try them. It's okay if have to walk away getting teased. The choice I make to say NO will far outweigh the teasing. Smokers have more heart and upper repertory problems .Smoking is the number one cause of deaths. Alcohol can slow down your body and lead to coma or death. It's illegal for anyone under the age of twenty one to drink alcohol. If teens drink alcohol then they could have problems in sports or in school. If you mix medicine in alcohol then it's very dangerous for you Tobacco can cause yellow teeth or smelly breath, it's illegal to sell tobacco to anyone under the age of eight teen . There are two hundred known poisons in tobacco . Over four hundred thousand people die each year from tobacco. If you play sports and smoke, you could suffer from dehydration or shortage breath and dizziness. Tobacco can cause problems in your mouth, brain, throat, lungs, heart, and liver. I know not to fall for dumb advertisements that try to get kids and grown ups to smoke. You could stop hanging around them or if you are in per pressure just remember D.A.R.E and what you learned with officer Young. I Seth Obert pledge to never take drugs of alcohol in my life and eternity. Dumb Decisions by: Melanie Tretsven Have you ever questioned why people take drugs, drink alcohol, and smoke? Are they pressured into it? Are they really ignorant about the effects of drugs, alcohol, and smoking? Choosing to smoke or not is a life or death decision! And, in my opinion, I'm pretty certain that living is way better than being dead... so don't take the cigarette from that one person who offers you one! I think this is a pretty good reason not to smoke. Smoking causes lung cancer, breathing problems, and, sadly, often death. The worst part, though, (this is the reason why people can't stop smoking) is the nicotine. Nicotine tells your body that you need more. To me, it's as addictive as the Hunger Games books! And to my mom, it's as addictive as Dunn Bros coffee! Now that's pretty addictive. In almost every TCM movie my mom and I watch, there are people smoking in it. Back then, people smoked because they thought it would make them cool and everyone would like them. They were ignorant about the effects of smoking. To them, it was just another regular everyday thing in their lives. Smoking tobacco can also change your appearance (what you look like). It can dry out your skin and cause wrinkles, and it can also yellow teeth and give you bad breath. I wouldn't want to hang out with you at lunch with that bad breath. Yuck! Sometimes people break the law by smoking and drinking under age. That, my friend, would not get you on the officer's good side. I wouldn't go against them and take that risk. Following the really shouldn't be that hard. Getting drunk doesn't solve all your problems, either. Confess your problems and get all that dead, useless, stressful weight off your back and you will feel a million times better. No, a billion times better. In fact, all of that weight sometimes causes people to drink, smoke, or take drugs because they think it will help them, but instead adds on more weight to the pile. Why do people take drugs? There are good drugs and bad drugs. People take good drugs for a certain reason. Like if they are sick, they will take good drugs to feel better. Other reasons why people take good drugs are because of medical issues, mental issues, and, when they can't sleep, for a good night sleep. One question remains, why do people take bad drugs? That, I'm afraid, I cannot answer. Could you tell me sometime? I would gladly like to stop people of taking bad drugs for no apparent reason. It could help the people of the world from dying so often. I could actually just look it up by myself. Maybe in the DARE book. One thing I forgot to mention is marijuana. I'm not saying he would, but imagine if Officer Young came to direct traffic after smoking marijuana just a minute before. He would direct cars into fences and graveyards, one crashing into the school, setting the school on fire, houses on fire, creating an uprising that destroys the Earth... ok, maybe I am going a little too far. But no matter what, it won't be a pretty sight to see. I hope you found this convincing, because I convinced myself pretty well to never smoke, drink, or take drugs. I will not be one of those people who drive after dark, drunk, and smashing into signs and trees that "appeared out of nowhere ". I won't be a smoker. I won't be a drug dealer selling drugs to kids and adults. I love DARE and I always will. It taught me important, life changing facts about unhealthy habits. Officer Young is a funny and wonderful DARE officer and whoever gets him after me is very lucky. I will miss DARE, Officer Young, and Daren.
