Re: Road Reconstruction Communication Plan
Background
Ms. Terri Heaton and Mr. Craig Rapp of Springsted Inc. will be present to discuss
assistance they could provide the City of Lino Lakes with developing a communications
plan and preparing and presenting public information related to the road reconstruction
referenda in order for the public to be informed when voting on the issue.
Requested Council Direction
Staff is requesting that the City Council consider obtaining professional assistance in
developing and implementing an effective communications plan related to the road
reconstruction referenda.

Re: Work Session Item #5 AUAR/Hardwood Creek Development Site
AUAR Process
City staff is currently working with the AUAR consultant team to prepare the Draft
Alternative Urban Areawide Review (DAUAR) document. Attached is the proposed
schedule for the process. We are anticipating that the draft document will be ready for
Council action to authorize distribution at the June 27, 2005 regular meeting. Meetings
have been set up with the Environmental Board and AUAR Advisory Panel on June 7 and
June 9, respectively for their review of the document. Comments received will be
provided to the City Council.
Hardwood Creek Development Site
Planning for the development site has been suspended, for the most part, pending
completion of the AUAR process. Following release of the DAUAR the development
team would like to recommence neighborhood meetings for the purpose of gathering
public input on the development design. There are no requirements within the AUAR
process that would preclude these meetings from taking place. There has also been
interest expressed by neighboring property owners to begin this dialogue. It is anticipated
that the overall master plan for the site will be shaped by the public input and the AUAR
and Mitigation plan.
We are anticipating, following completion of the AUAR process, an application
requesting a Comprehensive Plan Amendment for the site and rezoning to Planned Unit
Development (PUD). Staff would like to discuss the process and council expectations for
the development project review.

Re: Complaint related to VFW Building Project
Background
The City Council received a written complaint related to the VFW building project, dated
May 6, 2005 (attached). This item is being put on the agenda for the purpose of staff
providing an update to the Council as to how the issues identified in the letter are being
addressed.
Requested Council Direction
Staff is not requesting specific direction from the Council at this time.

Lino Lakes City Officials:
We are the neighbor to the recently - constructed VFW on its east side. We are pleased to
see that it has prospered, but feel the need to address a few issues. I will give you a little
background as to what we face every day:
The noise created by the fans is quite loud and will get louder once the air
conditioning is running (a noise barrier would be appropriate);
The parking lot on the north side of the building is rarely used. Instead,
customers park on the south side of the building and on Lois Lane and create major safety
problems (No Parking signs would be appropriate). It was understood that the paved
area to the south of the building was intended to be a turn- around for drop off and
delivery service, and would be curbed;
There is much garbage laying around and blowing around into the
neighborhood and beer bottles throw into our yard (an enclosure for the garbage cans
would be appropriate).
One issue that we have not yet had to face every day is the helicopter which they intend
to install in their north parking lot and will be seen directly out our patio door. Having
this helicopter is a great memorial to all who serve/have served for us and should be
installed nearer to Lake Drive so that the public can enjoy it and we will not have to look
at it every day out our patio.
