LINO LAKES CITY COUNCIL <br />WORK SESSION <br />MINUTES <br />DATE: July 13, 2026 <br />TIME STARTED: 6:00 PM <br />TIME ENDED: 6:28 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Lyden, Nelson, Ruhland and Rennaker <br />ABSENT: <br />None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, <br />Finance Director Tracy Thoma, Community Development Director Mike Grochala, City Planner Katie <br />Larsen, City Engineer Diane Hankee, Public Service Director Rick DeGardner and Chief of Police <br />Curt Boehme. <br />1. CALL TO ORDER <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. SETTING THE AGENDA <br />The agenda was adopted as presented. <br />3. REVIEW REGULAR AGENDA <br />The City Council reviewed the Consent Agenda items. <br />The Finance Director reviewed the Utility Rate Study, reporting a reduction in the study cost from <br />the last meeting discussion. <br />The Public Services Director reported that the City has successfully worked with the recommended <br />contractor for the 2026 Trail Maintenance Project in the past. <br />The City Planner reviewed the Wilkinson Waters Second Addition and Peltier Ponds development <br />projects. <br />Mayor Rafferty reported on the recent groundbreaking event hosted by the developer for the <br />Wilkinson Waters project. <br />The Community Development Director stated that the Economic Development Strategic Plan being <br />presented this evening for approval is supported by the Economic Development Advisory <br />Committee (EDAC). <br />
