RECESSED: April 27, 2026 at 6:26 P.M. RECONVENED: May 4, 2026 at 5:33 P.M. ADJOURNED: May 4, 2026 at 5:58 P.M. LOCATION: Council Chambers MEMBERS PRESENT: Acting Mayor Ruhland, Councilmembers Lyden, Nelson and Rennaker EXCUSED ABSENT: Mayor Rafferty Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti and Chief of Police Curt Boehme. 1. Call to Order and Roll Call Acting Mayor Ruhland called the meeting to order at 5:30 p.m. 2. Setting the Agenda: Addition or Deletion of Agenda Items The agenda was approved as presented. 3. Anoka County Assessors Report The Anoka County Assessor reported that in Minnesota it is the duty of the Assessor to value and classify property. This is done annually as of the assessment date of January 2nd. All aspects of the assessment, including but not limited to the assessment date, sales period for each assessment and property tax classification are dictated by state statute and under the oversight of the Minnesota Department of Revenue. The Assessor reviewed the sales ratio studies that were used in establishing market values. He reviewed the residential sales tools that were used. He reviewed the Lino Lakes, Median Sale Price vs. Estimated Market Value chart. He presented a table illustrating how values have changed from 2025 to 2026 by property type and how Lino Lakes compares to countywide figures. 4. Local Board of Appeal and Equalization Hearing The public hearing was opened at 5:55 p.m. Robert Nelson, 6733 East Shadow Lake Drive, Lino Lakes, requested that his valuation be reconsidered and reduced. He stated that he is an original owner of the property, that when he purchased the property it was one of the smaller building designs offered by the builder. That recently other properties have made significant site improvements, driving up the valuations in his neighborhood. Jesse Johnson, 769 Country Lakes Drive, Lino Lakes, discussed two sales that took place along his street. One sale was $607,000 and Anoka County had the assessed value at $765,100, and the other sale was $899,000 Anoka County had the assessed value at $914,000. He thought his Page 1 of 3 property valuation should be set at $650,000 based on those sales and Anoka County's assessed values and requested that this assessed valuation be revised. The public hearing was closed at 6:19 p.m. The Board directed that the County Assessor review the two properties and provide a recommendation to the Board at a reconvene meeting. The County Assessor reported that several property owners contacted his office in advance and they had an opportunity to view the properties and presented here this evening are the recommended changes. Motion to accept the valuation adjustments as presented for the following properties: • PID 35-31-22-14-0003 adjusted to $604,800 • PID 32-31-22-13-0017 adjusted to $705,200 • PID 22-31-22-41-0055 adjusted to $650,000 • PID 27-31-22-31-0008 adjusted to $799,000 • PID 36-31-22-34-0027 adjusted to $695,000 • PID 36-31-22-34-0026 adjusted to $625,000 RESULT: CARRIED [4-0] MOVER: Nelson SECONDER: Rennaker AYES: Lyden, Nelson, Ruhland and Rennaker NAYS: None 5. Recess Motion to recess the meeting until May 4, 2026 at 5:30 p.m. in the Council Chambers. RESULT: CARRIED [4-0] MOVER: Lyden SECONDER: Rennaker AYES: Lyden, Nelson, Ruhland and Rennaker NAYS: None 6. Reconvene Acting Mayor Ruhland reconvened the meeting at 5:33 p.m. on May 4, 2026. 7. Action on Appeal Requests The Anoka County Assessor reported that they met with both property owners that requested an adjustment. He stated that 1% of the total value of the city is the maximum that can be reduced by the Board. That the city/county cannot create inequality in valuations. The County Assessor stated that following review they recommend and Mr. Johnson was in agreement with a valuation change from $818,400 to $768,400. Page 2 of 3 Motion to accept the valuation change for PID 29-32-22-41-0040, owned by Mr. Johnson from $818,400 to $768,400. RESULT: CARRIED [4-0] MOVER: Nelson SECONDER: Lyden AYES: Lyden, Nelson, Ruhland and Rennaker NAYS: None The Assessor reported that following review of Mr. Nelson's property an adjustment was proposed however an agreement was not reached with Mr. Nelson regarding the total amount. Mr. Nelson presented additional comments regarding the proposed valuation with justification for a valuation of $650,000. The Board reviewed the comps presented by the County Assessor and discussed the proposed adjustment. Motion to accept the valuation change for PID 28-31-22-21-0004, owned by Mr. Nelson from $749,900 to $650,000. RESULT: CARRIED [4-0] MOVER: Nelson SECONDER: Lyden AYES: Lyden, Nelson, Ruhland and Rennaker NAYS: None 8.
