PLANNING & ZONING BOARD MINUTES
1 . CALL TO ORDER AND ROLL CALL :
Vice Chair Hyden called the Lino Lakes Planning and Zoning Board meeting to order at
6 :30 p.m . on February 13 , 201 3 .
2 . A PROVAL OF AGENDA
Mr. Evenson made a MOTION to approve the agenda as printed. Motion was supported
by Mr. Masonick. Motion carried 5 -0 .
3 . A PPROVAL OF MINUTES:
Decem ber 12 , 201 2
M r. Laden made a MOTION to approve the December 12 , 2012 Meeting Minutes.
Motion was supported by Mr. Nelson . Motion carried 5 - 0 .
4 . OPEN MIKE
Vice Chair Hyden declared O pen M ike at 6:31 p.m .
There w as no one present for Open Mike.
Mr. Laden made a MOTION to close Open Mike at 6 :32 p.m. M otion was supported by
M r . Nelson . M otion carried 5 - 0 .

5 . ACTION ITEMS
A. Final Plat for Rademacher Addition
Michael Grochala, Community Development Director , presented the staff report. Mr.
Grochala noted that the plat has been renamed to Forest View Acres Second Addition.
He stated tha t all of the corrections as listed in the staff report have been completed by
the applicant and shown on the new plat as distributed at the meeting. Staff
recommended approval of the Final Plat for Forest View Acres Second addition based on
the following conditions of approval:
1. The payment in lieu of park dedication shall be $9,722.25. The fee shall be credited
back to the developer for trail improvements.
2. Execution of development agreement and stormwater treatment operation and
maintenance agreement bet ween the developer and the City.
3. The trail easeme nt along Lake Drive must be provided.
Applicant, Grant Rademacher, was present with no comments regarding the requirements
for final plat.
Mr. Laden made a MOTION to recommend approval of the Final Plat f or Forest View
Acres Second Addition .
Motion was supported by Mr. Masonick . Motion carried 5 - 0 .
6. DISCUSSION ITEMS
A. Sign Regulations
Mr. Grochala explained that staff is seeking additional input from the board
regarding sign regulations. Staff revi ewed some alternatives to consider .
Board member comments included the following:
• A 90 -day per year flexible package is a good option. The business owner
could contact the city to track their days or the city could issue stickers to
denote permitted s igns.
• Regulations must be enforcable and trackable.
• Banners and sandwich boards should be treated similarly. Allow d uring
business hours with a maximum time allowed, such as 12 hours per day.
Extend the location to 30 feet from the building rather than 1 0 feet.
Grant Rademacher , applicant for Bill’s Superette, stat ed that they are interested in a
dynamic display , but their d esired signage does not meet the current sign
requirements. Mr. Rademacher is requesting an allowance for a slightly larger sign
to allow for three lines of visual graphics rather than two .

Staff will draft revised ordinance language based on the discussion.
B. Landscaping Regulations
Staff has recognized the need to consider amend ing the city’s landscaping
requirements. Staff discuss ed the areas that need to be addressed and will bring
language before the board for review at a future meeting.
The board was favorable of suggested changes and recommended that any proposed
landscaping amendments also go to the Env ironmental Board for co mment.
C. 2012 Year End Board Summary
Staff distributed a summary of board actions for the year 2012.
7 . ADJOURNMENT
M r. Laden made a MOTION to a djourn the meeting at 8 :00 p .m. Motion was supported
by M r. Nelson . Motion carried 5 - 0 .
