Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: April 13, 2026 <br />TIME STARTED: 6:01 P.M. <br />TIME ENDED: 6:27 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson, Ruhland and Rennaker <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Community <br />Development Director Mike Grochala, City Planner Katie Larsen, City Engineer Diane Hankee, <br />Environmental Specialist Thomas Hoffman, Public Works Superintendent Justin Williams, Finance Director <br />Tracy Thoma, and Police Sergeant Nate Hamann. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:01 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />Council Member Nelson requested an opportunity to present a topic for future consideration. <br />The agenda was adopted as amended. <br />3. Review Regular Agenda <br />The City Council reviewed the regular meeting agenda for this evening. <br />The Environmental Specialist reported that as a Special Presentation, the Arbor Day Tree City <br />USA Proclamation would be presented. This is the 371h year that Lino Lakes has been part of the <br />Tree City program. <br />The Council discussed the street sweeper acquisition and acceptance of the RCWD grant <br />scheduled for approval with the consent agenda. <br />Mayor Rafferty recognized Paul Kartman for his contributions to the City of Lino Lakes as a Paid <br />On -Call Firefighter and member of the community. <br />The City Administrator stated that Mr. Kartman is being recommended for appointment to the <br />Part -Time Firefighter position. <br />The City Council reviewed the Community Development items. <br />The City Engineer noted that the First Reading of Ordinance No. 03-26, Vacating Drainage <br />Easement, 24 Century Trail, Lot 2, Block 1, Century Farm North, would require a public hearing <br />tonight. <br />Page 1 of 2 <br />
