Members of the Police Department will be at the meeting to provide a more detailed explanation of what they envision and how the mural would be painted. Since there are guidelines in place for the building which address appearance issues and reference " a great deal of planning has been incorporated into the architecture and interior design ", to is apparent to me that there has been past discussions regarding building appearance. For this reason, I am bringing this idea to the Council for feedback. Requested Direction: Provide direction to staff as to whether the proposed mural is acceptable or not or any conditions such as location, whether it is permanent or temporary, etc. 1 WORK SESSION MEMORANDUM To: Mayor Bergeson and City Council Members From: Rick DeGardner, Public Services Director Date: February 9, 2005 Re: Item #3 - Review New Recreation Department Tiered Fee Structure, Registration Process, and Program Changes Beginning this spring, there are several significant changes related to the Parks and Recreation Department I want you to be aware of. Perhaps the most substantive changes pertain to program fees and the registration process. We have converted fees for most of our programs to a tiered rate system. Those programs with the new tiered -rate system will have a regular fee and a Lino Lakes resident fee, which is lower. The process to register for programs will change dramatically. In summary, all resident registrations received (by mail, fax, drop box) by February 28 will receive first priority. Resident registrations (phone -in, walk -in) will be accepted beginning March 3 - they will receive second priority. General registration will begin March 7. At this time, anyone who wishes to register may do so. No residency requirements will apply at this time. I have included a copy of the registration information page that will be included in the spring brochure. Since the Centennial School District is now operating the Kid's Club program during the school year and summer, the Parks and Recreation Department will no longer be offering the "Options" program. We will not be operating a summer playground program at Golden Lake Park in Circle Pines this summer. However, we have expanded our summer playground program by adding a morning program at Sunrise Park. Finally, we have reduced the size of the adult softball program by eliminating the Tuesday night men' s league. This will provide additional fields for the various youth sports associations. We have also given registration priority for resident teams, and will be charging an additional fee for "non- resident" teams. 2/3/2005 RD /Recreation Programmina/Council -new registration and fees Registration Information - NEW. 1st Priority Lino Lakes Resident: Mail -in, Fax -in, Drop Box Residents who mail -in, fax -in or drop -off their program registrations in the drop box will receive first priority. Mail -in, fax -in (with Visa or MasterCard) and drop box registrations will be processed in a random order beginning Monday, February 28. Pre - registration is required for all programs unless noted otherwise. 2. Registrations can be mailed -in, faxed -in (with Visa or MasterCard), dropped off in the drop box, phoned -in orwalked -in. Please note when each will begin. 3. Completely fill out a registration form with the information requested for each individual registering. Missing information could cause a delay in the processing of your registration. 4. Full payment must accompany registration form. Checks should be made payable to "City of Lino Lakes." 5. Telephone registrations will be accepted with a Visa or MasterCard. We are unable to accept telephone registrations without payment. 6. Instructors are not permitted to accept registrations at the activity location. 7. Classes are filled on a first - come, first -served basis. Register early. We will continue to accept registrations throughout the season provided there are openings in the requested program. 8. If the original program fills, a waiting list may be started. Additional sessions will be started if interest is shown and if space /instructors are available. 9. Include a self- addressed stamped envelope if you would like a confirmation of your registration. Letters of confirmation are not sent. 10. Requests to change activity locations, sessions or times for registra- tions already completed will be accommodated on a space available basis. 11. Refunds Any person who is not satisfied with their program selection or the quality of a program may requesta full refund. Exceptions to receiving a full refund: • If tickets or other service were purchased and are not refundable, the ticket or service purchase price will not be refunded. • If you received equipment or supplies that were not returned, the price of these items will not be refunded. • If you withdraw after the program starts, a prorated refund may be issued. • Full refunds cannot be guaranteed if requested after a program has been held. Note: Check refunds generally take 3 to 4 weeks from the date of approval to be processed and mailed. Studenski, City Engineer "'2 RE: Well No. 5 Based on previous discussions with City Council, staff wants to run through the pumphouse structure with City Council to make sure the overall design is in accordance with their concerns. The recommended size of the building is 20 feet by 22 feet. The exterior of the structure would be brick and block. This layout is sized just for the mechanics of the well and will not provide any additional storage within the building. The results of the soil borings have been completed and a minimal amount of soil correction will be necessary. The structure can therefore feasibly be located at the Captain's Place site. As with all well projects, the well drilling and pumphouse structure will be bid as two separate items. This allows the project to keep moving forward while the structure is under design. The results of the well drilling are then incorporated into the final design details prior to it being bid.
