LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: February 9, 2026 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:17 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson, Ruhland and Rennaker <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, <br />Communications Specialist Andrea Turner, Community Development Director Mike Grochala, <br />City Planner Katie Larsen, City Engineer Diane Hankee, Chief of Police Curt Boehme and Fire <br />Chief Dan L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />SETTING THE AGENDA <br />The agenda was approved as presented. <br />SPECIAL PRESENTATIONS <br />A. Mayor Rafferty administered the Oath of Office for Firefighters: Kaleb Paehlke, Kyle <br />Fleury, Brandon Deutsch, Breyden Kaeding and Edward Enriquez <br />B. MN Senator Heather Gustafson provided a State Legislative Update <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period at 6:46 p.m. <br />Rick Capocasa, 886 Old Birch Street, Lino Lakes, stated that his neighbor has a wood fire boiler <br />and the smoke is getting into his house, garage and cars. He has spoken with the neighbor; <br />however, the issue has not been resolved. He asked that the city address the nuisance created <br />by the smoke. <br />Mayor Rafferty stated that he would follow up with staff and Mr. Capocasa regarding the matter. <br />Chris Stowe, 426 Pine Street, Lino Lakes, stated that he is here this evening to formally state his <br />interest in serving on the Rice Creek Watershed District Bord of Managers. He asked that the <br />Council support his application by adding his name to the list of candidates included in the draft <br />Resolution No. 26-18, scheduled for action this evening. <br />Page 1 of 5 <br />
