Re: Civic Complex Energy Assessment
In 2003, The Institute of Environmental Assessment (IEA) was contacted to conduct an
engineering investigation of the heating, ventilation, and air conditioning (HVAC) system
as well as the building envelope due to substantial mold growth identified within the
HVAC supply ducts and in a wall of Room 5 in the ECFE building. The intent of the
investigation was to determine the likely cause of the mold growth within the supply duct
system so as to prevent or minimize future mold growth. The purpose of the building
envelope evaluation was to determine if construction deficiencies existed within the wall
system throughout the civic complex. The findings of the building envelope evaluation
using thermal imaging suggested that the areas of the wall system had potential
deficiencies. IEA recommended that further evaluation of the exterior wall systems be
done to verify anomalies during the thermal imaging evaluation.
To resolve these issues, necessary tasks were divided into four categories; Remove the
existing mold, improve mechanical systems, improve monitoring of the entire mechanical
system, and improve building envelope.
Remove Existing Mold - DCI, Inc. was retained to clean and sanitize the entire air
conveyance systems including the air handling units, ductwork, mechanical components
and diffusers.
Improve Mechanical Systems - Several upgrades were made to the mechanical system
including carbon monoxide sensors, return air humidity sensors, centralized electronic
monitoring system, and a programming control override to help dehumidify air brought
from the outside.
Improve Monitoring of the Entire Mechanical System - Staff has developed an extensive
maintenance program for all mechanical systems within the civic complex including
regular maintenance inspections and a replacement schedule for all components including
belts, filters, etc.

Improve Building Envelope - Back in 2003 while we were addressing the mold issue in
the ECFE, the Judd Allen Group conducted an evaluation of the building envelope to help
assure that moisture problems would not recur in possibly vulnerable areas in the future.
A thermal imaging scan and field inspection were performed. Several recommendations
were provided as the suggested course of action. Subsequent meetings with Leonard
Parker Associates and Adolphson & Peterson resulted in most of the recommendations
being implemented. The Judd Allen Group indicated the problems observed in the
construction to be fairly minor, and agreed that the corrective repairs performed by
Leonard Parker and A & P would eliminate the presence of unwanted condensation.
Earlier this year, The Center for Energy and Environment (CEE) performed an inspection
of the integrity of the building envelope using infrared thermography and airflow tracer
smoke. Significant air leakage and heat loss were confirmed at the roof -wall joints and
penetrations in the wall around the buildings. Several corrective measures were
recommended to improve the exterior shell of the civic complex. This report was
distributed to the City Council at the June 15, 2005 work session. City staff has
performed the air - sealing of accessible areas at the perimeter of the wall joints and
window sills. The remaining work to be completed needs to be done by qualified air
barrier contractors. Weather - protecting the building exterior will not only result in energy
cost savings, but will also eliminate the potential for moisture incursion to occur.
Staff is asking the City Council to authorize staff to proceed with soliciting quotes for the
necessary improvements. I will be in attendance at the July 6 City Council Work Session
should you have any additional questions.

CSAH 14/I -35E Interim Improvements
Anoka County has been working on the conceptual design of the CSAH 14/I -35E
Interchange. As the council is aware the County is pursuing federal funding for the
interchange reconstruction (2009 2010 dollars) in this years project solicitation process.
As an interim measure the county is proposing to incorporate some temporary
improvements to the interchange including a loop in the northwest quadrant, a new street
access east of 21st Avenue to service parcels south of CSAH 14, and signalization of the
ramp intersections. The County is also proposing to incorporated a park and pool lot, to
be located in the southwest quadrant of the interchange (east of the Gas Station).
Anoka County is currently submitting an application for federal Congestion Mitigation
Air Quality (CMAQ) funding to assist with the project. The inclusion of the park and
pool lot into the proposed project enhances the chance of a successful application.
Staff is requesting Council consent to send a letter of support.

RE: REGIONAL FUNDING SOLICITATION
Dear Doug,
The City of Lino Lakes is writing this letter in regards to this year's federal funding
solicitation. We have been informed that Anoka County will be submitting a Congestion
Mitigation Air Quality (CMAQ) application for a park and pool facility at the CSAH 14
and I -35E interchange.
This letter is in support of the project and for Anoka County to pursue federal funding.
The City of Lino Lakes and Anoka County continue to coordinate their efforts in
improving the areas transportation issues. We feel this project will help address the
transit needs occurring in the area.
If you have any further question in regards to the project on the cities end, please fell free

Re: City Survey
Background
Funds were included in the 2005 budget for a city survey. Staff priorities have been to
complete the Pavement Management Program, feasibility studies, etc. in order to allow
for a street improvement referendum this November. With these tasks completed, and in
response to recent council discussions, staff has placed the issue of a city survey on the
agenda to discuss proceeding with this project.
The last city survey was completed in 1996 and is enclosed in order for you to familiarize
you with what was done in the past.
Requested Council Direction
Staff is seeking direction as to whether this project should be initiated by staff at this time
by seeking information and proposals to design and conduct the survey from qualified
organizations for future Council consideration.
