Adjourn July 18, 2000 (3:15 p.m. jds) • PAGE 1 • WEST SHADOW PONDS OVERVIEW CITY COUNCIL WORK SESSION JULY 19, 2000 • Approvals needed • Comprehensive Plan amendment from Rural to a residential category • Plan amendment to include MUSA allocation • Rezoning from Rural to R -1X • Preliminary plat approval Chronology November 12, 1998 Planning & Zoning Board approved the comprehensive plan amendment, rezoning, and preliminary plat. November 23, 1998 City Council tabled the item. No action has been taken since then on the plat. November 24, 1999 Richard Carlson requests that project be brought to the City Council. After discussions with staff, Mr. Carlson decides to wait to allow new City Council to make progress on Comprehensive Plan. April 12, 2000 Planning & Zoning Board approved minor subdivision of the site to allow for sale of portions of the land. The developer asked to postpone bringing the minor subdivision to the City Council, preferring to reactivate the discussion of the West Shadow Ponds development. July 19, 2000 Discussion of project at City Council work session, at developer's request. Project Summary • 22 single family lots • Rl -X size (all lots are larger than the minimum 12,825 sf) • Extension of West Shadow Lake Drive to 62nd Street • Wetland fill (2 acres) to be mitigated (4 acres of new wetland) No application was submitted to the watershed, but City's current practice is to require indication of watershed pending approval. • Park dedication included with previous dedication from Millers South Glen. • Utilities available to serve the site. West Shadow Ponds Overview City Council Work Session July 19, 2000 page 2 Road Issues • Extension of West Shadow Lake Drive to 62 " Street -both are Municipal State Aid roads -both are minor collectors • New part of W. Shadow Lake Drive would be constructed north from 62nd with cul de sac preventing connection to north (Birch Wood Acres) until 62nd St. is reconstructed. • Ultimately, would provide better circulation in that area of the City. • Better emergency access, as described by Fire Chief: - improved access to Colonial Woods due to shorter distance from east -new hydrant access for tanker trucks serving homes without utilities Land Use • Current land use plan: rural • Draft land use plan: north side of 62" St. low density sewered residential • Current zoning: Rural • Proposed zoning: R -1X Other Issues • A number of residents in the area opposed the project because they did not want additional growth in their area. • Opposition also expressed to the extension of W. Shadow Lake Drive because of fears relating to additional traffic on 62 "d St. • City Engineer will hold 62 "d St. educational meeting for neighbors on August 2". •
