The City staff has prepared cost and revenue projections for the next three years and is prepared to recommend utility rates for 2001 through 2003. Sanitary Sewer The City's sewer rates are based on a quarterly charge per REU. An REU is a residential equivalent unit that represents the daily volume required by a typical residential connection. One house equals one REU. Commercial, industrial, and institutional use is converted to REU's based on the volume of flow they generate. The major expenses related to sewer charges include the cost of operating the system, Metropolitan Council charges, and depreciation. Depreciation relates to the cost of replacing the system after it has reached the end of its useful life. The rate computation has assumed a 220 unit increase in the number of connections on an annual basis. This includes connection by existing houses as well as new construction. However, if this increase does not occur our costs should also be proportionally lower. Our current sewer rate is $51.00 per quarter per REU. The proposed sewer rate increase is as follows: Effective January 1, 2001: $60.00 per quarter per REU Effective January 1, 2002, $61.00 per quarter per REU Effective January 1, 2003, $62.00 per quarter per REU Water The City's water rates are based on a quarterly charge per REU and a charge on water usage. The usage charge is based on 1,000 gallon units. The major expenses related to water charges include the cost of operating the system, bond expenses, and depreciation. The bond expenses would be offset by a transfer from the Area and Unit fund. The water rate computation also assumes a 220 unit increase in the number of connections on an annual basis. In order to satisfy the Department of Natural Resources concerns regarding water appropriation (pumping) the proposed rate structure increases the rate per gallon for heavier water use. This also keeps the base rate for the lower water users very close to the existing level. Our current water rate is $10.00 per quarter per REU and $1.63 per 1,000 gallons. The proposed water rate increase is as follows: Effective January 1, 2001, through December 31, 2003: Water Usage Rates: $1.77 per 1,000 gallons $2.07 per 1,000 gallons 0 to 30,000 gallons all water use above 30,000 gallons Water User Fee: $10.00 per quarter per REU The average household uses approximately 30,000 gallons of water per quarter. Based on this information, the average increase per household for sanitary sewer and water per quarter will be from $109.90 in 2000 to $123.10 in 2001. OPTIONS: Assuming the public hearing has been closed, the City Council has the following options, • 1. Adopt Resolution No. 01 -05 setting the sanitary sewer rates for 2001 -2003 and adopt Resolution No. 01 -19 setting the water rates for 2001 -2003. (Separate motion and vote for each resolution) 2. Adopt one resolution but not the other. 3. Refer to staff for further review. This minor subdivision would create two parcels: Parcel A 3.98 net acres /3.51 upland acres Lot size: approximately 493 x 330 Parcel B 35.69 net acres /26.85 upland acres Mr. Grubbs would retain ownership of the 3.98 parcel for future commercial development and Mr. Goertz would retain the 35.69 acre parcel for development similar to the enclosed sketch plan for Spirit Hills. The property is currently Zoned R -1 Single Family Residential and located within the existing MUSA line. The property immediately south containing Apitz Garage and the small corner house is Zoned GB, General Business. Utilities can be extended to serve the property. The Draft Comprehensive Plan guides this area for a mix of commercial, low density residential and medium density residential. The current Comprehensive Plan guides the area for single family residential. Mr. Grubbs also owns the adjoining Apitz Garage and is the potential owner of the adjoining City /County owned property at the corner of Hodgson Road and Birch Street. The City /County and Mr. Grubbs are currently working on an agreement that would include right -of -way dedication along Hodgson Road and transfer of the remaining parcel to Mr. Grubbs. The property owner has agreed to dedicate an additional 27' to 29' of right -of -way on the east side of Hodgson Road in this location which is acceptable to the County. Only the minor subdivision is being reviewed at this time. The concept plan is for illustrative purposes only. Mr. Goertz plans to submit a preliminary plat/PDO for April review by the P & Z and Council. • • • Staff has reviewed this minor subdivision request and would comment that the applicant has demonstrated that a future street layout is possible to serve the plat and minimize access onto Birch Street. The applicant has met with Anoka County regarding right -of- way needs for Hodgson Road and is willing to dedicate the additional right -of -way along the west property line and has revised his sketch accordingly. The proposed new lots (A & B) meet the minimum lot dimensions and other requirements under the current zoning. We would, therefore, recommend approval of this minor subdivision with the following conditions: 1. Dedication of 27 — 29.73' of right -of -way is dedicated along the west property line of both Parcel A and B as required by Anoka County . 2. Approval of this minor subdivision does not guarantee, nor imply approval of any subsequent development plans for the property. Consistent with Resolution 00 -121, the City Council has indicated they do not approve of the design options presented to date and wants to develop additional safe options. The road is currently posted at 50 miles per hour, this speed is being used by Anoka County as the design speed. In order to provide Anoka County additional, safe roadway design flexibility, the City wants to request that the speed limit be reduced from 50 to 45 miles per hour. If passed, this resolution will be forwarded to Anoka County and the Minnesota Department of Transportation for consideration. • OPTIONS: 1. Return to staff for further review. 2.
