CITY OF LINO LAKES <br />RESOLUTION NO. 26-21 <br />APPROVING AUTOMOBILE REPAIR -MINOR CONDITIONAL USE PERMIT <br />FOR VALVOLINE (CLEARWATER COMMONS) <br />WHEREAS, the City received a land use application for a conditional use permit for <br />automobile repair -major and minor ("Development"); and <br />WHEREAS, the February 11, 2026 Planning & Zoning Board Staff Report and the March <br />9, 2026 Council Staff Report provide supporting narrative and documentation for the <br />Development; and <br />WHEREAS, the property is zoned GB, General Business and allows for automobile repair - <br />major and minor with an approved conditional use permit; and <br />and <br />WHEREAS, the legal description of the property is Lot 3, Block 1, Clearwater Commons; <br />WHEREAS, City staff has completed a review of the land use application based on the <br />following plans: <br />e Site Development Plan prepared by CESO dated January 12, 2026 <br />o Color Building Elevations dated January 12, 2026; and <br />WHEREAS, the Planning & Zoning Board held a public hearing on February 11, 2026 and <br />the Board recommended approval of the conditional use permit. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that: <br />FINDINGS OF FACT <br />Per City Code Section 1007.016(3): <br />(e) The Planning and Zoning Board shall hold the public hearing and consider possible <br />adverse effects of the proposed conditional use. Its judgement shall be based upon, but not <br />limited to, the following factors: <br />1. The proposed development application has been found to be consistent with the <br />design standards listed in § 1007.020(4). <br />See below. <br />
