APPROVEDMINUTES CITYOFLINOLAKES PLANNING&ZONINGBOARDMINUTES SPECIALWORKSESSION I.CALLTOORDERANDROLLCALL : Chair Tralle calledtheLinoLakesPlanningandZoningBoard SpecialWorkSession to order at 6 :3 3 p.m.on January4 ,2 00 7 . II.DISCUSSIONITEM: A.MasterPlanningStudy -HodgsonRoadandCountyRoadJ Staffclarifiedthattheworksessionwouldnotincludereviewofanyparticular developmentapplications.Mr.Smy sershowedabriefpowerpointpresentation displayingcriticalpointsofthemasterplanstudyarea.Mr.Smyserexplained the existingsewer&watersystemandcapacities,existingresidentialandcommercialsites, naturalresourceareas ,andcurrentpar celsandownershipwithinthestudyarea.Mr. Smyserexplainedtheneedto determinethe bestpossibleaccesspointsand traffic circulationwithinthestudy area .Hesaidthats taffreceived the latesttrafficstudybased onthemasterplan.Henotedt hata trafficsignalisnecessaryattheintersectionof Hodgson Roadand C oun tyR oa dJ.Heexplainedthattheproposed planwillnotforce existingbusinessesoutandwillprovidepotentialforfuturebusinesses. Mr.Smyser explainedthat staff ha s been workingwiththeAnokaCountyHighway DepartmenttodetermineaccesspointsalongHodgsonRoad.Hestatedthatthe Highway Dept.ha sspacingguidelinesalongcountyroads.Mr.Smysernotedthat theHighway Department recently informedstaffthattheyw o uld nowconsideratrafficsignalifthe accesspointis 180feet northoftheproposed location ,which wouldallowforbetter developmenta ndtrafficflowinthefuture. BoardMembersquestionedthelocationofthetrafficsignalarea now consideredbythe county.M r.Smyser explainedthat possiblyinthefuturetheywouldallowasignal furthersouth.Ms.Carolyn Krall o fLandform pointedoutthatthereisalistofcriteria thatmustwarrantasignaltobeallowed atanylocation.Mr.Michael Grochala , CommunityDevelopmentDirector,notedthat thecityshouldconsider whetherornot theywantanadditionaltrafficsign al . Mr.Nelsonaskediftheaccesspointwasmovednorth180feet,couldthe“future”road remainadrivewayuntilaroadbecomesnecessary.Staffrepliedno.Staffpointedout thattheexistingownercouldsellright -of -way to allowthemtoimproveand expandtheir existingbusiness. Mr.GrochalapointedoutthatultimatelyHodgsonRoadwillbecomea four -lanedivided highway. Ms.Kralldescribed that the proposed accesslocations werederived a ccordingtothe desiresofthecitycouncilandbenef itto theareaproperties.Sheremindedth e boardthat one benefitofamasterplanistopredetermine thelocationofroadstoensurethat they willworkbestforalldevelopableproperties. Boardmembers agreed thattheyshouldnotmakeadecisionbas edonasignal th atmay not occur . Mr.Rootexpressedthatthey shouldfitintherightamountofpotentialdevelopmentbut allowfortheexistingbusiness es toremaintoexist.Hesaidtheg oalshouldnotbeto cramasmuchdevelopment in aspossible. Mr.Ladenasked ,accordingtothelatesttrafficstudy,if abigboxuser would beallowed withoutasignal .Mr.Smyserrepliedthatalargegrocerystorewouldoverridethetraffic limit. Mr.Jim Studenski ,CityEngineer,pointedoutthatthisareaco uldnothandlefull developmentofcommercial inthestudyarea .Mr.Grochalapointedoutthatoneofthe hurdleswastofigureoutabalancebetweentheeastandwestsidetodevelop. Mr.Smyserstatedthatthisneighborhoodwasguided tobe aneighborh ooddistrict. Ms.Krall explainedthattheComprehensive Plan Amendmentwould :1)guide bothsides ofHodgson Roadfor mixeduse ,whichreinforces whatthey’vebeenhearingfromthe communityandallow s for greaterflexibility;2)determine locationsof road s ,sewer, water&infrastructure;3)set somequalityguid e lines ,includingstandardsto createa uniqueareawithcharacter,thatare supportedbycommunity. Mr.Nelsonasked staffifa signal wouldbewarranted oncethedevelopmentisat full build out .Mr.Smyserstatedthatfulldevelopmentitselfwouldnotwarrantalight.Mr. Planning&ZoningBoard January4,2007 Page 3 APPROVED MINUTES Smysersaidthataccordingtothetrafficstudy,thisdevelopmentwouldworkwithouta light. Mr.Nelsonexpressedconcernthatexistingbusinessownerscanremain.Mr.Grochala saidthatthecityneedstoprovideforasystemthatwillbenefitthegreaterneedatlowest impacttopropertyownersandexpense. Mr.Tralle statedthattheboard should consider whatthecitywantsandnotcaterto incomingdevelopment.Mr.Tralle commentedthatheisinfavoroftheplan . Ms.KrallexplainedthepotentialscenariosfortheWareRoad/CountyRdJintersection. CitystaffhasdiscussedtheproposedscenariosfortheintersectionofWareRdandKent St .withShoreviewcitys taff.Shoreviewstaffsupportedandagreedwithallproposed scenariosfortheseintersections. Mr.Nelsonexpressedconcernaboutplacingaroadontheeastsidealongthebacksideof anexistingdevelopment.Ms.Krallexplainedtheneedtocreateflo wbetweenroadways withoutcreatingculdesacs,andtheneedfor emergency accesstoalldevelopment s . Mr.Trallesuggestedthatthepointofthemasterplanistocreateflowage. Mr.Tralleinformed worksession attendeesthatcommentswouldbe taken at the regular P&Z Board Meeting on Wednesday ,January10 .
