The meeting was called to order by Mayor Rafferty at 6:30 PM. SETTING THE AGENDA The agenda was approved as presented. SPECIAL PRESENTATIONS A. Mayor Rafferty administered the Oath of Office for Firefighters: Kaleb Paehlke, Kyle Fleury, Brandon Deutsch, Breyden Kaeding and Edward Enriquez B. MN Senator Heather Gustafson provided a State Legislative Update PUBLIC COMMENT Mayor Rafferty opened the public comment period at 6:46 p.m. Rick Capocasa, 886 Old Birch Street, Lino Lakes, stated that his neighbor has a wood fire boiler and the smoke is getting into his house, garage and cars. He has spoken with the neighbor; however, the issue has not been resolved. He asked that the city address the nuisance created by the smoke. Mayor Rafferty stated that he would follow up with staff and Mr. Capocasa regarding the matter. Chris Stowe, 426 Pine Street, Lino Lakes, stated that he is here this evening to formally state his interest in serving on the Rice Creek Watershed District Bord of Managers. He asked that the Council support his application by adding his name to the list of candidates included in the draft Resolution No. 26-18, scheduled for action this evening. Page 1 of 5 Lino Lakes City Council Minutes Mayor Rafferty noted that the application process, being conducted by Anoka County, had already closed on February 3, 2026. However, if it was possible to add his name to list of candidates supported by the City Council, the City would do so. Appointment of Paid On -Call Firefighter Page 2 of 5 Lino Lakes City Council Minutes Motion to appoint Nathan Tarr to the Paid On -Call Firefighter position, at the Starting Step of the Paid On -Call Firefighter wage scale, with a start date of February 10, 2026. Resolution No. 26-10, 2026 Birch Street Sewer Crossing Project Motion to adopt Resolution No. 26-10, Order Project, Approve the Plans and Specifications and Authorize the Ad for Bid, 2026 Birch Street Sewer Crossing Project. RESULT: CARRIED [5-0] MOVER: Nelson SECONDER: Lyden AYES: Rafferty, Lyden, Nelson, Ruhland and Rennaker NAYS: None B. 2026 Street Rehabilitation The City Engineer reviewed the public notification steps that would be taken for this project. Councilmember Rennaker requested that additional informational signs be added to the commercial district within the project area.
