subject: Bluebill Ponds Update
To refresh your memories, Bluebill Ponds is the proposed development on Main St. at
Wood Duck Trail. The site is within the existing MUSA and is zoned R -1.
Heritage Development has reached an agreement with the House of Praise Church that
will allow Wood Duck Trail to be a full intersection. The extension of this road complies
with the access management plan approved by City Council April 24. The road will
serve land on the south side of Main St., providing safer access and, in the future,
circulation in that area.
With the agreement between the developer and the church, the project review can
proceed. The P & Z Board will review revised plans at the June 14 meeting.
I have attached a detail of the Wood Duck Trail intersection as it appears on the revised
plat drawing.

subject: Sno Barons and Hay Days
The Sno Barons is a snowmobile club that puts on the annual Hay Days event in
Columbus Township. The Sno Barons would like to purchase approximately 100 acres in
northeastern Lino Lakes. The club would establish its headquarters there and it would be
the new site of the Hay Days event.
I spoke with a member of the club last October. I asked for comment from other City
staff, including Community Development, the Police Dept., and the Centennial Fire
District. After receiving comments back, I informed the club member that staff would
not support having the event at the proposed location. The primary concern is traffic, but
there are other concerns as well.
In February of this year another club member, John Weber, called me to pursue the issue
again. I explained what I'd told the first club member, but Mr. Weber wanted to pursue it
anyway. I asked him to send me a letter with some information on what they had in
mind. I would ask staff for comments again, though I didn't expect anything to change.
Nonetheless, Mr. Weber asked if there were a way for him to talk to the City Council, so
we scheduled it for a work session.
Staff's concerns are summarized below.
Land Use The site is guided for rural uses and zoned Rural.
• The Rural district uses include such things as horse arenas, riding stables, wild game
farms, gun clubs, and commercial sports arenas as conditional uses. These do not
really relate to the proposed use as a snowmobile club or the Hay Days event.
• 40,000+ attendees of Hay Days in a remote, hard -to- access location (see Traffic)
• Concentration of snowmobiles at the club headquarters on a day -to -day basis has the
potential for noise that would create a nuisance for surrounding landowners.
• Hardwood Creek is protected by the shoreland ordinance with a shoreland zone 300'
on each side of the creek.
• Water quality impacts are unknown. The concentration of large numbers of people
and riders raises potential issues.

Traffic See the 10/26/99 memo from Officer Mike Rumpsa of the Police Dept.
The City Engineer John Powell concurs that the roads would not handle the traffic safely.
• 20th Ave. and 80th St. would bear all traffic for the 40,000+ attendees for the Hay
Days event.
• All roads leading to the site are two -lane, rural roads. Lighting is bad and parking on
shoulders not safe.
• The 35E /Main St. interchange will not handle the traffic. Vehicles will back up on
the freeway for the event.

Barons land purchase

The proposed location of the Sno Barons land purchase is the 2100 block of 80th Street. The land North of
80th St, along the West side of Interstate 35E.
It has been brought to my attention that the Sno Barons snowmobile club is actively searching for land to
purchase to operate the Sno Barons Haydays grass races.
Some of the problems associated with this type of use, would be traffic congestion and control. Typical
attendance has been approximately 30- 40,000 spectators during the event. All the local streets that access
80th Street, are two lane streets. (one lane each way).
The exit ramps from 35E (both North and South bound ramps) that service Main Street, are potentially
dangerous. They are crowned in the center of the structure, limiting visibility to both West and East bound
traffic.
The additional traffic load from this event, will with out a doubt, cause traffic to back up on all the
roadways that service Main St. Traffic will back up on to Interstate 35E (both N/B and S/B), causing
delays, and potential accidents.
Main Street is a heavily traveled roadway during rush hour. One that is very sensitive to extra vehicular
traffic.
A large portion of the traffic associated with this event, arrives on the Friday before the Official start (The
start day is usually Saturday) during rush hour. Venders and participants arrive to get camping slots, and
set up displays for the event.
Saturday and Sunday traffic consists of steady traffic before and after the races.
All the roadways that service 80th Street, are very dark with limited street lamps.
The routes available for spectators and participants to enter the proposed site location would be:
From the North: (Forest Lake Area) S/B West Freeway Drive from Forest Lake to E/B 80th Street, and S/B
35 E from Forest Lake to E/B Main St to NB 20th Ave, to E/B 80th Street.
From the South: (Mpls /St. Paul Areas) NB 35E to W/B Main St, to N/B 20th Ave to EB80th Street, and
W/B Co Rd J from NB 35E, to 20th Ave North, to E/B 80th Street.
From the East (Hugo/Washington Co Areas): W/B Main Street to 20th Ave N/B to E/B 80th Street.
From the West: (Centerville/Lino Lakes Area) E/B Main Street from Centerville, to 20th Ave NB. to EB
80th Street.
This event has a large spectator base. The roadways that service the proposed location are not designed to
handle the load that this event demands. The 35E exit ramps have already proved themselves as being
dangerous. By expecting them to handle such a huge influx of traffic without incident, is nieve and
dangerous.

Dear Mr. Smyser,
This letter is an introduction of the Sno Barons Snowmobile Club. We are considering purchasing
approximately 100 acres on County Road 21 near the north boarder of your city. Confirming several
phone conversations there are some concerns regarding the proposed use for our annual Hay Days Race.
Our club was formed in 1966. Many of our members are second and even third generation. We limit our
membership to 120, in addition to 20 lifetime members. We've hosted this race for 33 years, 2000 being
our 34th year. We currently hold our race in Columbus Township on approximately 75 acres leased from
Mrs. Lucille Waldoch. Our race has grown significantly in the last 10 years, in the past 4 years we have
held races on Saturday and Sunday. We've drawn racing entries Internationally as far away as Finland
and Sweden and we are sanctioned by SWDRA. Snow Week Magazine has rated our race number 1 for
the past 2 years for professionalism and safety. We are fully insured and licensed and have complied with
all concerns of Columbus Township.
In addition to the race we provide a swap meet which is considered the premier event of the season.
Many sports dealers and local businesses provide goods and services, i.e. concessions, bleachers, tents,
security, sanitation and many other items.
Our Club donates a substantial amount of race revenue to charities. The some past recipients would be
Make a Wish, Anoka Food Shelve, Anoka Community College, Camp New Hope, Alexandria House.
The charity committee reviews all requests annually. Further our trails committee donations to
Snowmobile Clubs throughout Minnesota for trail maintenance and creation. We conduct snowmobile
Safety training classes annually.
Our race is a successful event, we use our funds to promote safety, enhance and maintain state trail
systems and support our communities through charities.
Please respond, if possible by our next club meeting May 10th, with the concerns you have regarding our
event and some suggestions of how we might deal with them.
