Lino Lakes City Council Work Session Minutes DATE: April 13, 2026 TIME STARTED: 6:01 P.M. TIME ENDED: 6:27 P.M. LOCATION: Community Room MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson, Ruhland and Rennaker MEMBERS ABSENT: None Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Community Development Director Mike Grochala, City Planner Katie Larsen, City Engineer Diane Hankee, Environmental Specialist Thomas Hoffman, Public Works Superintendent Justin Williams, Finance Director Tracy Thoma, and Police Sergeant Nate Hamann. 1. Call to Order and Roll Call Mayor Rafferty called the meeting to order at 6:01 p.m. 2. Setting the Agenda: Addition or Deletion of Agenda Items Council Member Nelson requested an opportunity to present a topic for future consideration. The agenda was adopted as amended. 3. Review Regular Agenda The City Council reviewed the regular meeting agenda for this evening. The Environmental Specialist reported that as a Special Presentation, the Arbor Day Tree City USA Proclamation would be presented. This is the 371h year that Lino Lakes has been part of the Tree City program. The Council discussed the street sweeper acquisition and acceptance of the RCWD grant scheduled for approval with the consent agenda. Mayor Rafferty recognized Paul Kartman for his contributions to the City of Lino Lakes as a Paid On -Call Firefighter and member of the community. The City Administrator stated that Mr. Kartman is being recommended for appointment to the Part -Time Firefighter position. The City Council reviewed the Community Development items. The City Engineer noted that the First Reading of Ordinance No. 03-26, Vacating Drainage Easement, 24 Century Trail, Lot 2, Block 1, Century Farm North, would require a public hearing tonight.
