LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: March 9, 2026 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:27 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson, Ruhland and Rennaker <br />MEMBERS ABSENT: None <br />Staff Members Present: City Clerk Roberta Colotti, Community Development Director Mike <br />Grochala, City Planner Katie Larsen, City Engineer Diane Hankee, Chief of Police Curt Boehme and <br />City Attorney Liz Vieira. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />SETTING THE AGENDA <br />The agenda was approved as presented. <br />SPECIAL PRESENTATIONS <br />None <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period at 6:32 p.m. <br />Delight DeMulling, 875 Lois Lane, Lino Lakes, thanked the Council for reviewing the policy <br />proposal on immigration enforcement she presented at the February 23, 2026 meeting, and <br />noted that the City had posted the current Public Safety Policy #412 to the website, public safety <br />FAQ section in response to this request. <br />Ms. DeMulling stated that good governance depends on professionalism and good working <br />relationships between elected officials and city staff. She stated that the exchange at the <br />February 23, 2026, meeting during the discussion of the Peltier Ponds application raised concern <br />as a resident. <br />Jeff Johnson, 6965 Sunrise Drive, Lino Lakes, presented information on a 2026 Summer <br />Karaoke/Music in the Park series that he is working on putting together. The Karaoke/Music in <br />the Park series is designed to bring more events and activities to town. The series will be held on <br />Tuesday evenings from 5-9 p.m., weather permitting. The program will be held in the open area <br />known as Town Center greenway, which is located across the field, northwest from City Hall. <br />Open to anyone that would like to join in and sing. It is something for families as well. There is no <br />cost to the city or participants for this program. Presenting for consideration of Council and <br />hopefully residents would enjoy it. <br />Page 1 of 6 <br />
