Finance Director Tracy Thoma, Community Development Director Mike Grochala, City Planner Katie
Larsen, City Engineer Diane Hankee, Public Service Director Rick DeGardner and Chief of Police
Curt Boehme.
1. CALL TO ORDER
Mayor Rafferty called the meeting to order at 6:00 p.m.
2. SETTING THE AGENDA
The agenda was adopted as presented.
3. REVIEW REGULAR AGENDA
The City Council reviewed the Consent Agenda items.
The Finance Director reviewed the Utility Rate Study, reporting a reduction in the study cost from
the last meeting discussion.
The Public Services Director reported that the City has successfully worked with the recommended
contractor for the 2026 Trail Maintenance Project in the past.
The City Planner reviewed the Wilkinson Waters Second Addition and Peltier Ponds development
projects.
Mayor Rafferty reported on the recent groundbreaking event hosted by the developer for the
Wilkinson Waters project.
The Community Development Director stated that the Economic Development Strategic Plan being
presented this evening for approval is supported by the Economic Development Advisory
Committee (EDAC).
The City Engineer reviewed the 2026 Public Works Utility Extension Project. Highlighting the
expected outcomes for the project.
The City Engineer reviewed the Well No. 7 project and the County Road J and Centerville Road
Roundabout Landscaping project.
The Community Development Director reviewed the roadway improvement and easement
agreement for Wilkinson Way.

Mayor Rafferty adjourned the meeting at 6:28 p.m.
