MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson, Ruhland and Rennaker
MEMBERS ABSENT: None
Staff Members Present: City Administrator Karen Anderson, Community Development Director Mike
Grochala, Human Resources and Communications Manager Meg Sawyer, Public Services Director Rick
DeGardner, Public Works Superintendent Justin Williams, Finance Director Tracy Thoma, Chief of Police
Curt Boehme and Fire Chief Dan L'Allier.
1. Call to Order and Roll Call
Mayor Rafferty called the meeting to order at 6:00 p.m.
2. Setting the Agenda: Addition or Deletion of Agenda Items
The agenda was adopted as presented.
3. Strategic Plan Review
The City Administrator reported that on March 2, 2026, the City Council received the results of
the 2025 Polco National Community Survey. It is requested that the City Council review the
results of the survey against the adopted Strategic Plan.
Facilitator Phil Kern led the discussion and update of the Strategic Plan including:
• Review of the Strategic Plan and Community Survey
• Prioritization Exercise
• Action Plan
4. Adjournment
Mayor Rafferty adjourned the meeting at 8:48 p.m.
These minutes were approved at the regular Council Meeting on April 27, 2026.
