CITY OF LINO LAKES RESOLUTION NO. 26-133 AUTHORIZING THE EXECUTION OF A LICENSE AGREEMENT BETWEEN THE CITY OF LINO LAKES AND ANOKA COUNTY FOR LANDSCAPE MEDIAN IMPROVEMENTS ALONG COUNTY STATE AID HIGHWAY (CSAH) 14 WHEREAS, a portion of the landscape median located within the city limits of Lino Lakes along County State Aid Highway (CSAH) 14 (also known as Frenchman Road) is in need of site enhancements; and WHEREAS, City Staff recommends improving this area to mirror the completed, visually unified landscaping plan currently established on the adjacent City of Hugo/Washington County side of the corridor; and WHEREAS, the median was previously landscaped in the mid-2000s and subsequently revised in 2014 as part of the CSAH 14/8 Improvement Project; and WHEREAS, Anoka County owns and maintains the right-of-way encompassing said median, thereby requiring a formal License Agreement to permit municipal work within the county jurisdiction; and WHEREAS, the proposed License Agreement grants the City of Lino Lakes a license to plant, install, maintain, replace, and repair the proposed landscape improvements as specifically depicted in Exhibit A and Exhibit B; and WHEREAS, the City Council finds that executing this agreement serves the public interest by enhancing community aesthetics and ensuring clear operational guidelines for long- term maintenance. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes, Minnesota, as follows: 1. The License Agreement between the City of Lino Lakes and Anoka County for the CSAH 14 landscape median enhancements is hereby approved. 2. The Mayor and City Clerk are authorized and directed to execute said agreement on behalf of the City, along with any minor, non -substantive changes. 3. City Staff is authorized to proceed with the planting, installation, and ongoing maintenance activities as outlined in Exhibits A and B of the agreement.
